2013年，由明道中學學生主導，以新世紀公民參與為主題，希望藉由論壇喚起青少年對於公共議題的關心，鼓勵青少年關注社會、凝聚認同、延伸創意空間，以未來公民之角度，為社會的變遷與發展發聲。
2024年起，加入拓凱教育基金會的贊助並共同主辦，持續鼓勵青少年參與公共議題的討論與執行，因而舉辦了拓凱新世紀青少年高峰論壇。論壇中也首次邀請了來自國外的隊伍，讓拓凱新世紀青少年高峰論壇逐漸邁向國際化，吸引更多青少年關注社會議題。
