🤝 HAMNASA and RHTO Sign Partnership Agreement to Strengthen TB Prevention, Treatment and Inclusive Access

Today, HAMNASA and Ra’es Hadomi Timor Oan (RHTO) officially signed a Partnership Agreement to strengthen disability inclusion and equitable access to TB prevention, treatment, and health services in Dili and Ataúro.
With financial support from the Australian Government, RHTO will work as a sub-grant partner of HAMNASA to implement community-based activities supporting TB prevention, early detection, referral, treatment, and access to health services.

Key objectives of the partnership include: Strengthening disability inclusion in HAMNASA programmes and policies, Improving access to TB and health services for Persons with Disabilities and Increasing the participation of Persons with Disabilities in TB programmes and health services.

🤝 Together, we are working towards a more inclusive and TB-free Timor-Leste.

Today, 1 October 2026, marks the 5th Anniversary of HAMNASA — five years of commitment, collaboration, and meaningful contributions to the health and well-being of communities in Timor-Leste.
Since becoming a national local NGO in 2021, HAMNASA has continued to work alongside the Ministry of Health, development partners, health workers, and communities to strengthen health services, promote gender equality, prevent gender-based violence, and improve the lives of those most in need.

This milestone would not have been possible without the dedication of our staff, the trust of our communities, and the continued support of our partners and donors.

How can families share the workload while workers are deployed?

HAMNASA is proud to be working closely with The Asia Foundation (TAF) and SEFOPE under the Pacific Labour Mobility Support Program (PLMSP) to facilitate training for returned workers and their family members. We know that family separation is hard and stressful when the worker is away in Australia and that adjustment back to life in Timor takes time.

The training sessions are aimed at strengthening relationships and managing expectations between workers, their spouses and other influential family members. The training consists of 12 different sessions. Several sessions focus on supporting workers and families to recognize each other’s contributions while the worker is in Australia and upon return. Sessions also aim to strengthen a sense of responsibility and improve communication between family members and workers.

Iha lansamentu ne’e hetan partisipasaun husi Prezidente Autoridade Administrativa Ataúro no Reprezentante Diretór Jerál Kuidadu Saúde Primária, Ministériu Saúde, hamutuk ho HAMNASA, autoridade lokál Ataúro, pesoal saúde sira, no parseiru sira.

On Tuesday, 15 September 2026, the TB Screening and Prevention Programme was officially launched in Ataúro, marking an important step towards strengthening TB prevention, early detection, and access to treatment for communities across the island.

The launch was attended by the President of the Administrative Authority of Ataúro and the Representative of the Director General for Primary Health Care, Ministry of Health, together with HAMNASA, the Ataúro local authority, health workers, and partners.

An important moment of the event was the signing of a commitment to support efforts to end TB by 2027. This commitment reinforces the shared responsibility to detect TB cases early, ensure patients start treatment at the appropriate time, support treatment completion, and strengthen community awareness and prevention. The programme aims to bring TB screening and prevention services closer to communities in Ataúro and strengthen the local response to TB.

HAMNASA was honored to participate as an NGO partner in the panel discussion on the potential of Artificial Intelligence (AI) and digital health technologies to strengthen disease surveillance and health service delivery in Timor-Leste.

Represented by HAMNASA Director, José Belo, the discussion highlighted HAMNASA’s practical experience through the TB Mobile Van, which uses digital X-ray and AI-supported screening tools to strengthen TB screening, support earlier detection, and improve access to TB services, particularly in communities with limited access to health facilities.

HAMNASA and SABEH officially signed a Partnership Agreement, as an important step to strengthen collaboration and commitment to support the Ministry of Health to improve the quality and access to Tuberculosis (TB) services in Timor-Leste.

The objective of this partnership is to strengthen prevention, early detection, diagnosis, treatment and support services for people with TB, especially on Atauro Island, to ensure that communities have access to quality, equitable and inclusive health services.
This collaboration will contribute to the national effort to eliminate tuberculosis in Timor-Leste by 2030, through the implementation of activities that prioritize early detection, effective treatment and support for communities in need.

This activity is carried out with the support of the Australian Government, as part of a commitment to strengthen the health system and increase access to TB services in Timor-Leste.
