From 10-23 October 2026, we conducted seagrass mapping activities, capacity-building training for women's groups, and monitoring of savings and loan groups (VSLA) in Atauro.

For the seagrass mapping in Atauro and Hera, we covered a total of 113 survey points across the two locations, consisting of 105 points at six sites in Hera and 8 points across three sites in Atauro. This work was carried out in collaboration with UNTL, the Directorate General of Fisheries, community members, women from the Fisheries Monitoring Group, and local fishers in Hera and Atauro.
This activity is conducted annually to assess the health and condition of seagrass within LMMA areas, determine its impacts on fish and other marine species, and generate information that can support improved community planning for Tara Bandu Tasi / Locally Managed Marine Areas (LMMAs). The survey results will be published in the near future.
At the same time, we conducted monitoring and data collection for the Village Savings and Loan Association (VSLA) groups and entered the data into the KoboToolbox system.The EFRATA and Tahiopu Groups which had a total savings and share value of US$6,361 during a year.
The purpose of this monitoring was to assess the results of the savings and loan activities and understand how the loans have been utilized to support and improve the economic wellbeing of group members.
Another activity was the provision of value chain training in Pala and Iliknamu Villages, Biqueli Suco, Atauro. Participants learned fish processing techniques, including how to produce dried fish and ensure product quality. The objective of this activity was to provide practical knowledge on fish product diversification so that community members can produce higher-quality products for the market. This training was conducted in collaboration with the Directorate General of Fisheries.
Supported by the Mohamed bin Zayed Species Conservation Fund, in collaboration with Mubadala, the initiative strengthens the foundation for community-led marine conservation in Timor-Leste.

Blue Ventures Highlights Community-Led Marine Conservation at the Blue Economy Seminar, Festival Fronteira 2026

This year, the festival spotlighted the Blue Economy, showcasing how marine resources and biodiversity can drive sustainable livelihoods, economic growth, and cross-border collaboration.
The Country Director of Blue Ventures Timor-Leste presented on “From Local Knowledge to Action,” emphasizing the vital role of coastal communities in conservation and fisheries management. She highlighted that combining scientific evidence with local knowledge enables communities to make informed decisions, demonstrate conservation impacts, and strengthen local management systems.
The Country Director underscored the importance of cross-border collaboration, where communities can learn from and share experiences in implementing Sasi and Tara Bandu. These traditional governance systems demonstrate how cultural practices can play a powerful role in effective conservation and natural resource management.
This festival organised by the President of Authority of Lautem, the Ministry of State Administration, the Land and Maritime Boundary Office, Centro Nacional Chega (CNC), the Secretary of State for Art and Culture (SEAC), Com community and the festival brought together representatives from Government, International agencies, INGO, Communities from Timor-Leste , Kisar (Kabupaten Maluku Barat Daya) and NTT , Indonesia.

Mangroves, seagrasses and other coastal ecosystems store vast amounts of carbon, buffer communities against climate impacts, and sustain fisheries by providing spawning grounds and shelter for juvenile fish. Protecting them means protecting biodiversity, climate resilience and coastal livelihoods all at once.

Climate solutions must centre the knowledge, rights and leadership of coastal communities. But too often, global efforts prioritise carbon credits and replanting over the rights and leadership of the communities who depend on these ecosystems.

In 2019, we helped pioneer one of the world’s first fully verified mangrove carbon projects, with local rights and priorities at its heart. From Madagascar to Indonesia, we support communities to steward their fisheries and blue carbon ecosystems through locally led approaches grounded in secure tenure, community knowledge and collective governance

Community-based monitoring gives us essential data on the extent and quality of coastal ecosystems, and that data underpins effective local management and can also quantify the carbon these habitats store.

Blue Ventures Timor-Leste proudly participated in the Regional Cooperative Conference and Ministerial Dialogue, held in Dili, Timor-Leste, from 2-3 October 2026.
Under the theme "Empowering Communities, Connecting Nations," the conference brought together cooperative stakeholders from across ASEAN to exchange experiences, share best practices, and advance a common vision for strengthening and developing the cooperative sector throughout the region.
In addition to participating in the conference, Blue Ventures Timor-Leste supported local cooperative groups to showcase their marine products at the ASEAN Cooperative Expo. The SAHANARIK Group from Ilimano, Laclo Administrative Post, Manatuto Municipality, and the Tahi Opu Group from Pala Village, Biqueli Administrative Post, Ataúro Municipality, exhibited a variety of seafood products, including fish meatballs, grilled fish, and seaweed cakes.
This valuable opportunity went beyond the promotion of local seafood products. It also highlighted the importance of seafood diversification as a pathway to strengthening coastal livelihoods, adding value to marine resources, and creating new economic opportunities for community members.
The participating groups were encouraged by the strong interest and enthusiasm shown by visitors throughout the expo. As a result, they called on relevant institutions to continue organizing similar events in the future to support product marketing, expand market access, and promote community-based enterprises.

