守護外木山行動小組為關注基隆外木山(澳)海岸的團體聯盟，草創於2021年，關注協和火力發電廠轉型與其附屬設施第四天然氣接收站興建等議題。四接預計選址於基隆外木山海岸並將以填海造地之方興建，盼望廣大市民們能夠共同推動能源轉型，倡議協和火力電廠轉型為綠能電廠。
