Oxfam in Timor-Leste recently designed the Kōtui Tuarua Programme, with support from Oxfam Aotearoa. The programme focuses on strengthening climate adaptation, advancing climate finance, and promoting women's land rights as key pathways to climate justice.

Through a series of programme design and validation workshops, Oxfam teams reviewed the programme framework, identified opportunities and challenges, and refined strategies to strengthen community resilience and climate justice outcomes. The processes emphasized inclusive and locally led approaches, ensuring that the voices, priorities, and leadership of women, youth, and persons with disabilities are reflected throughout the programme design.

Together, we are working towards a future where communities are better equipped to respond to climate change and drive sustainable, equitable development.

Oxfam in Timor-Leste, together with its partners Timor-Leste Disability Association, Core Group Transparency and Ra'es Hadomi Timor Oan- DPO, recently convened a final reflection Workshop to look back on five years of the Open the Books II project. Funded by the Australian Government through the Australian NGO Cooperation Program ( ), the project has supported efforts to strengthen disability inclusion, promote transparency and accountability, and amplify the voices of persons with disabilities in Timor-Leste.

Participants discussed how the project contributed to strengthening disability inclusion, advancing rights-based advocacy, improving participation in public processes, and building stronger partnerships. The workshop also explored sustainability, identifying what actions, commitments, and responsibilities will continue beyond the project's closure.

Through honest conversations on partnership, finance, monitoring, evaluation, accountability, and learning, partners shared successes, challenges, and recommendations to strengthen future initiatives. The reflection reinforced a shared commitment to ensuring that the voices of persons with disabilities continue to shape more inclusive and accountable development in Timor-Leste.

In Oé-cusse, Oxfam in Timor-Leste and partners through the HAMRIIK Programme, funded by the New Zealand Government through the New Zealand Ministry of Foreign Affairs and Trade (MFAT), came together for the Annual and phase-out reflection to critically assess progress, confront challenges, and strengthen the long-term sustainability of community-led climate adaptation efforts.

An important part of the reflection was the direct engagement with rural communities in Neof-Metan and Maunaben, where participants witnessed firsthand how communities are implementing climate adaptation activities alongside local partners. Beyond seeing projects on paper, these visits highlighted the resilience, innovation, and leadership emerging from the grassroots, especially from women and persons with disabilities who are increasingly taking active roles in shaping solutions for their communities.

As the HAMRIIK Programme moves toward its final phase, the reflection is not simply about closing a project. It is about recognizing the lasting impact of locally led action, strengthening partnerships, and ensuring communities continue to lead beyond the life of the programme. Real transformation happens when communities are not treated as beneficiaries, but as leaders and drivers of change.

Activists, researchers, and participants came together for a series of discussions and workshops on the research findings “Barriers Women Face in the Land Registration Process,” facilitated by Francesca Marzatico.

The conversations highlighted the structural barriers, unequal systems, and everyday discrimination that continue to limit women’s access to land rights in Timor-Leste. Land is power, security, identity, and dignity and women must not be left behind in decisions and processes that directly affect their lives and livelihoods.

Real change requires stronger commitment, inclusive policies, and collective action to ensure women can fully claim and protect their rights to land.

The fight for gender justice includes the fight for land justice. ✊
