BSEC-URTA Participated in the BSEC Working Group on Transport Meeting - Raising Concerns on Driver Mobility, Visa Restrictions and Their Impact on Global Trade

The latest meeting of the BSEC Working Group on Transport was held online on 29 April 2026, bringing together representatives of BSEC Member States, related bodies and international organizations to discuss ongoing developments in regional transport and logistics cooperation.

During the meeting, BSEC-URTA provided an update on its ongoing projects and Working Party activities, contributing to the discussions on improving connectivity and facilitation across the BSEC region.

In their interventions, BSEC-URTA President Mr. Eduart Kasa and Secretary General Mr. Mehmet Uylukcu underlined that the lack of clear and harmonized rules governing the international work of professional drivers, along with visa restrictions and limitations on stay, continue to create serious bottlenecks at border crossings.

They emphasized that these challenges are not only operational issues but have broader consequences, negatively affecting global supply chains and national economies.

BSEC-URTA reiterated its commitment to working closely with member states and international partners to address these challenges and to support the development of a more efficient, predictable and sustainable transport system in the BSEC region.

Introducing Digital Solutions and Direct Communication Tools for BSEC Permit Users : BSEC-URTA Participated in the BSEC Permit Meeting

The meeting of the BSEC Permit system, one of the most important projects of the BSEC region, was held online on 28 April 2026 with the participation of member countries of the system.

The meeting, attended by the International Secretariat, focused on the current status and future development of the BSEC Permit, which serves as a key instrument for facilitating regional logistics and connectivity.

During the meeting, BSEC-URTA presented its ongoing work on the digitalization of the BSEC Permit system to the member countries. It was discussed that, subject to the interest and support of participating countries, the project could be implemented with the joint contribution of BSEC-URTA and the BSEC Permit member states.

Another key development was the launch of the BSEC Permit Hotline, established by BSEC-URTA to enable member countries to directly communicate operational issues related to the use of BSEC Permits.

Participants also agreed on the need to further develop the Hotline digitally, enhancing its role as an effective communication and problem-solving platform.

While emphasizing the importance of digitalization and facilitation, BSEC-URTA expressed its appreciation to the countries contributing to the BSEC Permit system, which fosters a strong sense of regional cooperation.

BSEC-URTA also expressed its hope that the remaining countries—Azerbaijan, Bulgaria and Greece—will soon join the system, further strengthening the BSEC Permit family.

BSEC-URTA Took Part in the meeting of the BSEC Committee of Senior Officials under Georgia’s Chairmanship

Representatives of the BSEC-URTA International Secretariat, namely Alpdoğan Kahraman, Elif Nuhoğlu and Sadiye Nuhoğlu, participated in the meeting of the BSEC Committee of Senior Officials on 21st April 2026.

Held under the successful Chairmanship of Georgia, the meeting focused on strengthening regional cooperation, enhancing transport corridors, and advancing multimodal connectivity across the BSEC region. Key challenges facing the sector—such as rising fuel costs, global supply chain disruptions, driver visa – staying time limitations especially in the Schengen Area and driver shortages—were also highlighted during the discussions.

As a sectoral partner of BSEC PERMIS, BSEC-URTA expressed its satisfaction in taking part in the meeting and contributing to the ongoing successful efforts of the organization. The participants reaffirmed their shared commitment to improving regional connectivity and developing sustainable transport solutions. BSEC-URTA representatives underlined their appreciation for being part of this constructive platform, which continues to foster cooperation and support a more integrated, resilient, and inclusive transport system in the region.

IRU will organize a highly important online event on 15 April 2026, addressing the latest developments in transport and supply chains in a rapidly changing geopolitical environment.
In light of ongoing conflicts and rapidly evolving geopolitical developments, the emergence of new transport corridors has become increasingly essential for ensuring the continuity and resilience of global supply chains.
In this context, BSEC-URTA is pleased to invite its members to participate in the upcoming IRU webinar titled:

BSEC-URTA Passenger Transport Working Party Successfully Held on 9 April 2026

The BSEC-URTA Passenger Transport Working Party Meeting was successfully held online on 9 April 2026, bringing together representatives from member associations and key stakeholders across the region.
During the meeting, a wide range of critical issues affecting passenger transport were discussed. One of the most important conclusions was the strong overlap between the challenges faced by passenger and freight transport sectors, highlighting the need for a more coordinated and joint approach.

The initiator of the Working Party, Ms. Aslı Çalık, emphasized the importance of acting together on common challenges, a view that was strongly supported by all participants.

Key topics addressed during the meeting included:
• Border crossing delays
• Digitalisation of transport systems
• Driver visa issues
• The need for more predictable conditions in passenger transport between the EU and neighbouring countries
• Potential operational impacts of upcoming EU systems such as EES and ETIAS, which may lead to increased uncertainty and delays

Participants underlined that ensuring predictability and operational stability in passenger transport is becoming increasingly critical.

