Background for Proposal There is a need within a caring community for both short and long term solutions for animals in Pattaya and companies operating a defined Corporate Social Responsibility require a channel through which they can make a positive impact in this area. Once the goal is achieved they will move into the Bangkok Area. PAC would emulate and work closely with Soi Dog in the Eastern Seaboard. Pattaya has a number of charities and private people working hard to feed stray animals, take them to veterinarians and provide other core services associated with stray animals. PAC has been setup to gather those communities and individuals under one umbrella to work together for a permanent sustainable solution similar to the Soi Dog project underway in Phuket.

มูลนิธิเพื่อสุนัขในซอย ในจังหวัดภูเก็ต มีเป้าหมายที่จะทำหมันให้กับสุนัขจรจัดให้ได้ ร้อยละ 80 ของประชากรสุนัขทั้งหมด เมื่อบรรลุเป้าหมายแล้วจึงจะดำเนินการในเขตกรุงเทพมหานครต่อไป กลุ่มพิทักษ์สัตว์พัทยาแห่งประเทศไทย (PAC) ต้องการดำเนินการในลักษณะเดียวกันและร่วมกันทำงานอย่างใกล้ชิดกับมูลนิธิเพื่อสุนัขในซอย ในการช่วยเหลือสุนัขในเขตพื้นที่ฝั่งทะเลตะวันออก

Neo is the founder of PAC; In Phuket he was helping Soi dog relocate dogs 10 years ago and assisting with the creation of a website in Thai. Neo took care of stray dogs In Bangkok and set up a center upcountry. He has been feeding homeless dogs and working with animals and environmental issues in Pattaya for four years.

Rationale for Proposal Uncontrolled stray or street dogs can become a nuisance. They traditionally have been used to living in packs. Their needs for medical treatment, food or shelter, combined with their tendency to revert to nature can cause problems in an urban environment. Pattaya needs to respond to the growing number of stray dogs and the most effective way is to get them off the streets and restrict their breeding. There are dog shelters now providing homes for thousands of stray dogs needing food and money for maintaining good health. There needs to be a sterilization program. Sterilizing 80% of the dogs in any given area will have a marked effect on any following maintenance program

Examples of where funds could be used Rescue operations, emergency food, sterilizing, setting up temporary or permanent shelters. Setting up a cost saving mass sterilization program. Distributing information on the facilities available to animals, such as spaying and neutering, veterinary or cremating services.

Reports A Report including outcomes, proposed follow-up action and receipts and costs made available online on a quarterly basis. A report in Thai presented to the local authorities for evaluation and follow up.

Pattaya City Hall Cooperation
PAC want to work with the Thai government agencies, Pattaya City Hall and local Bor Tor who already have allocated budgets for the well being of animals. A practicable proposal from PAC should be able to benefit from such government funds.
