扶輪目標行動者(演員)RO TAR ACT (Rotary Target Actor) 它是國際扶輪社的一個架構的方案，設計好的去幫助 扶輪社和扶輪地區，在他們自己的社區中及外國社區中實現服務的目標。在這樣的過程中，培養友誼和親善。
