A Responsive Public Health Laboratory Network

The Regional Public Health Laboratory (RPHL) Network’s mission is to connect laboratories across Asia and the Pacific to strengthen collaboration, knowledge sharing, and capacity building.

Investing in people, strengthening expertise, and building a sustainable network of trainers for safer biological waste management across the region. ♻️🌏🤝

From 8–10 June 2026, the RPHL Network, in collaboration with Sandia National Laboratories and with support from the Defense Threat Reduction Agency (DTRA), convened a refresher training workshop for Subject Matter Experts (SMEs) on Biological Waste Disposal (BWD) in Kuala Lumpur, Malaysia.

Progressing from previous exchanges through the Community of Practice (CoP), participants reflected on achievements, shared lessons learned and discussed implementation experiences from their respective countries. Through a Teach-Back Module, SMEs demonstrated both technical knowledge and facilitation skills while receiving valuable feedback from peers and facilitators.

Congratulations to all participants on successfully completing the workshop and further strengthening regional expertise and sustainable capacity in biological waste management across Asia and the Pacific. With this achievement, the RPHL Network is now approaching 200 qualified Subject Matter Experts (SMEs) across diverse areas of laboratory systems strengthening, further enhancing the region's capacity for peer-to-peer support, knowledge sharing, and technical assistance.

Session: Sustainability of Biodefense and Biosecurity Innovation

Mr. Sophea Phoeurn, from the National Institute of Public Health (NIPH), Cambodia, and an RPHL Network Subject Matter Expert (SME) on Biological Waste Disposal Management, delivered a presentation entitled

🎯 “Advancing National Health Security by Cascading Biosafety Competencies to Enhance Biosurveillance and Minimize Laboratory-Associated Risks.”

As both a national expert supporting Cambodia’s public health laboratory system and a regional SME contributing to capacity building across the RPHL Network, Mr. Sophea highlighted the importance of strengthening biosafety competencies, workforce development, and sustainable health security to reduce laboratory-associated risks and enhance biosurveillance.

🤝 He also emphasized the value of regional collaboration and peer-to-peer support among RPHL Network member countries in fostering knowledge exchange, sharing best practices, and strengthening preparedness for emerging public health threats, demonstrating how RPHL Network SMEs bridge national expertise with regional action to advance collective health security.

Ms. Jintana Sriwongsa, Regional Programme Director of the RPHL Network Secretariat, presented "The Regional Public Health Laboratory Network: A Responsive Public Health Laboratory Network in Asia and the Pacific."
The session reflected on the Network's seven-year journey—from a global initiative to a regionally owned platform driven by collective action and shared commitment. Today, the RPHL Network represents more than 14 member countries; it is a sum of leadership, trust, 172 Subject Matter Experts, and a strong culture of knowledge sharing.

Through country ownership, peer-to-peer collaboration, and sustained engagement from partners, the RPHL Network continues to strengthen laboratory preparedness and response capacities, contributing to a more resilient region against cross-border health threats.

🇲🇾🤝🌏 The RPHL Network Secretariat was honored to pay a courtesy visit to Datuk Dr. Mahathar bin Abd Wahab, Director-General of Health Malaysia, and Dr. Balvinder Singh Gill, Director of NPHL Malaysia, at the Ministry of Health Malaysia.

The meeting reaffirmed our shared commitment to advancing public health laboratory systems through Training, Technical Assistance, and Knowledge Sharing.

Malaysia’s leadership and technical expertise have been instrumental since the inception of the RPHL Network, fostering regional collaboration and strengthening health security across Asia and the Pacific.

Together, we are building stronger laboratory systems for a safer and healthier future.

Leveraging ISO 35001 for Strengthening Laboratory Biorisk Management

On 8 June 2026, Jintana Sriwongsa, Regional Programme Director of the RPHL Network Secretariat, presented the Network's work on utilizing the Twinning Approach in Biorisk Management (BRM) to leverage ISO 35001 and strengthen global laboratory biorisk management practices.
The programme continues to demonstrate the value of regional collaboration and peer-to-peer learning in building resilient laboratory systems and advancing health security across Asia and the Pacific.

Advancing Regional Trainers in Biological Waste Management 🌏♻️

From 8–10 June 2026, the RPHL Network, together with Sandia National Labs and Defense Threat Reduction Agency, convened the Biological Waste Disposal Advanced Trainer Workshop (ATW) in Kuala Lumpur.

Building on previous Training-of-Trainers (ToT) programmes, participants strengthened their technical expertise and facilitation skills using adult learning approaches, reinforcing their role as future trainers and mentors.

By expanding the Network's pool of Subject Matter Experts (SMEs), the workshop supports sustainable capacity building, peer-to-peer learning, and knowledge exchange in biological waste management across Asia and the Pacific—contributing to stronger laboratory systems and regional health security.

📰 RPHL Network Advances Peer-to-Peer Laboratory Support Between Timor-Leste and Thailand 🇹🇱 🤝 🇹🇭

The Regional Public Health Laboratory Network (RPHL Network) successfully facilitated a peer-to-peer technical support mission between Thailand and Timor-Leste to strengthen food safety laboratory capacity and regional collaboration.

Subject Matter Experts from the Department of Medical Sciences (DMSc), Bureau of Quality and Safety of Food (BQSF), Thailand, provided on-site technical assistance to laboratory scientists from the Instituto Nacional de Saúde Pública (INSP), Timor-Leste, following their advanced secondment training programme in Thailand in October 2025.

The technical engagement focused on enhancing chemical and microbiological testing capacities for food and water safety at Timor-Leste’s newly established Toxicology Laboratory. Activities included laboratory assessments, hands-on mentoring, technical exchange, and collaborative problem-solving to support operational readiness and sustainable laboratory development.

This initiative reflects the RPHL Network’s commitment to strengthening resilient laboratory systems through peer-to-peer collaboration, knowledge sharing, and regional solidarity across Asia and the Pacific.

Dili — Dr. Phichet Banyati, Deputy Director-General of the Department of Medical Sciences (DMSc), met with Dr. Arvind Mathur, WHO Representative to Timor-Leste, to strengthen coordination among partners and maximize available resources in advancing the implementation of Timor-Leste’s National Laboratory Strategic Plan.

During the meeting, Dr. Phichet reaffirmed DMSc’s commitment, through the Regional Public Health Laboratory Network, to support Timor-Leste in strengthening resilient and sustainable public health laboratory systems as part of regional health security efforts.

Through the RPHL Network platform, DMSc continues serving as a technical mentor for Timor-Leste by supporting Training of Trainers, Peer-to-Peer exchange, and tacit knowledge sharing in key areas including laboratory quality management systems, external quality assessment, toxicology laboratory strengthening, and workforce development.

Enhancing Laboratory Systems through Bilateral Cooperation

RPHL Network Mission to Timor-Leste | May 2026

The Regional Public Health Laboratory Network continues to foster peer-to-peer collaboration to strengthen bilateral cooperation between the Department of Medical Sciences (DMSc) and the Instituto Nacional de Saúde de Timor-Leste from 18–22 May 2026 กรมวิทยาศาสตร์การแพทย์ -Leste

Led by Dr. Phichet Bunyati, the mission served a dual purposes: conducting high-level bilateral discussions and providing technical assistance, reaffirming the commitment of DMSc to advancing peer-to-peer collaboration in key areas including Quality Management Systems (QMS), External Quality Assessment (EQA), and biosafety and biorisk management.

During the mission, Timor-Leste was commended for the significant progress achieved in strengthening laboratory quality systems, workforce development, and expanding participation in EQA programmes. These achievements reflect the strong collaboration among INSP-TL, DMSc Thailand, the RPHL Network, and development partners in advancing resilient and sustainable laboratory systems.

The mission also provided an opportunity to review ongoing technical cooperation under the Technical Assistance framework between DMSc and INSP-TL, while identifying future areas for collaboration aligned with Timor-Leste’s National Laboratory Strategic Plan.

The RPHL Network reaffirmed its commitment to promoting member-led technical assistance, knowledge sharing, and regional partnerships to strengthen laboratory systems and enhance regional health security across Asia and the Pacific.

Power of Peer-to-Peer Collaboration

Moving towards a self-sustained network, participants from 8 country members of RPHL Network: Brunei Darussalam, Indonesia, Lao PDR, Pakistan, Papua New Guinea, Philippines, Thailand and Vietnam received hands-on practice and strong peer-to-peer support throughout the training programme for Pathogen Genomics for Public Health Laboratories focusing on SARS-CoV2 Sequencing and its bioinformatic analysis.

Guided by the capable trainer team from the RITM Advanced Molecular Technologies Laboratory, the activity reinforced regional collaboration, shared learning, and technical excellence among laboratory professionals across the region.