The event was hosted by the Secretary of State for Cooperatives of Timor-Leste, demonstrating the government's commitment to strengthening cooperatives as a driver of inclusive economic development and regional cooperation.

We’re pleased to see our work in Timor-Leste with the Kiwa Initiative featured by the International Union for Conservation of Nature (IUCN).

Since 2022, BVTL, together with local partner Konservasaun Flora no Fauna (KFF) and coastal communities, has supported community-led approaches to sustainable fisheries and coastal ecosystem management in Timor-Leste. The work included establishing LMMAs through customary Tara Bandu, community fisheries monitoring, and mangrove restoration.

The project has helped communities strengthen local governance, protect marine ecosystems and build resilience for coastal livelihoods. With two LMMAs covering more than 1,600 hectares and 31,300 mangrove seedlings planted, the work demonstrates what can be achieved when local knowledge, customary governance and conservation science come together.

The Kiwa-funded project ended in March 2026, but the work continues through efforts to sustain the LMMAs, strengthen monitoring and support community learning. The objective of the Socio-economic survey is provides critical baseline data on livelihoods, community needs, resource use, and social dynamics, enabling evidence-based planning, inclusive implementation, and effective measurement of project impacts over time.
With evidence-based insights, we support vulnerable coastal communities to strengthen resilience to climate change, sea-level rise, and unsustainable fishing practices.

Working with the private university UNITAL, we conducted a household socio-economic survey covering 250 households in Suai Loro, Covalima Municipality, from 23-25 September. The data will inform the establishment of a Locally Managed Marine Area (LMMA) in Suai Loro.
This activity is funded by the Minderoo Foundation in partnership with WorldFish Timor-Leste.

After the selection of the Fisheries Monitoring Group (FMG) in early September 2026, a total of 21 community members from the villages of Benunuc, Sahan, Manuleu, and Raimean in Wenunuk Village, Metinaro Administrative Post, were selected to support fisheries data collection.
Recently, all 21 FMG members, who are women, participated in a two-day theoretical and practical training on Landing Profiling survey methods. The training covered fish species identification, measuring fish length and weight, and the use of the Kobo Collect smartphone application for data collection.
Led by the Blue Ventures Timor-Leste data team, the 21 FMG members began conducting a 10-day Landing Profiling survey in Metinaro this week. The data collected will help improve understanding of local fishing activities, including what species fishers catch and the quantities landed, and will provide valuable information to support community-based fisheries management and decision-making in Metinaro.
The data will also support communities in making informed decisions on the establishment of LMMA “ Tara Bandu Tasi” in their marine areas.

Blue Ventures attended SAFET 2026
We joined the Seafood and Fisheries Emerging Technologies (SAFET) 2026 conference in Cebu, Philippines, from 8–10 September 2026.
Representatives from our Regional, Data Science, and Partnerships attended the three-day global gathering.
Co-hosted with the Philippines’ Bureau of Fisheries and Aquatic Resources (BFAR), SAFET brought together more than 300 leaders from government, fishing communities, NGOs, industry, technology providers and science. Representing 21 countries, participants came together to explore how technology can support more sustainable fisheries.
For us, SAFET is an opportunity to share how we optimise data use and draw on our experience working with organisational partners to strengthen fisheries data systems and local capacity. Together, this enables communities and partners to collect, manage and use data to support fisheries management and decision-making.
Our Timor-Leste Country Director, Bernardete de Fonseca, represented us as a panellist in the "Data to Stewardship: Technology for Community-Led Fisheries” session along with the Local government Unit Representatives from the Philippines, Abalobi and Rare as Moderator .

She shared perspectives of how Fisheries data can reinforce Tara Bandu and other customary management systems by providing evidence that validates traditional knowledge and helps communities make informed decisions about protecting marine resources.

“ When communities move from being subjects of data collection to owners and users of the data, the power of information shifts into local hands. In Biqueli and Beloi, Atáuro, Timor-Leste, six Village Savings and Loans Associations (VSLAs) bring together 130 members, many of them women. They are also part of the Fisheries Monitoring Group (GMP). With their own savings and stronger financial skills, they can invest in the fishing gear and monitoring equipment needed to collect data and monitor their fishing areas, including important coastal ecosystems such as seagrass meadows.

With support from the Mohamed bin Zayed Species Conservation Fund in collaboration with Mubadala, Blue Ventures is helping connect financial resilience with fisheries monitoring and seagrass conservation.
