منظمة مجتمع مدني مستقلة، وغير ربحية، مختصّة في بناء القدرات، والعمل على ضبط أنشطة منظمات المجتمع المدني، ورفع فاعلية وكفاءة عملها، من خلال:
1- وضع معايير لعمل منظمات المجتمع المدني.
2- تنفيذ أعمال تدقيق بناءً على هذه المعايير.
3- إنشاء نموذج، وجائزة تميّز "جائزة التميّز السورية للعمل الإنساني".
4- إدارة أنشطة جائزة التميّز.
5- منح شهادات شارة "التزام"، وجائزة التميّز.
6- تقديم أعمال تدريب (مباشر/
افتراضي) على مفاهيم إدارة الجودة، والمساءلة، وإدارة المخاطر، والشفافية، والحوكمة، والممارسات الجيدة في قطاع منظمات المجتمع المدني.
رؤية الهيئة:
• أول منظمة مجتمع مدني سورية تعمل في مجال تقييم ومنح وتدريب وإنشاء نماذج التميّز لمنظمات المجتمع المدني.
• أعضاءً فاعلون في المنظمات الدولية المعنية ببناء القدرات في منظمات المجتمع المدني، وتقييم عملها.
• مركز متميز في تعـزيز العــمل التطوعي الاحترافي لتمكين العامـــلين في الشأن الاجتماعي من أفراد، ومنظمات من تحقيق مخرجات ذات جوده عالية، تساهم في تنمية مجتمعية مستدامة.

• الوصول إلى منظمات مجتمع مدني سورية ذات كفاءة وفاعلية وجودة عالية.
• تسهيل العمل على الداعمين، والمتبرعين في اختيار المنظمات الأجدر بالدعم.
• ترسيخ المفاهــيم العلمية، والمعايير العالمية في تأهــيل وتطوير منظمات المجتمع المدني والعاملين بها.

- Setting criteria for the civil society organizations work.
- Conducting audits based on these criteria.
- Developing excellence model and award (Syrian Excellence award for the humanitarian work).
- Managing the excellence award activities.
- Certifying ELTEZAM badge and excellence award certificate.
- Delivering training courses (on site/Virtual) on the quality management principles, accountability, transparency, risk management, governance, and good practice in civil society organizations. Our vision:
