Strengthening Laboratory Capacity Through Secondment Programme

Building on the success of the RPHL Network's Short-Term Secondment highlight peer-to-peer support.

On 6 July 2026, five technical divisions of the Department of Medical Sciences (DMSc), Thailand, participated in a hybrid planning meeting to identify priority learning areas for an upcoming secondment programme in Singapore (Aug 17-21, 2026).

Participants also presented institutional projects that they will implement upon returning, ensuring that the knowledge and experience gained through the programme are translated into practical improvements and sustainable capacity strengthening within their respective institutions.

🇹🇭🤝🇹🇱 EQA Sharing for Laboratory Quality Strengthening — Thailand to Timor-Leste

On 7 July 2026, the third round of Proficiency Testing (PT) panels was dispatched from Thailand to Timor-Leste as part of the RPHL Network's ongoing efforts to strengthen laboratory quality across the region.

With the continued support of the Division of Proficiency Testing, Department of Medical Sciences (DMSc), Thailand, the shipment will contribute to External Quality Assessment (EQA) activities at the National Health Laboratory, Timor-Leste. These efforts accelerate laboratories monitoring testing performance as well as enhance confidence in laboratory results

The Plan of Action Workshop for the Development of the Lao National Laboratory Strategic Plan held from 1–3 July 2023 in Vientiane, Lao PDR. Presided over by Dr. Phonepadith Xangsayalath, Director of the Department of Communicable Disease Control, the workshop brought together more than 40 stakeholders from the human and animal health sectors. Participants reached consensus on the SWOT analysis of the national laboratory system, identified strategic priorities, and developed a Plan of Action to advance the development of an integrated NLSP.

Dr. Phonepadith highlighted three key priorities: strengthening connections among sectors and laboratories, optimizing available resources and capacities, and increasing national investment to ensure the sustainable development of the laboratory system.

The workshop also featured peer-to-peer technical support from NLSP experts from Thailand.This technical exchange helped participants refine the proposed strategic priorities and develop a practical and achievable Plan of Action. The collaboration highlighted the value of regional knowledge sharing and demonstrated a strong commitment to strengthening laboratory systems through sustainable peer-to-peer collaboration.

Enhancing Networks & Strengthening Partnerships 🌎

On 24 June 2026, the RPHL Network participated in the 34th Annual Medical Sciences Conference under the theme “From Lab to Life: Sciences for Healthy Longevity.” The event provided an opportunity to showcase how initiatives pioneered by the Department of Medical Sciences (DMSC) since 2019.

Translate global initiativr to a responsive regional platform, the RPHL Network continues to enhance connections, foster partnerships, and promote resilient public health laboratory systems across the region—demonstrating how collaboration can translate scientific excellence into stronger health security for all.

Investing in people, strengthening expertise, and building a sustainable network of trainers for safer biological waste management across the region. ♻️🌏🤝

From 8–10 June 2026, the RPHL Network, in collaboration with Sandia National Laboratories and with support from the Defense Threat Reduction Agency (DTRA), convened a refresher training workshop for Subject Matter Experts (SMEs) on Biological Waste Disposal (BWD) in Kuala Lumpur, Malaysia.

Progressing from previous exchanges through the Community of Practice (CoP), participants reflected on achievements, shared lessons learned and discussed implementation experiences from their respective countries. Through a Teach-Back Module, SMEs demonstrated both technical knowledge and facilitation skills while receiving valuable feedback from peers and facilitators.

Congratulations to all participants on successfully completing the workshop and further strengthening regional expertise and sustainable capacity in biological waste management across Asia and the Pacific. With this achievement, the RPHL Network is now approaching 200 qualified Subject Matter Experts (SMEs) across diverse areas of laboratory systems strengthening, further enhancing the region's capacity for peer-to-peer support, knowledge sharing, and technical assistance.

🌏 GHS Conference 2026 | Kuala Lumpur, Malaysia | 11 June 2026

Session: Sustainability of Biodefense and Biosecurity Innovation

Mr. Sophea Phoeurn, from the National Institute of Public Health (NIPH), Cambodia, and an RPHL Network Subject Matter Expert (SME) on Biological Waste Disposal Management, delivered a presentation entitled

🎯 “Advancing National Health Security by Cascading Biosafety Competencies to Enhance Biosurveillance and Minimize Laboratory-Associated Risks.”

As both a national expert supporting Cambodia’s public health laboratory system and a regional SME contributing to capacity building across the RPHL Network, Mr. Sophea highlighted the importance of strengthening biosafety competencies, workforce development, and sustainable health security to reduce laboratory-associated risks and enhance biosurveillance.

🤝 He also emphasized the value of regional collaboration and peer-to-peer support among RPHL Network member countries in fostering knowledge exchange, sharing best practices, and strengthening preparedness for emerging public health threats, demonstrating how RPHL Network SMEs bridge national expertise with regional action to advance collective health security.

Ms. Jintana Sriwongsa, Regional Programme Director of the RPHL Network Secretariat, presented "The Regional Public Health Laboratory Network: A Responsive Public Health Laboratory Network in Asia and the Pacific."
The session reflected on the Network's seven-year journey—from a global initiative to a regionally owned platform driven by collective action and shared commitment. Today, the RPHL Network represents more than 14 member countries; it is a sum of leadership, trust, 172 Subject Matter Experts, and a strong culture of knowledge sharing.

Through country ownership, peer-to-peer collaboration, and sustained engagement from partners, the RPHL Network continues to strengthen laboratory preparedness and response capacities, contributing to a more resilient region against cross-border health threats.

The meeting reaffirmed our shared commitment to advancing public health laboratory systems through Training, Technical Assistance, and Knowledge Sharing.

Malaysia’s leadership and technical expertise have been instrumental since the inception of the RPHL Network, fostering regional collaboration and strengthening health security across Asia and the Pacific.

Leveraging ISO 35001 for Strengthening Laboratory Biorisk Management

On 8 June 2026, Jintana Sriwongsa, Regional Programme Director of the RPHL Network Secretariat, presented the Network's work on utilizing the Twinning Approach in Biorisk Management (BRM) to leverage ISO 35001 and strengthen global laboratory biorisk management practices.
The programme continues to demonstrate the value of regional collaboration and peer-to-peer learning in building resilient laboratory systems and advancing health security across Asia and the Pacific.
