Timor-Leste continues to receive support from the Global Fund to combat HIV/AIDS and Tuberculosis (TB). For Grant Cycle 8 (GC8: 2027–2029), Timor-Leste has been allocated a total amount of USD 8,549,183.

This funding will focus exclusively on HIV/AIDS, TB programs and Resilient and Sustainable Systems for Health (RSSH). Timor-Leste no longer receives funding for malaria, as the country has successfully achieved malaria-free certification from the World Health Organization. As a result, the total allocation for this cycle has decreased by approximately 45% compared to the previous cycle.

Following the receipt of the Allocation Letter from the CCM Hub, the Country Coordinating Mechanism Timor-Leste (CCM-TL) held a regular meeting on April 1, 2026, at the WHO Meeting Room. The meeting involved CCM members, the Proposal Development Committee, representatives from WHO, and the Global Fund Division of the Ministry of Health.

The objectives of the meeting were to discuss and approve the following key points:
• PR Application Approach
• Nomination of the Principal Recipient (PR)
• Proposal Submission Timeline
• Allocation of funds by program

Key decisions made:
• CCM-TL agreed to adopt the Grant-Ready PR Application Approach, with the Ministry of Health serving as the main implementer
• The Ministry of Health was officially nominated as the Principal Recipient (PR) for the 2027–2029 period
• Proposal submission is scheduled for June 1, 2026 (Window 1)
• Fund allocation:
o HIV/AIDS: USD 2,407,422
o Tuberculosis (TB): USD 5,891,861
o Resilient and Sustainable Systems for Health. (RSSH): USD 250,000
Total: USD 8,549,183

This marks an important step in strengthening Timor-Leste’s health system and continuing efforts to combat HIV and TB.

CCM-TL Sr. Julio Martins and Mrs. Danina Coelho participated in the meeting, Southeast Asia - SEA constituency meeting / constituent meeting of Southeast Asian member countries as a regular meeting between constituents in Southeast Asian countries composed of Bangladesh, Bhutan, DPR Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Timor - Leste and Timor - Leste. Regular Southeast Asian meetings are held twice a year to update on progress, achievements, challenges and gaps faced by each member country during the implementation of three infectious diseases such as HIV / AIDS, TB and Malaria that have become a major concern for the world and have claimed many lives in the Asian region and the world.
This year, the regular meeting of Southeast Asian member countries was held on November 20-21 at Hotel Mercure, Kuta, Bali-Indonesia with the participation of member countries such as Bangladesh, Bhutan, India, Indonesia, Maldives, Nepal, Sri Lanka, Thailand and Timor-Leste. The meeting concluded with a united and solid call for advocacy, strengthening domestic investment/co-financing, an adequate and brilliant transition plan including the preparation of Grant Cycle 8 – GC8 allocations that need to be well managed for sustainability.

Country Coordinating Mechanism held a regular meeting on June 12, 2025 at CCM-TL office Palapaco, led by CCM-TL President Ms. Zelia Fernandes.
The objective of this meeting is to discuss the report of the oversight visit, which the oversight team has conducted a site visit in Covalima during a week from 26-30 May 2025 with the Principal Recipient (Ministry of Health) and members who participated in this meeting.
After receiving some interventions from members and PRs, members finally approved the report with unanimous votes.
Therefore, the CCM secretariat will send the report to the Ministry of Health and other relevant institutions to take action on these recommendations.

The Country Coordinating Mechanism Timor-Leste (CCM-TL) held a Pre-Engagement Meeting with Civil Society Organizations (CSOs) on May 14, 2025, at the FONGTIL Hall, Caicoli, Dili.

TIMOR-LESTE REPRESENTED BY THE PRESIDENT OF THE TIMOR-LESTE COUNTRY COORDINATION MECHANISM (CCM-TL) PARTICIPATED IN THE 53RD GLOBAL FUND BOARD MEETING

The 53rd Meeting of the Global Fund Board took place from May 6 to May 9, 2025, in Geneva, Switzerland, with representation from Timor-Leste, Indonesia, Maldives, Thailand, Sri Lanka, and India. The meeting was co-chaired by Dr. Dante Saksono Harbuwono, Deputy Minister of Health of Indonesia, and Ms. Samiyah, Secretary of the Ministry of Health of the Maldives.
Timor-Leste was represented by the President of the Country Coordinating Mechanism (CCM), Sra. Zélia Fernandes, who actively contributed to the discussions and outcomes of the Board meeting.

The key focus of the meeting was strengthening collective efforts to combat HIV, tuberculosis, and malaria, while also addressing sustainability and transitions of Global Fund-supported programs. The agenda further included urgent discussions on the growing impact of climate change on health systems, advancing climate resilience, promoting human rights, and ensuring meaningful community engagement in inclusive and equitable health programming.
