The EU Support to the Education and Labour Sectors of Tajikistan, Dushanbe (2026)

On 17 June 2026, the Donor Coordination Council Meeting for the Education Sector was held in Dushanbe, jointly organized by the European Union Delegation to Tajikistan and UNICEF Tajikistan.

The meeting brought together representatives of international organizations and development partners to discuss key issues related to education sector reforms. Participants reviewed progress on the development of the Climate Change Education Strategy, updates on Global Partnership for Education (GPE) initiatives, preparations for the Mid-Term Education Action Plan 2027–2030, and matters related to donor coordination.

Special attention was given to strengthening cooperation among development partners and aligning support with the education policy priorities of the Republic of Tajikistan. During the meeting, the digital teacher learning management platform Omuzgor Pro was also presented.

Дар ҷаласа намояндагони созмонҳои байналмилалӣ ва шарикони рушд иштирок намуда, масъалаҳои муҳими ислоҳоти соҳаи маорифро баррасӣ карданд. Иштирокчиён раванди таҳияи Стратегияи таҳсилот оид ба тағйирёбии иқлим, пешрафти ташаббусҳои Шарикии глобалӣ барои маориф (GPE), омодасозии Нақшаи миёнамуҳлати амал дар соҳаи маориф барои солҳои 2027–2030 ва масъалаҳои ҳамоҳангсозии
фаъолияти шарикони рушдро муҳокима намуданд.

Таваҷҷуҳи махсус ба таҳкими ҳамкорӣ байни шарикони рушд ва мутобиқ намудани дастгирӣ ба афзалиятҳои сиёсати маорифи Ҷумҳурии Тоҷикистон равона гардид. Дар доираи ҷаласа инчунин платформаи рақамии идоракунии омӯзиши омӯзгорон — «Omuzgor Pro» муаррифӣ карда шуд.

🎓Second Training Held Under the New Professional Development Program for Teacher Trainers

With the support of the European Union, the second training session under the newly developed professional development program, “Modern Trainer in the Teacher Professional Development System: Leadership, Methodology and Educational Practices,” was successfully conducted.

🎯The program is designed to enhance the professional competencies of teacher trainers and strengthen their capacity to apply modern teaching methodologies, innovative educational technologies, and effective assessment approaches. Particular attention is given to leadership development, functional literacy, learner-centered teaching practices, and the integration of international educational standards.

💡The training brought together teacher trainers and education specialists to deepen their knowledge, exchange experiences, and explore practical strategies for improving the quality of teacher professional development. Through this initiative, the education system of the Republic of Tajikistan continues to advance efforts toward modernizing teaching practices and promoting high-quality learning outcomes for all students.

🎯Ҳадафи барнома таҳкими салоҳиятҳои касбии тренерони омӯзгорон ва баланд бардоштани қобилияти онҳо дар татбиқи усулҳои муосири таълим, технологияҳои инноватсионии омӯзиш ва равишҳои самараноки арзёбӣ мебошад. Дар доираи омӯзиш ба масъалаҳои пешвоӣ, саводнокии функсионалӣ, таълими ба омӯзанда нигаронидашуда ва ҳамгироии стандартҳои байналмилалии таҳсилот таваҷҷуҳи махсус зоҳир карда шуд.

ДАР ДУШАНБЕ ОМОДАГӢ БА ИСТИФОДАИ НАТИҶАҲОИ PISA 2025 БАРРАСӢ ШУД

ДУШАНБЕ, 10 июни соли 2026

Дар шаҳри Душанбе семинари миллӣ таҳти унвони «Идоракунии интизориҳо аз натиҷаҳои PISA 2025» баргузор гардид. Чорабинӣ дар доираи лоиҳаи Иттиҳоди Аврупо QESP II дар ҳамкорӣ бо Вазорати маориф ва илми Ҷумҳурии Тоҷикистон ва Маркази миллии тестии назди Президенти Ҷумҳурии Тоҷикистон ташкил карда шуд.

Иштирокчиён таҷрибаи байналмилалии истифодаи натиҷаҳои PISA барои такмили сиёсати маориф, омодагии Тоҷикистон ба таҳлили маълумоти PISA 2025 ва самтҳои эҳтимолии ислоҳоти минбаъдаи соҳаи маорифро баррасӣ намуданд.