Participants also discussed the upcoming implementation of the Entry/Exit System (EES), which is expected to enter into force on 10 April 2026. In this context, it was agreed that the impact of the EES system on the transport sector will be closely monitored, and the findings obtained from this process will be evaluated and discussed at the 47th Meeting of the BSEC-URTA General Assembly in Thessaloniki.

A special country case presentation was delivered by Mr. Mr. Volodymyr Balin, Vice President of ASMAP Ukraine, who highlighted the importance of road transport as the only functioning international transport mode in Ukraine under current war conditions. His presentation demonstrated the strategic importance of maintaining strong and resilient road transport systems globally.

It was also noted that current driver visa challenges have already led to protests in some regions, reinforcing the need to recognize the international driver profession as a globally acknowledged status.
In addition, Mr. Erman Ereke, IRU Istanbul General Delegate, provided insights into IRU’s ongoing work in the field of passenger transport. Representatives from the University of Geneva also underlined the importance of stronger cooperation between academia and the transport sector.

BSEC-URTA International Secretariat Visited the Ministry of Transport and Infrastructure of Türkiye

The BSEC-URTA International Secretariat paid a visit to the Ministry of Transport and Infrastructure of Türkiye on 2nd April 2026 to discuss ongoing and future cooperation in the field of road transport.

During the meeting, the BSEC-URTA International Secretariat held consultations with Deputy Director General Mr. Hasan Boz and Head of Department Mr. Zafer Kögmen regarding the development of its electronic permit system, benefiting from Türkiye’s extensive experience in this field.

The discussions focused on Türkiye’s know-how and best practices in electronic permit systems, while also providing an opportunity for an exchange of views and information on the platform that BSEC-URTA is planning to develop.

In addition, the parties exchanged views on the BSEC-URTA Permit Hotline Project, which aims to enhance service quality for transport operators and strengthen the efficiency of supply chains across the BSEC region.

BSEC-URTA Auditors Conducted Audit Meeting on 26 March 2026

The audit meeting of BSEC-URTA was successfully held online on 26 March 2026, in accordance with the relevant decisions of the BSEC-URTA General Assembly and the provisions of the BSEC-URTA Financial Regulations (REG/GA06/FIN/04).

The audit was carried out by the auditors appointed by the BSEC-URTA General Assembly for the term of office 1 January 2025 – 31 December 2026:

• Mr. Kenan Gurbanov (ABADA)
• Ms. Viliana Ivanova (AEBTRI)
• Mrs. Elizabeta Ivanovska (Best Mobility NTA)

During the meeting, the BSEC-URTA International Secretariat delivered a comprehensive presentation on the financial status of the organization, including the net figures of BSEC-URTA accounts and the budgetary outlook.

The auditors reviewed the financial documents presented by the International Secretariat in a constructive and transparent atmosphere. They expressed their appreciation for the Secretariat’s efforts in maintaining financial discipline and ensuring the sustainability of the BSEC-URTA budget under challenging global economic conditions.

Following their evaluation, the auditors prepared their report, which will be submitted to the forthcoming Meeting of the BSEC-URTA General Assembly.

BSEC-URTA: Bridging the Gender Gap and Tackling Driver Shortage in Road Transport

BSEC-URTA held a pivotal online meeting of the Working Party on the Role of Women in Road Transport on March 16, 2026. Chaired by the newly appointed Chairperson, Ms. Elizabeta Ivanovska (BEST MOBILITY-NTA), the session focused on strategic solutions to the regional driver shortage and the promotion of gender diversity within the logistics sector.

A Regional Blueprint: The Women Driver Academy

A central highlight of the meeting was the presentation of Türkiye’s “UND Women Truck Driver Academy” as a best practice model for the BSEC region. Presented by Ms. Elif Nuhoğlu, EU and International Relations Unit Manager of UND, the Academy has been operational since December 8, 2025.

The Academy stands as a unique collaboration between the Ministry of Transport and Infrastructure, the Ministry of Labour and Social Security, and the Turkish Employment Agency (İŞKUR). Key features of the model include:
• Direct Employment: Graduates are integrated immediately into international transport companies.
• Specialized Curriculum: A 100-hour module developed with Istanbul University (İÜSEM), involving experts from academia, public authorities, and the private sector.
• Government Incentives: Financial support for companies employing female graduates to ensure long-term sustainability.
Infrastructure as a Catalyst for Change
The Working Party reached a consensus that training alone is insufficient without modernizing infrastructure. Members emphasized that upgrading truck parking facilities to EU standards is a social necessity to make the profession inclusive.

The discussions identified three critical pillars for infrastructure development:
1. Safety & Security: Enhanced monitoring and secure environments to encourage female participation.
2. Gender-Equitable Facilities: Ensuring high-standard sanitation, rest areas, and dedicated zones for all drivers.
3. Regional Synergy: Encouraging BSEC member associations to replicate these standards through coordination with the BSEC-URTA International Secretariat.

