Allah the Almighty decrees:

So, we must start fasting according to the calculations whenever we have the means to make the calculation about the visibility of the Moon. Astronomical calculations result that the Moon will be visible over the Pacific Ocean on the 18th of February. So, the new month begins on the 19th. The claims about "the sighted Moon" can not be true because the crescent will be too young to be sighted with the naked eye AFTER the sunset on the 17th. The shootings of Saudi astronomers show that they use telescopes to sight the Moon, but that is not the method for "Ru'yat". In the method of ru'yat, the setting of the Moon must be sighted with the naked eye AFTER sunset. If the calculations are the basis, then it is certain that Day 1 of Ramadan is the 19th of February.