Дар ҷараёни кори гурӯҳӣ коршиносон самтҳои афзалиятноки таҳлили ояндаро дар масъалаҳои барномаҳои таълимӣ, рушди касбии омӯзгорон ва арзёбии сифати таҳсилот муайян карданд.

Дар натиҷаи семинар қадамҳои минбаъда оид ба таҳияи тавсияҳо мувофиқа гардида, омодагии ҷонибҳо барои ҳамкории муштарак ҷиҳати баланд бардоштани сифати таҳсилот ва рушди сармояи инсонӣ дар Тоҷикистон тасдиқ шуд.

DUSHANBE DISCUSSES PREPARATIONS FOR USING PISA 2025 RESULTS

DUSHANBE, 10 June 2026

A national seminar entitled “Managing Expectations of PISA 2025 Results” was held in Dushanbe. The event was organized under the European Union-funded Quality Education Support Programme II (QESP II) in cooperation with the Ministry of Education and Science of the Republic of Tajikistan and the National Testing Center under the President of the Republic of Tajikistan.

Participants discussed international experience in using PISA results to improve education policy, Tajikistan’s readiness to analyze PISA 2025 data, and potential directions for future education reforms.

During group discussions, experts identified priority areas for future analysis related to curricula, teacher professional development, and educational quality assessment.

As a result of the seminar, participants agreed on the next steps for developing recommendations and reaffirmed their commitment to working together to improve the quality of education and strengthen human capital development in Tajikistan.

Professional Development Training Course for Master Trainers of RITTI

“Modern Trainer in the Teacher Professional Development System: Leadership, Methodology, and Educational Practices”
📅 8–13 June

Master Trainers from RITTI are participating in the six-day professional development course “Modern Trainer in the Teacher Professional Development System: Leadership, Methodology, and Educational Practices,” developed and funded by the EU-funded Project “Support to the Development of Education and Labour Sectors in the Republic of Tajikistan” under Component 1a, Outcome 1 – General Education (PISA 2025 & Formative Assessment).

The 48-hour programme is designed to strengthen the professional competencies of trainers responsible for the continuous professional development of educators. It focuses on contemporary approaches to adult learning, competency-based education, functional literacy, and modern assessment practices.

The programme is structured around three core modules:
🔹 Trainer Leadership and Educational Change Management
Participants explore andragogical approaches to adult learning, facilitation techniques, professional communication, educational leadership, change management, digital and AI-powered tools, blended learning, and competency-based approaches to professional development.
🔹 Training Teachers to Develop Functional Literacy
This module focuses on international approaches to functional literacy, including reading, mathematical, and scientific literacy. Participants develop practical strategies and methodologies for supporting teachers in integrating functional literacy into classroom practice.
🔹 Assessment of Learning Outcomes: Methodology and Teacher Support

Participants examine contemporary assessment systems, academic integrity, Bloom’s Taxonomy, formative assessment, effective feedback practices, and learner-centred approaches that promote motivation and continuous improvement.
The programme emphasizes practical application, collaborative learning, professional reflection, and the development of trainers’ capacity to support educational reforms, improve teaching quality, and strengthen professional learning communities.

This training serves as a key preparatory stage for the national cascade model of professional development that will be implemented across Tajikistan during the summer of 2026. Following the completion of the programme, 25 RITTI Master Trainers will lead regional training workshops and deliver professional development activities for educators nationwide through two newly developed programmes:
📘 “Teacher of the New Formation: Competencies, Methodologies, and Leadership” for general secondary school teachers;
📘 “Innovations and Practices of Modern Education in Pedagogical Colleges” for pedagogical college educators.
Through these regional training activities, Master Trainers will support the large-scale implementation of competency-based education, functional literacy, and modern assessment approaches, contributing to the ongoing modernization of Tajikistan’s education system.

This initiative represents an important milestone in strengthening a sustainable and effective teacher professional development system and advancing Tajikistan’s education reform agenda by supporting the implementation of Competency-Based Education (CBE), criteria-based and formative assessment, and approaches that foster the development of learners’ functional literacy and 21st-century competencies.

