Youth Delegate, Elizabeth Baquita Bosco Ximenes, will represent young people from Timor-Leste at Pre-COP31 in Fiji and COP31 in Antalya, Türkiye. 18 young people from the LCOY Timor-Leste and Laudato Si’ Movement Timor-Leste joined her in a Youth Consultation to develop a Youth Summary and Key Messages Brief for Elizabeth’s advocacy at Pre- and COP31. This combines their perspectives, priorities, and recommendations across six key thematic areas: clean energy transition, nature and biodiversity protection, sustainable food systems, resilient cities and infrastructure, climate finance, and technological innovation.

UNICEF is proud to support meaningful youth engagement in climate action because young people are not only affected by climate change but are also key partners in building a more resilient and climate-smart future for Timor-Leste.

190 million children across Asia and the Pacific are exposed to El Niño-related climate risks. Timor-Leste is among the countries expected to face drier conditions, increasing the risks of drought, water scarcity, crop losses and malnutrition. For children in Timor-Leste, climate shocks can mean less water to drink, fewer nutritious foods, disrupted learning and greater protection risks.

UNICEF is working with the Government of Timor-Leste and partners to strengthen climate-resilient water systems, nutrition services, education, social protection and disaster preparedness so children can withstand and recover from climate shocks.

Investing in preparedness today can help protect children before the next crisis hits.

This week marks the start of the National Workshop on the Development of the Sanitation and Hygiene Roadmap for Timor-Leste!

The workshop opened with a high-level session bringing together government ministries, development partners, technical experts, civil society organizations and community representatives. Representatives from all 14 municipalities are also taking part, showing a shared commitment to improving sanitation across the country.

The workshop will continue for two more days, and we look forward to the discussions ahead. UNICEF is proud to support the Government of Timor-Leste on this journey, because investing in sanitation is investing in people, especially children and future generations.

In Hera, a mini-Community Action Plan meeting was held, where they formed a Water User Committee. The Committee members received three-day training to strengthen skills in financial management, community mobilisation, and technical maintenance for the gravity-fed water system in rehabilitation. This training helps communities have the knowledge, skills, and ownership to manage and maintain their water systems over the long term. Informed local capacity makes water services more sustainable and resilient, including in the face of increasing climate-related challenges.

The National Directorate for Water and Sanitation Regulation Direção Nacional Para a Regulação de Água e Saneamento, Ministry of Public Works Ministério das Obras Públicas-Samuel Marçal, Dili Municipality Water and Sanitation Service and communities strengthen climate-resilient essential services for children and families through the KOICA Timor-Leste Office (KOICA 동티모르사무소) Climate Action for the Last Mile project.

Timor-Leste Subnational Children's Climate Risk Index – Disaster Risk Model (CCRI-DRM) Report and Geospatial Platform was launched today. Climate change and disasters affect children first and hardest. By combining 66 indicators across all 13 municipalities, the CCRI-DRM helps identify where children face the greatest risks and where action is needed most.

This new platform provides vital evidence to support smarter planning, stronger resilience, and better outcomes for children across Timor-Leste.
