In Oé-cusse, Oxfam in Timor-Leste and partners through the HAMRIIK Programme, funded by the New Zealand Government through the New Zealand Ministry of Foreign Affairs and Trade (MFAT), came together for the Annual and phase-out reflection to critically assess progress, confront challenges, and strengthen the long-term sustainability of community-led climate adaptation efforts.
An important part of the reflection was the direct engagement with rural communities in Neof-Metan and Maunaben, where participants witnessed firsthand how communities are implementing climate adaptation activities alongside local partners. Beyond seeing projects on paper, these visits highlighted the resilience, innovation, and leadership emerging from the grassroots, especially from women and persons with disabilities who are increasingly taking active roles in shaping solutions for their communities.
As the HAMRIIK Programme moves toward its final phase, the reflection is not simply about closing a project. It is about recognizing the lasting impact of locally led action, strengthening partnerships, and ensuring communities continue to lead beyond the life of the programme. Real transformation happens when communities are not treated as beneficiaries, but as leaders and drivers of change.
