CARE and Movimento Feto Soin sa’e (MOFFE) Timor Leste are proud to recently provide a forum on “Roles and Perspectives of Women in the Decentralization Process” with future women leaders in Dili Municipality.

👩‍🤝‍👩 Women from political parties, civil society organizations including people with disabilities, the LGBTIQ+ community, community leaders, youth delegates, entrepreneurs, teachers, students, and women’s associations came together to learn, share ideas, and discuss women’s roles in local governance, decentralization, and decision making.

✨ The session provided a space for dialogue, learning, and connection—supporting women to take active roles in shaping inclusive development at local and national levels.

🌱 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗶𝗻𝗴 𝗥𝘂𝗿𝗮𝗹 𝗪𝗼𝗺𝗲𝗻 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗟𝗶𝘁𝗲𝗿𝗮𝗰𝘆!

CARE, through the Pacific Labour Mobility Support Program (PLMSP), delivered a Village Saving and Loan Association (VSLA) refresher training for the ‘Hametin Lases’ group in Mulo Hatubuilico Administrative Post. The group of 20 members (14 women and 6 men) including one candidate worker and one family member, came together with a shared commitment to improve their financial skills and diversify their livelihoods opportunities.

The training enhanced members’ understanding of social savings and loans mechanisms, improved their bookkeeping and cash management skills, and supported development of internal regulations. It is deliberately structured to increase women’s leadership and participation in group decisions.

Despite challenges in financial literacy, the group showed strong motivation to learn. Group Leader Domingos shared: “𝘛𝘩𝘪𝘴 𝘵𝘳𝘢𝘪𝘯𝘪𝘯𝘨 𝘣𝘺 𝘊𝘈𝘙𝘌 𝘪𝘴 𝘢𝘯 𝘪𝘮𝘱𝘰𝘳𝘵𝘢𝘯𝘵 𝘴𝘵𝘦𝘱 𝘧𝘰𝘳 𝘶𝘴 𝘵𝘰 𝘮𝘰𝘷𝘦 𝘧𝘰𝘳𝘸𝘢𝘳𝘥.”

CARE will continue supporting the group through regular monitoring and capacity building to help ensure the VSLA remains strong, inclusive, and sustainable.

This initiative is implemented by CARE in partnership with SEFOPE, with generous support from the Australian Government, to assist families and communities throughout their PALM scheme journey.

CARE and partner Fundasaun Knua Haberan Comunidade (F KHC), together with the Civil Protection Authority (CPA), launched two real-time weather stations in Viqueque to improve early warning and community preparedness for climate related natural disasters.

The new stations provide real-time data on rainfall, wind, and climate conditions, helping authorities take early action to protect communities in advance of natural disasters. A live simulation during the launch showed how local authorities and volunteers respond to alerts—highlighting the potential of anticipatory action.

This initiative is associated with the Anticipatory Action Pilot Strengthening Project with support from Early Action Fund (CARE UK) and implemented with SIMILIE, CPA, and local partner F-KHC.

On 9 February, members of the Board of CARE Australia visited remote, rural communities in Letefoho and Atsabe, Ermera municipality to lend support to CARE’s work in the country. They met inspiring women participating in our Farmer Field Business School and HAFORSA 3 projects — women who are leading the way in farming innovation and climate-resilient practices.

🌱 Farmers proudly showcased their demonstration plots, thriving vegetable gardens and healthy compost that keeps farms productive. The team also met with female members of a Village Savings and Loan Association where women are developing skills to increase household income and shaping stronger, more resilient futures for their families. The visitors also witnessed the annual share-out, where members received the earnings they saved throughout the year.

Sandra, a proud VSLA member, shared: “𝘞𝘦 𝘢𝘳𝘦 𝘩𝘢𝘱𝘱𝘺 𝘵𝘰 𝘴𝘩𝘢𝘳𝘦 𝘰𝘶𝘳 𝘪𝘯𝘵𝘦𝘳𝘦𝘴𝘵 𝘵𝘰𝘥𝘢𝘺. 𝘛𝘩𝘦 𝘪𝘯𝘵𝘦𝘳𝘦𝘴𝘵 𝘸𝘦 𝘳𝘦𝘤𝘦𝘪𝘷𝘦𝘥 𝘩𝘦𝘭𝘱𝘴 𝘶𝘴 𝘱𝘢𝘺 𝘧𝘰𝘳 𝘰𝘶𝘳 𝘤𝘩𝘪𝘭𝘥𝘳𝘦𝘯’𝘴 𝘴𝘤𝘩𝘰𝘰𝘭, 𝘧𝘰𝘰𝘥, 𝘢𝘯𝘥 𝘥𝘢𝘪𝘭𝘺 𝘯𝘦𝘦𝘥𝘴.”