Conclusion and Outlook
The meeting concluded that addressing the driver shortage requires a dual approach: comprehensive training initiatives combined with infrastructure modernization. The establishment of Women Driver Academies and the upgrading of parking facilities are now recognized as top priorities for the sustainable growth of road transport in the BSEC region.

The outcomes of this session will be formally shared with all member organizations to facilitate the implementation of these strategic goals across the region.

BSEC-URTA Delegation Participated in IRU Reception and Events in Brussels

IRU’s traditional annual events, bringing together key stakeholders of the international road transport sector in the heart of Europe’s decision-making center, Brussels, took place on 3–4 March 2026.

A BSEC-URTA delegation, consisting of President Mr. Eduart Kasa, Deputy President Ms. Olivera Miovska, Deputy Secretary General Mr. Alpdoğan Kahraman, and BSEC Experts Ms. Elif Nuhoglu and Ms. Sadiye Nuhoglu, participated in these important gatherings.

During the events, the BSEC-URTA delegation had the opportunity to discuss several key issues affecting the road transport sector, including the vital mobility and connectivity between Europe and the BSEC region and beyond, as well as visa facilitation solutions for professional drivers operating in international transport corridors.

The delegation also had the honour to exchange views with H.E. Ms. Eliza Vozemberg, Chair of the Transport and Tourism Committee in the European Parliament. BSEC-URTA expressed its appreciation for her positive consideration of participating in the BSEC-URTA General Assembly, which will take place in Thessaloniki on 22 May 2026.

The delegation was also accompanied by long-standing partners and friends of the BSEC-URTA community, Ms. Iro Doumani, President of the IRU Goods Transport Council, and Ms. Aslı Çalık, Member of the IRU Board.

“Drivers Stop, Society Stops” - ESPORG Continues to Deliver Value to International Road Transport

A BSEC-URTA delegation, consisting of President Mr. Eduart Kasa, Deputy President Ms. Olivera Miovska, Deputy Secretary General Mr. Alpdoğan Kahraman, and BSEC Experts Ms. Elif Nuhoglu and Ms. Sadiye Nuhoglu, participated in the ESPORG Reception on 3 March 2026 and the ESPORG Annual Conference held at the European Commission on 4 March 2026 in Brussels.

The events once again highlighted the strong commitment of the European Commission and European stakeholders to strengthening connectivity and improving the working conditions of professional drivers.

During the conference, several key topics shaping the future of international road transport were discussed, including the use of European funds to raise industry standards, improving drivers’ working conditions, attracting young talent to the sector, and the important role of secure truck parking areas in preventing illegal migration attempts targeting trucks.

Particular attention was given to ESPORG’s initiatives such as the “Wellbeing Pledge,” the “Wellbeing Campaign,” and the “Home Away from Home” concept, which aim to improve drivers’ quality of life during their journeys. The truck parks operated by ESPORG members represent concrete examples of safe and secure parking infrastructure, offering facilities such as sanitary areas, rest spaces and fitness facilities for drivers who play a crucial role in keeping trade and supply chains moving.

These initiatives provide valuable inspiration not only for Europe, but also for the BSEC region and neighbouring transport corridors, where similar standards could significantly improve drivers’ welfare and operational efficiency.

BSEC-URTA Visits ESPORG Headquarters

A BSEC-URTA delegation, consisting of President Mr. Kasa, Deputy President Ms. Miovska, and Deputy Secretary General Mr. Alpdoğan Kahraman, paid a courtesy visit to the ESPORG Headquarters on 3 March 2026.

The meeting provided a constructive platform to discuss key issues of the road transport sector, particularly the welfare, working conditions, and safety of professional drivers.

During the discussions, BSEC-URTA and ESPORG identified several areas for potential cooperation. Among the main topics were the growing driver shortage, generational differences within the profession, and the need to make the sector more attractive for future drivers.

Another important issue highlighted was the difficulty drivers face in finding secure and safe truck parking areas, which adds additional stress to their demanding work.

Both organizations also emphasized the importance of expanding secure truck parking infrastructure beyond the European Union towards the BSEC region, contributing to improved transport safety and operational efficiency.

Participants underlined that modern truck parks not only improve drivers’ working conditions but also help prevent illegal migration attempts targeting trucks, a challenge that places a significant burden on drivers and transport companies.

The meeting also touched upon the potential development of digital tools that would allow drivers to search for and book secure truck parking areas across Europe and other regions.

BSEC-URTA expressed its sincere appreciation to ESPORG General Manager Mr. Dirk Penasse and the ESPORG team for their warm hospitality. The delegation hopes that this visit will mark the beginning of further cooperation aimed at improving the welfare and working conditions of professional drivers.
