Tainan公民智庫 專業者、公民對話、參與遊說。建構一個民間參與區域治理的新典範

透過智庫專業者、社區大學公民教育結合，配合各式論壇，將可以有效且有組織地針對政府施政建言、監督，更進一步提出有效、且具有公民參與過程的政策建言，這將是台灣地方自治區域中第一次以一個智庫的獨立組織，有策略、有階段地實際提供一個公民參與的管道，參與地方治理的工作提案與監督，補足台灣在代議民主下公民參與無力的現象。
公民也可以從中學習到公民社會的民主機制與政治參與的方法。
