On October 21, 2025, the Ministry of Energy and Water Resources of the Republic of Tajikistan held the first meeting of the National Water Council for the Implementation of the Water Sector Reform Program, along with the Working Group on Integrated Water Resources Management. The event was conducted with support from Helvetas Tajikistan under the Swiss Cooperation - Tajikistan Groundwater Management Project.

The meeting’s discussion focused on the implementation progress of the Water Sector Reform Program (2016–2025), the Land Improvement and Irrigation Development Program (2024–2028), the Groundwater Management Project in the Sughd Region of the RT, the National Water Resources Management Project in Tajikistan – Phase 3, and preparations for the Fourth High-Level International Conference on the International Decade for Action “Water for Sustainable Development, 2018–2028,” scheduled to be held in Dushanbe in 2026.

On October 22nd, 2025, Dushanbe hosted a regional meeting to mark the official launch of four regional projects aimed at strengthening climate change adaptation capacity in Tajikistan and other Central Asian countries.

🌍 The new initiatives aim to strengthen the adaptive capacity of rural communities and promote climate-smart solutions across key sectors such as agriculture, water resources, energy and housing. The projects are implemented under the Small Grants and Climate Innovation Facility (SGCIF), which is funded by UK International Development. SGCIF is a part of the regional programme “Climate Risk Management in Central Asia”, implemented by GIZ on behalf of the German Government.

The official part of the event was opened with welcome remarks by the British Ambassador and the Ambassador of the Federal Republic of Germany to the Republic of Tajikistan, as well as a representative of the Committee for Environmental Protection under the Government of the Republic of Tajikistan. The meeting brought together a diverse group of participants, including development partners, civil society organizations, and representatives of the private sector.

🌱 Ferghana Valley Irrigation Partnerships Project (FVIPP) is one of the four projects focused on introducing modern irrigation technologies and promoting the sustainable use of water resources in agriculture. It is implemented by Helvetas Intercooperation gGmbH in Tajikistan and Kyrgyzstan in cooperation with the youth organization Youth of Osh.

🏡 As part of the meeting, participants visited Hissar district, where they were able to see a thermo-isolated model house being modernized under the GERES project. During the visit, participants discussed with local residents and experts the benefits of energy-efficient solutions and their impact on the comfort and sustainability of rural housing.

22 октября 2025 года в г. Душанбе состоялась региональная встреча, посвящённая официальному запуску четырех региональных проектов, направленных на укрепление потенциала адаптации к изменению климата в Таджикистане и других странах Центральной Азии.

🌍 Новые инициативы направлены на развитие адаптационного потенциала сельских сообществ и продвижение климатически устойчивых решений в ключевых секторах, как сельское хозяйство, водные ресурсы, энергетика и жилищное строительство. Проекты реализуются в рамках программы Фонд малых грантов и климатических инноваций (SGCIF), который финансируется правительством Великобритании для международного развития. Фонд является частью региональной программы «Управление климатическими рисками в Центральной Азии», которая реализуется GIZ по поручению правительства Германии.

Официальную часть мероприятия открыли приветственные выступления Посола Великобритании и Посола Федеративной Республики Германия в Республике Таджикистан, а также представителя Комитета по охране окружающей среды при Правительстве Республики Таджикистан. Встреча объединила широкий круг участников, включая партнёров по развитию, организации гражданского общества и представителей частного сектора.

🌱 Партнёрство в сфере ирригации в Ферганской долине - один из четырех проектов, направленный на продвижение внедрения современных ирригационных технологий и устойчивое использование водных ресурсов в сельском хозяйстве. Проект осуществляется Хелветас Интеркооперейшн гГмбХ в Таджикистане и Кыргызстане в партнерстве с молодежной организацией Юз оф Ош.

🏡 В рамках встречи участники посетили Гиссарский район, где состоялось знакомство с типовым теплоизолированным домом, модернизируемым по инициативе проекта GERES. В ходе визита участники встречи обсудили с местными жителями и экспертами преимущества энергоэффективных решений и их влияние на комфорт и устойчивость сельского жилья.

16 октября 2025 года в городе Худжанд состоялся первый форум компаний по бурению скважин. Форум объединил представителей буровых организаций, государственных структур, международных партнёров и технических специалистов для обсуждения устойчивого развития водных ресурсов региона.

💬 В программе форума были представлены результаты проекта УПВ, ключевые выводы по системе разрешений, мнения профильных ведомств по вопросам экологического контроля, геологической экспертизы, безопасности оборудования и качества воды, а также презентации буровых компаний о своей деятельности, вызовах и передовом опыте.

