【採訪通知】家事移工立即納入勞工保險 陳情記者會

6月16是國際家事勞動者日,紀念國際勞工組織第189公約的通過,樹立了家事勞動者應享有勞動基準,應不亞於其他勞工的勞動保障,但二十萬多名家事移工至今仍被台灣的勞工保險排除在外,是所謂的勞保孤兒。
勞工保險作為國家保障勞工生活,安定社會的社會保險,在勞工面臨生育、傷病、失能、退休、或是往生等人生重大事件時,由保險提供給付,以支持個別勞工度過困境。依據現行的勞保條例,聘僱五人以上之公司行號的勞工才必須由雇主強制納保,但家事移工的所服務的家庭通常僅聘僱一人,必須由雇主自願加保才能享有勞工保險的保障,形成了對家事移工的技術性排除。
台灣邁向超高齡化社會,長期依賴家事移工支撐長照需求,家事移工對台灣的照顧經濟有巨大的貢獻。然而,家事移工平均工資約在2.4萬,是被排除在勞動基準法以外,連基本工資保障都沒有的血汗勞工,當然也更加難以承受經濟風險。隨著移工在台生育、就醫、久任等勞動權益逐漸改善,我們也在協助會員的過程中,發現沒有勞保的家事移工更容易因為這些事件陷入經濟困境。
國際家事勞動者日當天是星期一,家事移工在平常日多不能外出活動,因此我們選在6月15日上午10點至勞動部前陳情,要求勞動部落實第189號公約的精神,將家事移工納入勞保強制納保的對象,並提高政府的保費分攤比例,以減輕長照家庭的經濟負擔。同時我們也邀請了移工團體、人權團體及各移工工會前來聲援,敬邀媒體朋友報導!

June 16 is International Domestic Workers’ Day, commemorating the adoption of the International Labor Organization’s Convention No. 189, which affirms that domestic workers are entitled to labor standards and protections equal to those of other workers. However, over 200,000 migrant domestic workers in Taiwan are still excluded from the national labor insurance system, effectively making us "labor insurance orphans."
Labor insurance is a form of social insurance designed to protect workers’ livelihoods and stabilize society. It provides financial support to workers during significant life events such as childbirth, sickness, disability, retirement, or death. According to current labor insurance regulations, only employees of companies with 5 or more workers are required to be enrolled in labor insurance by their employers. Since domestic workers typically work in private households that employ only 1 person, their inclusion in labor insurance depends solely on the employer’s voluntary participation—creating a systemic exclusion of migrant domestic workers.
As Taiwan becoming a super-aged society, Taiwan relies on migrant domestic workers to meet the long-term care needs. These workers make significant contributions to Taiwan’s care economy. Yet migrant domestic workers earn an average monthly wage of only around NT$24,000, and are excluded from the Labor Standards Act, not even guaranteed a minimum wage. This leaves us especially vulnerable to economic risks. As more migrant workers in Taiwan give birth, seek medication treatments, and work for longer years, we have seen in our work with union members that those without labor insurance are more likely to fall into financial hardship during these life events.
Since International Domestic Workers’ Day falls on a Monday—a day when many migrant domestic workers are unable to attend public events—we will hold a petition on Sunday, June 15 at 10 am. in front of the Ministry of Labor. We call on the Ministry to uphold the spirit of Convention No. 189 by making labor insurance mandatory for migrant domestic workers, and to increase the government's share of insurance premiums to ease the financial burden on long-term care families. Migrant worker groups, human rights organizations, and labor unions will join us in solidarity. We warmly invite media friends to cover this important action!