Дар Душанбе семинар оид ба арзёбии ташаккулдиҳанда дар доираи ислоҳоти соҳаи маорифи Тоҷикистон баргузор гардид

20 майи соли 2026 дар шаҳри Душанбе семинар дар мавзуи
«Ҳисоботи Гурӯҳи кории Вазорати маориф ва илми Ҷумҳурии Тоҷикистон оид ба арзёбии ташаккулдиҳанда» баргузор гардид, ки дар доираи лоиҳаи «Дастгирии Иттиҳоди Аврупо ба соҳаҳои маориф ва меҳнати Ҷумҳурии Тоҷикистон» ташкил карда шуд.

Чорабинӣ ба баррасии натиҷаҳои татбиқи равишҳои таҳсилоти салоҳиятнокӣ ва арзёбии ташаккулдиҳанда дар низоми таҳсилоти умумии кишвар бахшида шуда буд. Ин ташаббус дар доираи Стратегияи рушди маорифи Ҷумҳурии Тоҷикистон то соли 2030 ва Консепсияи миллии арзёбии сифати таҳсилот то соли 2044 амалӣ карда мешавад.

Аз моҳи марти соли 2025 лоиҳаи EU QESP II дар ҳамкории зич бо Вазорати маориф ва илми Ҷумҳурии Тоҷикистон фаъолияти таҳияи маводи таълимию методӣ ва воситаҳои арзёбии ташаккулдиҳандаро амалӣ менамояд. Дар доираи лоиҳа 13 дастури методии фаннӣ таҳия гардиданд, ки таҳсилоти ибтидоӣ, фанҳои гуманитарӣ ва табиӣ-риёзиро фаро мегиранд. Ҳамчунин, барои 263 омӯзгори муассисаҳои таҳсилоти умумии шаҳри Душанбе омӯзишҳо баргузор карда шуданд.

Бо мақсади қадрдонии саҳм дар рушди соҳаи маориф ва татбиқи бомуваффақияти ташаббус, таҳиягарони маводи методӣ бо ифтихорномаҳо сарфароз гардонида шуданд.
Лоиҳаи EU QESP II минбаъд низ ислоҳоти низоми маорифи Тоҷикистонро, ки ба баланд бардоштани сифати таҳсил, рушди саводнокии функсионалӣ ва тафаккури интиқодии хонандагон мутобиқ ба стандартҳои байналмилалӣ равона шудааст, дастгирӣ менамояд.

Seminar on Formative Assessment Held in Dushanbe Within the Framework of Education Reform in Tajikistan
On 20 May 2026, a seminar entitled
“Report of the Working Group of the Ministry of Education and Science of the Republic of Tajikistan on Formative Assessment” was held in Dushanbe within the framework of the project “The European Union Support to the Education and Labour Sectors of the Republic of Tajikistan”

The event focused on discussing the results of implementing competency-based education approaches and formative assessment within the country’s general education system. This initiative is being implemented under the National Education Development Strategy of the Republic of Tajikistan until 2030 and the National Concept for Education Quality Assessment until 2044.
Since March 2025, the EU QESP II project, in close cooperation with the Ministry of Education and Science of the Republic of Tajikistan, has been implementing activities aimed at developing teaching and methodological materials and formative assessment tools. Within the framework of the project, 13 subject-specific methodological guidelines were developed, covering primary education, humanities, and natural science and mathematics disciplines. In addition, training sessions were organized for 263 teachers from general education institutions in Dushanbe.

In recognition of their contribution to the development of the education sector and the successful implementation of the initiative, the developers of the methodological materials were awarded diplomas.

The EU QESP II project continues to support education reforms in Tajikistan aimed at improving the quality of education and developing students’ functional literacy and critical thinking skills in line with international standards.

The European Union, through the EU-funded project “Technical Assistance to the Education and Labour Sectors of the Republic of Tajikistan”, implemented by the consortium Eductrade S.A., is supporting a three-day training on the development of digital teaching and learning materials.

The training is being held from 13 to 15 May 2026 at the Vocational Lyceum in Bokhtar city and brings together teachers from initial vocational education institutions, as well as specialists from the Adult Education Centre of Tajikistan and its regional branches.

During the training, participants will enhance their practical skills in developing digital educational materials, preparing video lesson scenarios, using modern digital tools, and editing educational videos with OpenShot.
