Estrela+ is a national NGO established by a small group of people living with HIV in Timor-Leste in 2009. It was formed on the belief that positive people must have a collective voice in addressing vital issues that affect their lives and that decision making within a People Living with HIV (PLHIV) organisation must be made by positive people themselves. From a network of about 50 positive people throughout Timor-Leste, Estrela+ is now an independent membership-based NGO with 67 full members and a Board of Directors comprised of five positive people who are passionate about helping the organisation achieve its mission. Estrela+ contributes to Timor-Leste's national HIV response through its capacity as a Global Fund Sub- recipient under Round 10 Phase 2. In addition to representing PLHIV at a local and national level, Estrela+ represents PLHIV living in Timor-Leste at international forums such as APN+ and WAP+.
