🌏 Indigenous Peoples & Civil Society Call for Recognition in ASEAN–EU Dialogue 🤝

At the 4th ASEAN–EU CSOs Forum in Kuala Lumpur, 52 civil society groups—including Indigenous Peoples’ organizations—urged ASEAN and the EU to recognize, protect, and partner with CSOs in shaping regional human rights and sustainability policies.

Amid shrinking civic space and rising threats to human rights defenders, the Forum called for the institutionalization of the ASEAN–EU CSO Forum, inclusion of Indigenous and vulnerable voices, and the creation of structured participation in policy-making.

🔹 Key themes:
1️⃣ Shrinking civic space & democracy
2️⃣ Climate & environmental rights
3️⃣ Access to justice & remedies

Civil society stands at the frontlines—defending rights, protecting the planet, and amplifying the unheard. The call is clear: recognition, protection, and partnership now.

Yesterday, the UN Special Rapporteur on the Rights of Indigenous Peoples, Albert Barume, addressed the Third Committee of the UN General Assembly and presented his interim report on "Identification, demarcation, registration and titling of Indigenous Peoples’ lands: practices and lessons"

Some of the key takeaways from the report include:

🔹 Indigenous Peoples’ rights to land, territory, and resources are inherent and distinct, grounded in self-determination and ancestral relationships to the land.

🔹 There is a disturbing rise in criminalisation of Indigenous Peoples’ human rights and land defenders, fueled by increasing demand for their lands and resources, from green energy transition projects and rush for rare minerals, expanding carbon markets and the imposition of protected areas.

🔹 A paradigm shift is needed where States see Indigenous Peoples as allies and partners in matters of national and international security.

The Executive Council of the Asia Indigenous Peoples Pact ( ) strongly urges an immediate halt to the airstrikes and exchanges of fire carried out by both the Thai and Cambodian militaries on July 24, 2025. These hostilities have severely endangered civilian populations and escalated the conflict along the Thailand-Cambodia border.

We call on both governments to immediately stop all military actions, especially the use of airstrikes and open fire near civilian areas, and to take swift and concrete steps to de-escalate tensions. Continued hostilities risk developing into a full-scale conflict that could cause irreparable harm to both Thai and Cambodian citizens—particularly Indigenous Peoples who have long inhabited and safeguarded these territories.

We urge the governments of Thailand and Cambodia to:

1. Immediately stop all military actions and avoid further use of airstrikes and artillery in populated areas.

2. Engage in meaningful and peaceful dialogue to resolve territorial disputes and prevent further escalation.

3. Ensure protection and humanitarian support for all affected civilians, especially Indigenous communities along the border.

4. Facilitate the safe return and rehabilitation of displaced persons, and uphold the land rights and cultural integrity of Indigenous Peoples.
