إطلاق دراسة بحثية حول تصورات اللاجئين السوريين في تركيا للعودة الطوعية
في إسطنبول، عقدت منظمة سِكَك ورشة لإطلاق ومناقشة الدراسة البحثية التي عملت عليها في ثلاث ولايات تركية بعنوان “تصورات اللاجئين السوريين حول العودة الطوعية”، بمشاركة ممثلين عن عدد من المنظمات المحلية والدولية والجهات الفاعلة في المجال الإنساني والمجتمعي.
تأتي هذه الدراسة بهدف فهم تصورات اللاجئين السوريين في تركيا تجاه العودة إلى سوريا، والعوامل التي تؤثر في قراراتهم ونواياهم، في ظل التحولات السياسية التي شهدتها سوريا منذ كانون الأول/ديسمبر 2024.
وخلال الورشة، تم تقديم أبرز نتائج الدراسة ومحاورها، والتي استندت إلى منهجية بحثية متعددة الأساليب شملت استبيانات ميدانية وجلسات نقاش مركزة، إلى جانب مراجعة الأدبيات والبيانات ذات الصلة، وذلك في ولايات غازي عنتاب وكيليس وشانلي أورفا.
وأظهرت النتائج أن قرار العودة لا يرتبط بالتغيرات السياسية وحدها، بل يتأثر بمجموعة واسعة من العوامل، في مقدمتها الأمان، والسكن وحقوق الملكية، وفرص العمل وسبل العيش، والخدمات الأساسية، والحوكمة وسيادة القانون، والتعليم، إلى جانب مستقبل الأسرة والأطفال. كما بيّنت الدراسة أن الاندماج في المجتمع التركي أصبح عاملاً مهماً في قرارات العودة، خصوصاً بعد سنوات طويلة من الاستقرار وتكوين شبكات اجتماعية واقتصادية وتعليمية في تركيا.
كما ناقش المشاركون خلال الورشة أبرز النتائج والتحديات التي تناولتها الدراسة، وتبادلوا وجهات النظر حول سبل تعزيز العودة الطوعية والآمنة والكريمة والمستدامة، إضافة إلى مناقشة الفجوات القائمة في المعلومات والدعم والخدمات، وخصوصية احتياجات النساء والشباب والفئات الأكثر هشاشة.
واختُتمت الورشة بمجموعة من التوصيات والمقترحات التي قدمها المشاركون، بما يسهم في تعزيز الاستجابة القائمة على الأدلة، ودعم الجهات الفاعلة في تطوير برامج وسياسات أكثر استجابة لواقع اللاجئين واحتياجاتهم، سواء في تركيا أو في سياق التعافي وإعادة الاندماج في سوريا.
ومن خلال هذه الدراسة والورشة، تواصل منظمة سِكَك دورها في إنتاج المعرفة المبنية على الأدلة، وإيصال أصوات اللاجئين إلى دوائر النقاش وصنع القرار، وخلق مساحات تجمع مختلف الفاعلين لمناقشة القضايا المرتبطة بالعودة من منظور حقوقي، قائم على الأدلة، ويركز على أن تكون القرارات المتعلقة بالعودة مبنية على أسس سليمة.

Launch of a Research Study on Syrian Refugees’ Perceptions of Voluntary Return
In Istanbul, SYCAC Organization held a workshop to launch and discuss its research study, conducted across three Turkish provinces, entitled “Syrian Refugees’ Perceptions of Voluntary Return.” The workshop brought together representatives of local and international organizations, as well as humanitarian and community stakeholders.
The study aims to understand Syrian refugees’ perceptions of return to Syria and the factors influencing their decisions and intentions, amid the political changes that have taken place in Syria since December 2024.
During the workshop, the key findings and themes of the study were presented. The research adopted a mixed-methods approach, combining field surveys and focus group discussions with a review of relevant literature and available data across Gaziantep, Kilis, and Şanlıurfa.
The findings showed that decisions around return are influenced by far more than political developments alone. Key factors include security, housing and property rights, employment and livelihoods, access to basic services, governance and the rule of law, education, and the future of families and children. The study also highlighted that integration into Turkish society has become an increasingly important factor in return decisions, particularly after years of settlement and the development of social, economic, and educational networks in Türkiye.
Participants also discussed the study’s key findings and challenges, exchanging perspectives on ways to promote voluntary, safe, dignified, and sustainable return, as well as addressing existing gaps in information, support, and services. Particular attention was given to the specific needs of women, youth, and other vulnerable groups.
The workshop concluded with a set of recommendations and proposals put forward by participants, contributing to a more evidence-based response and supporting stakeholders in developing programmes and policies that are more responsive to refugees’ realities and needs, both in Türkiye and in the context of recovery and reintegration in Syria.
Through this research and the accompanying workshop, SYCAC Organization continues to strengthen its role in generating evidence-based knowledge, bringing refugees’ voices into policy and decision-making discussions, and creating spaces that bring diverse stakeholders together to address return-related issues from a rights-based, evidence-informed perspective with a focus on ensuring that decisions concerning return are grounded in sound and informed considerations.