В ходе групповой работы были выявлены ключевые проблемы отрасли и сформулированы практические рекомендации по развитию технического потенциала, совершенствованию нормативной базы и внедрению безопасных и устойчивых методов бурения.

📣 По итогам форума буровые компании выразили намерение создать ассоциацию для представления своих интересов в диалоге с государственными структурами и обратились к Проекту с просьбой о содействии в её создании. Проект подтвердил готовность оказать необходимую поддержку, включая консультации, организационную помощь и сопровождение процесса формирования ассоциации.

Мероприятие было организовано в рамках проекта Swiss Cooperation - Tajikistan Управление Подземных Вод (УПВ) в Согдийской области, который реализуется Helvetas Tajikistan в партнёрстве с IGRAC - International Groundwater Resources Assessment Centre and IHE Delft Institute for Water Education.

On October 16th, 2025, the first Groundwater Drilling Companies Forum was held in Khujand. The event brought together drilling companies, government representatives, international partners, and technical experts to discuss sustainable groundwater development in the region.

💬 Presentations covered project findings, permitting systems, environmental compliance, geological expertise, equipment safety, and water quality, while company-led sessions highlighted operational challenges and best practices.

Participants worked in groups to identify key industry issues and proposed practical recommendations to strengthen technical capacity, improve regulatory frameworks, and promote safe and sustainable drilling methods.

📣 At the forum’s conclusion, drilling companies announced their intention to form an industry association to represent their interests in discussions with government authorities and requested support from the Project, which confirmed its readiness to assist in the formation process.

The event was organized within the Swiss Cooperation - Tajikistan Groundwater Management Project (GWMP) in Sughd Region, which is implemented by Helvetas Tajikistan in partnership with IGRAC - International Groundwater Resources Assessment Centre and IHE Delft Institute for Water Education.

On October 2nd – 3rd, 2025, a two-day training seminar was organized in Dushanbe, on the “Universal Periodic Review (UPR) mechanism and implementation of the recommendations of the UN Human Rights Council member states under the Universal Periodic Review (UPR) (third round) procedure in the Republic of Tajikistan”.

👥 The event brought together around 30 representatives of public and civil society organizations to discuss and learn about themes such as Universal Periodic Review (UPR) mechanism, the process of issuing and implementing recommendations, the preparation of alternative reports, and the role of civil society in UPR. Participants also discussed the national implementation plan for the recommendations received by the Republic of Tajikistan under the third round of the UPR, particularly those related to domestic violence and the rights of persons with disabilities.

This seminar was held within the Swiss Cooperation - Tajikistan “Access to Justice” project implemented by Helvetas Tajikistan in consortium with UNDP in Tajikistan.

🌊 On October 1, 2025, over 250 students, community members, and local authorities came together in Khujand city to celebrate Syr Darya River Day - a vibrant event dedicated to water resource awareness and conservation in the Tajik part of the Syr Darya River Basin. The event also highlighted the importance of sustainable river management and environmental protection.

Highlights of the day:

🎨 Children's Art Exhibition: Young artists showcased their creativity through drawings themed around rivers, water, and the environment. Their inspiring work was recognized with awards and gifts.

🌱 Community Awareness Activities: Students and other participants of the event actively participated in interactive games, educational sessions, and a hands-on cleanup initiative to learn about water conservation, river ecosystems, and environmental protection.

The event was held within the Swiss Cooperation - Tajikistan National Water Resources Management Project (NWRMP), implemented by the Helvetas Tajikistan - Acted Tajikistan consortium. The event was also supported by UNDP in Tajikistan and GIZ.

В рамках события также была подчеркнута важность устойчивого управления реками и охраны окружающей среды.

Основные моменты дня:

🎨 Выставка детских рисунков — юные художники продемонстрировали своё творчество на темы, связанные с рекой, водой и природой. Их вдохновляющие работы были отмечены наградами и подарками.

🌱 Интерактивные мероприятия для повышения осведомлённости — студенты и другие участники активно участвовали в играх, образовательных сессиях и практической акции по очистке, чтобы узнать больше о сохранении воды, экосистемах рек и защите окружающей среды.

🌍💧 From September 10–12, 2025, key stakeholders in the water sector from five Central Asian countries came together for a strategic regional field visit to the Big Fergana Canal (BFC) Hydropost and Khujand State University Technopark demo-plot in the Sughd region of Tajikistan.

The visit also welcomed representatives from the Swiss Embassy in Uzbekistan, the “Blue Peace” Central Asia program (BPCA), the Caritas project in the Zeravshan River Basin in Uzbekistan, NWRM Uzbekistan, and Helvetas Tajikistan. Participants also visited the Tajik Syr Darya River Basin Organization (RBO) and innovative vermi-compost production site by the International Secretariat for Water under the CoWaSS project.

