彰化縣政府委託彰化縣女性培力協會承辦，秉持「服務一位女性，等於服務一個家庭」之理念，推展婦女福利、權益及性別平等相關意識；讓每個獨特的妳，都能在生命中找到屬於自己的一方天地。

彰化夢想館，提供北彰化13鄉鎮市民眾多元使用，民眾能運用館內性別友善空間學習、交流、休憩等，更提供「社會福利諮詢」、「社區宣導」、「學習課程」、「培力教育」等多項服務。友善環境，消除性別歧視，讓大家運用館內多元空間，學習交流，期望建構成為國內外性別議題資源的共享中心。