The group also visited schools participating in CARE’s education and nutrition projects where children are receiving a high-protein snack and inspiring learning materials thanks to Lafaek magazines and the Atensaun Proteina school feeding initiative.

The Government of Japan and CARE have renewed their commitment to supporting rural development in Atsabe, Ermera, through a continuation of the Atsabe Rural Development Project for Improving Livelihoods and Nutrition.

The project focuses on boosting agricultural production through improved farming techniques, strengthening women’s economic empowerment via Village Savings and Loan Associations (VSLAs), and promoting healthy diets, food preservation, and nutrition focused cooking, while also improving access to water, roads, and markets for local farmers.

The project improves farming conditions with new water systems for year round vegetable production and upgrades roads that strengthened farmers’ access to markets. It also empowers women through training in savings, loans, and financial literacy, helping them grow small businesses such as kiosks, tais weaving, and vegetable farming. To further support community wellbeing, the project promotes better nutrition through training on healthy cooking and food preservation, supported by practical demonstrations using local ingredients.

CARE in Timor-Leste and the CARE Australia Board of Directors were honoured to meet His Excellency President José Ramos Horta at the Presidential Palace on Thursday 12th February to reaffirm our shared commitment to supporting women and girls in remote, rural communities across the country.
The meeting covered CARE’s work supporting key Education, Nutrition, and Women’s Economic Empowerment projects, including supporting local farmers to supply food for the school feeding program.

This month, 15 women in Manufahi municipality—Pacific Australia Labour Mobility (PALM) scheme worker candidates and the community members—joined in a two day Village Savings and Loan Association (VSLA) training. For the first time, they learned how to save money collectively as a group, elect trusted leaders, and run their own small “village bank.”

Despite the steep learning curve associated with the necessary numeracy standards for such a group, they never gave up. They supported each other until everyone could get involved and take accountability for the process. On the first day alone, they saved $300 for their social fund.

They proudly formed the HMBF group (Hahu Moris Ba Futuru) and now keep their savings in a transparently group-managed system instead of at home. The women are determined: “𝙒𝙚 𝙥𝙡𝙖𝙣 𝙩𝙤 𝙪𝙨𝙚 𝙨𝙢𝙖𝙡𝙡 𝙡𝙤𝙖𝙣𝙨 𝙩𝙤 𝙨𝙩𝙖𝙧𝙩 𝙗𝙪𝙨𝙞𝙣𝙚𝙨𝙨𝙚𝙨 𝙖𝙣𝙙 𝙘𝙝𝙖𝙣𝙜𝙚 𝙤𝙪𝙧 𝙡𝙞𝙫𝙚𝙨—𝙣𝙤𝙩 𝙟𝙪𝙨𝙩 𝙬𝙖𝙞𝙩 𝙛𝙤𝙧 𝙢𝙤𝙣𝙚𝙮 𝙩𝙤 𝙘𝙤𝙢𝙚 𝙛𝙧𝙤𝙢 𝙤𝙪𝙧 𝙘𝙝𝙞𝙡𝙙𝙧𝙚𝙣,” a committee representative said.

This initiative, aimed at supporting families and communities at all stages of the PALM scheme journey, is implemented by CARE in collaboration with SEFOPE, thanks to the generous financial support of the Australian Government.

Successfully implementing school feeding from the very first day makes a powerful difference in learning! 💪✨

On 9 January 2026, CARE Timor-Leste, through the Atensaun Proteina Program, delivered the first shipment of 1.85 metric tons of peanuts to 19 schools in Atsabe Administrative Post, Ermera Municipality; ensuring students begin the school year with nutritious support.

This effort was proudly followed by the official launch of the High Protein Feeding Program on 12 January 2026 at EBF 1.2 Parami, celebrated together with DNEIASE Ministry of Education, the Municipal Education Service, Atsabe Administrative Post authorities, local leaders, teachers, parents, and students 🎉

🥜 The peanut-based snack is more than just food; it’s fuel for learning. It helps increase protein intake, reduce the short-term effects of malnutrition, improve concentration in the classroom, and keep children energized throughout the school day.

This initiative to complement the government school feeding program with high-protein snack highlights the strength of collaboration between government, schools, and communities to support inclusive education with children’s nutrition at its heart 📖
