5 - 8 October 2026, Malaysia – The Cruz Vermelha de Timor-Leste (CVTL), represented by Disaster Management Program Manager (DM), Monica Soares, and CVTL Dili Branch Volunteer, Alda da Conceição Araujo, participated in the training on Needs Assessment and Emergency Planning. held over four days, from 5 to 8 October 2026, in Ipoh, Perak, Malaysia.

The training, facilitated by IFRC, Indonesian Red Cross (PMI), and Malaysian Red Crescent Society (MRCS), aims to strengthen the capacity to assess the needs of affected communities, identify priorities, and prepare effective emergency response plans based on population needs.

This participation contributes to CVTL's efforts to strengthen institutional preparedness and capacity, to ensure a prompt, appropriate, and effective humanitarian response to communities in Timor-Leste.

5–6 October 2026, Dili — The Cruz Vermelha de Timor-Leste (CVTL) conducted a two-day training on Social and Behavioral Change (SCH) to strengthen participants' knowledge and capacity to use SCH messages for health promotion in the community.

The training involved 20 participants, composed of 16 females and 4 males. Participants came from staff of Social Strengthening Inclusion and Nutrition in Timor-Leste (SSINTL), CVTL Branch Viqueque and Liquiça, health personnel, and Community Health Volunteers (VSK) from the two municipalities.

The main objective of this training is to develop the knowledge and skills of participants to use MSH messages effectively and continue to provide training to existing Community Health Volunteers (CHV) in the target villages, such as Uabobo, Makadique, Gugleur, Guiço, Vatuvoro and Vatuvou.

10–11 October 2026, Aileu — The Cruz Vermelha de Timor-Leste (CVTL), through the CVTL Aileu Branch, conducted a refresher activity for active volunteers for two days in the training room of the CVTL Aileu Branch.

This activity aims to strengthen and update volunteers' knowledge on Protection, Gender Equality and Inclusion (PGI), Child Protection, Reproductive Health and First Aid, so that volunteers can apply the knowledge and capacity gained in the CVTL Branch to support the community.

This activity involved 12 participants, composed of 7 Females and 5 males, who participated to improve and strengthen their capacity in these areas.

Through such activities, CVTL continues to strengthen the capacity of volunteers to provide safe, inclusive humanitarian services that respect the dignity of all people, especially children and communities in need of support.

These photos show the Water, Sanitation and Hygiene (WASH) team of the Cruz Vermelha de Timor-Leste (CVTL), together with the community, working in the field to implement water sewerage for the community in Hatuconan Sub-Village, Lacu Mesac Village, Manatuto Municipality.

Improve access to safe water, promote health and hygiene, reduce the risk of water-borne diseases, and strengthen sustainable management of community water facilities.

CVTL channels clean water over a distance of 6214 kilometers with 3 water tanks and 15 taps to the community. Beneficiaries totaled 454 people from 123 households, composed of 225 females and 229 males, including children, adults, and the elderly.

In addition, a Facility Management Group (GMF) has been formed to manage, maintain, and monitor the water facility to ensure that the community can continue to access safe water in the long term.
CVTL continues to work with the community to promote health, clean water and healthy living for all.

7–9 October 2026, Dili — Timor-Leste Red Cross (CVTL) conducted training on Community-Based Surveillance (CBS) for managers for three days at CVTL National Headquarters, Formosa, Dili.

The training involved 14 participants, composed of 9 women and 5 men, from the national level and five branches, such as Bobonaro, Covalima, Dili, Ermera, and Oe-Cusse. The training was supported and facilitated by public health and health emergency experts from the International Federation of Red Cross and Red Crescent Societies (IFRC), Australian Red Cross (ARC), Malaysian Red Crescent (MRCS) and Indonesian Red Cross (PMI).

Through this training, CVTL continues to strengthen leadership and management capacity at the national and branch levels to ensure that community-based health surveillance is implemented effectively and contributes to a safe, healthy, and resilient community.

9 October 2026, Dili - The Cruz Vermelha de Timor-Leste (CVTL), represented by its Disaster Management (DM) Coordinator, participated as a speaker at the National Workshop on El Niño Preparedness, which brought together government institutions and development partners to strengthen national coordination and preparedness.

During the workshop, CVTL presented its contributions as the IFRC Network lead for Pillar 4 under the global Early Warnings for All (EW4All) initiative in Timor-Leste, highlighting its work on Early Warning (EW) and Anticipatory Action (AA).

CVTL highlighted how these approaches can be adapted to strengthen El Niño preparedness at the community level, in collaboration with CPA, DNMG and other relevant partners, ensuring that vulnerable communities receive timely warnings and can take preventive action before impacts occur.

The workshop also provided a platform to review El Niño forecasts, assess risks and ongoing interventions, and strengthen Timor-Leste’s early warning system, in line with the 2026 International Day for Disaster Risk Reduction (IDDRR) theme: “Resilience Starts at Home.”

Approximately 100 participants attended the workshop, including representatives from government institutions, United Nations agencies (UN), the diplomatic corps, the American Red Cross, the Red Cross Red Crescent Climate Centre, international and national non-governmental organizations, academic institutions, and the private sector.

CVTL’s participation reaffirms its commitment to strengthening community preparedness, reducing disaster risks, and protecting the lives and livelihoods of communities most vulnerable to the impacts of El Niño.

This activity involved voluntary donors from APC staff and humanitarian partners, aiming to strengthen mobilization and contributions to blood availability to help save lives in need.
