多年來運輸業商用車界在台灣受制限於層層的障礙與問題：不合宜的法規、政府相關部門不夠友善與重視、產業資訊交流不足等等問題。有一群人籌建了「中華民國商用車技術發展協會」，讓商用車在台灣可有更友善的制度。
