📢 Turn on Federalism 🇮🇳🏛️

⚖️ Between Contestation and Coercion: The State of Indian Federalism

The role that federalism 🤝 has played in the survival and practice of Indian democracy 🗳️ over the last eight decades since Independence 🇮🇳 cannot be underestimated. Yet, the Indian federal system is increasingly under pressure ⚠️, largely due to growing centralisation 🏛️⬆️ accompanied by authoritarian tendencies 🚨.

This session of Turn on Federalism takes stock of the current state of Indian federalism, with a particular focus on the challenges posed by increasing centralisation and authoritarianism.

The Supreme Court ⚖️ plays an ambiguous role: while some decisions (especially on 💰 economic matters) have favoured the states, others (particularly on 🏛️ political issues) have strengthened the Union. The growing encroachment of the Centre into traditional state domains has challenged the federal structure and sparked resistance ✊. However, over the past two years, states that once contested federal overreach have increasingly yielded to the diktat of the Union. The state of Indian federalism has thus moved from contestation 🗣️ to coercion ⛓️.

Her deep experience in rights-based programming, government partnerships, and multi-stakeholder coordination makes her a wonderful addition to our work on parliamentary dialogue and democratic governance.

The Hanns Seidel Foundation Thailand, in partnership with the Bavarian Police and the Royal Thai Police, hosted a specialized seminar and workshop titled “Module Development for Citizen-Oriented Police Training Based on the Philosophy of the Bavarian Police” at the Pinnacle Grand Jomtien Resort in Pattaya, Chonburi. 🏖️

🎯 The event focused heavily on community- and citizen-oriented policing, featuring invaluable insights from the Bavarian Police delegation. The delegation was distinguishedly led by Police Chief Director Manfred Gigl and Police Captain Ralf Eireiner (Chief and Lecturer at the 2nd Special Response and Training Police Center in Eichstätt, Bavaria, Germany).

🔄 Additionally, the workshop facilitated a dynamic knowledge exchange on curriculum development and institutional training among key stakeholders, including:
- The Royal Police Cadet Academy
- The Police Education Bureau
- The Provincial Police Training Centers for Region 2 and Region 7

🚀 The workshop proved highly proactive and effective, yielding practical insights and operational guidelines that will significantly strengthen future police training and development initiatives.

We would like to extend sincere gratitude to the Royal Thai Police, the Bavarian Police, the Royal Police Cadet Academy, the Police Education Bureau, and the Provincial Police Training Centers for Regions 2 and 7 for their dedication and active participation in advancing police curricular development. ✨

มูลนิธิฮันส์ ไซเดล ประเทศไทย (Hanns Seidel Foundation Thailand) ร่วมกับตำรวจรัฐบาวาเรีย (Bavarian Police) และสำนักงานตำรวจแห่งชาติ ได้ร่วมกันจัดงานสัมมนาและเวิร์กชอปเฉพาะทางในหัวข้อ "การพัฒนาหลักสูตรสำหรับการฝึกอบรมตำรวจที่เน้นประชาชนเป็นศูนย์กลาง ตามหลักปรัชญาของตำรวจบาวาเรีย" ณ โรงแรมพินนาเคิล แกรนด์ จอมเทียน รีสอร์ท พัทยา จังหวัดชลบุรี

งานในครั้งนี้มุ่งเน้นไปที่การทำงานของตำรวจในรูปแบบที่เข้าถึงชุมชนและยึดประชาชนเป็นศูนย์กลาง โดยได้รับเกียรติจากคณะผู้แทนตำรวจบาวาเรียมาร่วมแบ่งปันข้อมูลและข้อมูลเชิงลึกอันมีคุณค่า นำโดยผู้บัญชาการโรงเรียนตำรวจ Manfred Gigl และร้อยตำรวจเอก Ralf Eireiner (หัวหน้าและอาจารย์ประจำโรงเรียนตำรวจไอช์ชเต็ท หรือศูนย์ปฏิบัติการพิเศษและฝึกอบรมตำรวจแห่งที่ 2 เมืองไอช์ชเต็ท รัฐบาวาเรีย ประเทศเยอรมนี)

On May 12, 2026,

Hanns Seidel Foundation (HSF) Thailand, in partnership with the Bavarian Police, paid its official visit to the Police Education Bureau Headquarters of the Royal Thai Police.

🌟 The visit marked another meaningful step in strengthening Thai-German police cooperation through an engaging exchange of ideas, experiences, and best practices in police education. Discussions focused on curriculum development, modern training approaches, and future collaboration to enhance police capacity and professionalism.

The delegation had the honour of meeting with Pol. Lt. Gen. Kasemsanti Yoosooksomboon, Senior Expert of the Royal Thai Police and Acting Deputy Commissioner of the Police Education Bureau, together with distinguished representatives from Provincial Police Training Center Region 2 and Region 7.

🚓✨ Strengthening International Cooperation in Police Education ✨🚓

On May 11, 2026, the Hanns Seidel Foundation (HSF) Thailand, in partnership with the Bavarian Police 🇩🇪🤝🇹🇭, had the honour of meeting with Pol. Maj. Gen. Chatchanan Leeratermpong, Ph.D., Deputy Commissioner of the Royal Police Cadet Academy, together with the Academy’s distinguished working group.

🌟 A key highlight of the visit was the dynamic exchange of knowledge and best practices between the Bavarian Police and the Royal Police Cadet Academy, with a special focus on the development of the traffic module initiative. During the meeting, the Bavarian Police also presented the traffic control module manual to the Academy — marking another important milestone in our ongoing collaboration.
