有鑑於世界各國皆極力發展自由軟體之開發，且許多國際大廠紛紛投入各相關自由軟體的開發工作上。為縮短南北數位落差，提升高雄軟體競爭力，配合政府政策推廣與落實而成立高雄市自由軟體應用發展協會，建置自由軟體應用發展社群，訂定發展區塊細項，尋求南部產官學共同合作發展及推廣。