🏞️ The significance of this visit goes beyond the inspection of infrastructure. It contributes to building trust between countries, establishing a shared water agenda, and discussing concrete steps toward joint management of canals, rivers, and reservoirs.

The visit offered a valuable chance to exchange practical insights while also advancing long-term improvements in how the region manages shared water resources, emphasizing collaboration, adaptability, and the integration of innovative technologies.

The event was organized within the framework of Blue Peace Central Asia (BPCA), GIZ Green Central Asia and the Government of Switzerland’s National Water Resources Management Project (NWRMP) implemented by Helvetas - Acted consortium.

🌍💧С 10 по 12 сентября 2025 года ключевые заинтересованные стороны водного сектора из из пяти стран Центральной Азии собрались вместе для стратегического регионального визита на гидропост Большого Ферганского канала (БФК) и демонстрационный участок Технопарка Худжандского государственного университета в Согдийской области Таджикистана.

В ходе визита также приняли участие представители Посольства Швейцарии в Узбекистане, программы “Blue Peace Central Asia” (BPCA), проекта Caritas в бассейне реки Зарафшан в Узбекистане, НПУВР Узбекистан и Хельветас Таджикистан. Участники также посетили таджикскую Бассейновую организацию реки Сырдарья (БОР Сырдарья) и инновационную демо-площадку по производству вермикомпоста от Международного секретариата по воде в рамках проекта CoWaSS.

🏞️ Значение этого визита выходит за рамки технического осмотра объектов — он способствует укреплению доверия между странами, формированию общей повестки по воде и обсуждению конкретных шагов к совместному управлению каналами, реками и водохранилищами.

Визит предоставил ценную возможность обменяться практическим опытом, а также способствовать долгосрочным улучшениям в управлении общими водными ресурсами в регионе, уделяя особое внимание сотрудничеству, адаптивности и интеграции инновационных технологий.

💧From Dry Soil to Again Thriving Fields: A Story from Guliston Village

In Guliston village of Qubodiyon district, Khatlon region, Alisher Giyosov, a member of the Dehkan Farm “Ghiyos”, works side by side with his father and family to care for over 33 hectares of land. Their journey is one of patience, resilience, and a transformative power of support.

🌳 Years ago, their land was greener and full of life. A nearby canal provided enough water for farming. But as the village population grew, so did the demand for water. Families in the upper part of the village began growing rice crops that require large amounts of water. Because the Ghiyos farm is in the lower part of the village, the water no longer reached it. The canal dried up, and the land slowly turned barren.

From the very beginning, Alisher and his family took steps to protect their land. They fenced the entire territory and planted saxaul trees🌿, which grow well in dry conditions and help shield the village from frequent dust storms carried by the wind from Afghanistan. They also tried growing vegetables and fruits and cared for animals that are disappearing from the region. But without water, nothing could survive.

That changed when Helvetas Tajikistan, through the Climate Resilience Development Project, provided the farm with a water pump. Though the canal was far from their land, the pump made it possible to transfer water to their fields. For the first time in years, the soil was wet again - and so was their hope.

Now, Alisher and his family are preparing to grow vegetables and fruit trees on 8 to 10 hectares of their land. The rest will be used to expand their saxaul forest, helping protect the environment and the village from climate-related challenges.

"Water is our greatest treasure - because without it, there are no crops, no harvest, no trees or plants. Without water, there is no life," says Alisher.

With the project’s support, the Ghiyos farm is not only restoring their land, but they’re also building a more resilient future for their community and protecting endemic species.

The Climate Resilience Development Project (CRDP) is consortium of Helvetas Tajikistan and Welthungerhilfe (WHH) Tajikistan in partnership with the Swiss Cooperation - Tajikistan.

Earlier this year, within the Swiss Cooperation - Tajikistan “Access to Justice” project, Helvetas Tajikistan supported the institutional development of already functioning legal clinic at Tajik National University (TNU) Law Faculty.

As part of this initiative, Helvetas Tajikistan provided the following items to TNU Law Faculty legal clinic to enhance its capacity:

✅ 60 legal materials (Civil Code of the RT, Code of Administrative Offences of the RT, Code of Administrative Procedures of the RT, Tax Code of the RT, Criminal Code of the RT, Family Code of the RT)
✅ Access to the “Adliya” legal database
✅ Kaspersky Antivirus Software

Legal clinics aim to empower law students with hands-on experience and offer free legal aid to citizens, helping raise public legal awareness and improve better access to legal consultations.
