A Safe Space — A New Start for Trafficked and Exploited Fishermen
Background
The Labour Protection Network Foundation (LPN) is a non-profit organization dedicated to protecting the rights of Thai and migrant workers, particularly those who have been exploited, trafficked, or denied access to legal protection and basic services. LPN also works to prevent child labor and support migrant children’s access to education.
In 2014, LPN began assisting trafficked Thai fishermen stranded in Indonesia and neighboring countries. Between 2014 and 2018, 2,968 workers were rescued and supported, including 547 individuals who received legal aid—covering human trafficking cases, unpaid wages, workplace injuries, and other forms of exploitation.
Many returning fishermen could not reintegrate with their families. Some experienced trauma, anxiety, and fear after years of forced labor; others lacked skills beyond fishing, making them vulnerable to returning to exploitative fishing boats and re-trafficking.
The Challenge
LPN’s current office in Samut Sakhon is close to the target population but too small and unsuitable for long-term shelter or vocational training. The surrounding environment is not conducive to healing, and the space cannot be properly separated for different groups (e.g., children, women, men), creating potential risks for vulnerable survivors. Additionally, as a rented space, it is unstable for future planning.
The Solution: L-TReC — A Safe Haven for Recovery and Skills Building
The Training and Rehabilitation Center for Thai and Migrant Labour (L-TReC) provides survivors with a secure place to recover, learn new skills, and rebuild their lives.
Main Objectives
1. Empowerment through knowledge: Educate Thai and migrant fishermen about their rights, labor laws, and human trafficking prevention.
2. Comprehensive support: Act as a complaint and assistance center, offering basic healthcare, legal aid, and psychosocial support to victims of trafficking and labor abuses in Thai and international waters.
3. Skill development: Provide vocational training (e.g., carpentry, metalwork, construction, prefab house building) to support long-term reintegration.
4. Knowledge sharing: Serve as a learning and exchange center on labor and anti-trafficking issues for Thai and international institutions.
Target Groups and Impact
Direct Beneficiaries
• Trafficked or exploited fishermen unable to return to their families
• Injured workers awaiting legal proceedings
• Thai and migrant workers participating in training
Expected Reach
• 100 fishermen per year (500 over 5 years)
• 600 migrant workers per year receiving direct assistance (3,500 over 5 years)
• 500 trainees per year on labor rights and safe work practices (2,500 over 5 years)
• 500–1,000 visitors per year including students, researchers, and institutions
• 500,000–1,000,000 online audience annually through social media platforms (e.g., Facebook, Line, Myanmar Idol)
Current Status & Call for Support
The L-TReC facility has been constructed and is ready to expand its rehabilitation and training activities. LPN is now seeking funding and partnerships to sustain operations and ensure that no survivor is forced back into the cycle of exploitation.
