The idea of establishing a network of senior individuals and experts to serve as a mechanism for regional peace and reconciliation was first put forward by distinguished speakers at an international symposium “Asia in the Next Decade” convened in Bangkok in 2011 by the Saranrom Institute of Foreign Affairs Foundation (SIFAF), the Institute of Global Law and Policy (IGLP) of Harvard Law School and

the IGLP programme of the Faculty of Law of Chulalongkorn University. Participants, ranging from former leaders, ministers and international relations experts, prominent businessmen and academics pointed to the fact that Asia, which would have a pivotal role in global socio-economic affairs in the coming decades, is still facing challenges posed by domestic and international conflicts. What Asia lacked, they felt, was a regional non-governmental organization that pulled together diverse individuals with experience in conflict resolution, peacebuilding and reconciliation. This idea was translated into action when the APRC Founding Members met in a Preparatory Meeting for the Establishment of the Asian Peace and Reconciliation Council (APRC) on 4-5 September 2012, at Plaza Athenee Hotel, Bangkok, to deliberate on details of the APRC organization. On 11 December 2025, Prof. Dr. Surakiart Sathirathai, Chairman of the APRC, Chairman of the Chulalongkorn University Council, and Former Deputy Prime Minister and Minister of Foreign Affairs of Thailand, welcomed H.E. Dr. Alfred Gusenbauer, Former Federal Chancellor of the Republic of Austria and distinguished APRC Council Member.

On this occasion, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, former Secretary General of APRC, graciously hosted a luncheon in honour of H.E. Dr. Gusenbauer at Buakaew Hall, Ministry of Foreign Affairs — a gesture reflecting Thailand’s warm friendship with Austria and for Dr. Gusenbauer’s longstanding contributions to peace promotion.

Later in the afternoon, Prof. Dr. Surakiart presided over the opening of the Public Forum on “Changing Geopolitics and New Challenges,” co-organised by the APRC, the Nelson Mandela Center, the Institute of Security and International Studies (ISIS) of Thailand, and the Department of Political Science, Chulalongkorn University, where H.E. Dr. Gusenbauer was a guest speaker.

The Forum attracted strong interest from members of the diplomatic corps, scholars, researchers, and students.

Participants had the rare opportunity to hear profound and thought-provoking insights from H.E. Dr. Gusenbauer during his Keynote Address and the subsequent discussion session.

His reflections highlighted the reshaping of major-power influence, particularly the evolving roles of the United States, China, and Russia; Europe’s responses to emerging geopolitical disruptions; and key recommendations for how Asia may navigate and adapt to these rapidly shifting dynamics including the strengthening of Asia-Europe partnership with a view to creating an international synergy to cope with these emerging challenges.

Adding to H.E. Dr. Gusenbauer’s compelling perspectives, Prof. Dr. Surakiart offered his own reflections in his Opening Remarks, underscoring that the world is undergoing a period of profound geopolitical transformation, accelerated by disruptive technologies that bring both immense opportunities and new vulnerabilities. Amidst all these emerging challenges, he reaffirmed that international cooperation remains the most essential instrument for navigating today’s uncertainties. Captured powerfully in his memorable line:

“Geopolitics divides. Cooperation decides.” direction of the world towards a sustainable growth of every nation.

On 19 June 2025, Ambassador Sihasak Phuangketkeow, Secretary-General of the Asian Peace and Reconciliation Council (APRC), gave a talk on "Thai Foreign Policy Towards Myanmar: Past, Present and Future” organized by the Nelson Mandela Center (Faculty of Political Science, Chulalongkorn University) in collaboration with the Hanns Seidel Foundation. The event was attended by were Ambassadors, representatives of embassies, government officials, students, and researchers.

In his remarks, he spoke about the evolution of Thailand's foreign policy towards Myanmar over the past decades and the key factors shaping Thailand’s approaches which has also evolved over the years. In addressing the current crisis in Myanmar, he emphasized that Myanmar faced daunting challenges four years after the military seizure power and the devastating impact of the earthquake that struck the country. He expressed the hope that the military regime’s plans for election by the end of this year or early next year and current humanitarian crisis could possibly be, if all Myanmar parties are willing to give peace a chance, the opportunity for the beginning of a process of inclusive national dialogue and reconciliation. Importantly, Ambassador Sihasak noted that sustainable peace in Myanmar need to address the root causes. In his view, while the peace process must be Myanmar-led Myanmar-own, Thailand and ASEAN including neighboring countries and major external partners must align their diplomatic efforts aimed at facilitating in a peace process in Myanmar.

Yesterday, Professor Dr. Surakiart Sathirathai, Chairman of the Asian Peace and Reconciliation Council (APRC) sent the following message of condolences on the passing of Tun Abdullah Ahmad Badawi, Former Prime Minister of Malaysia and founding member and Vice Chairman of the APRC to Madam Tun Jeanne Abdullah née Danker:

It is with profound sadness that I have learnt of the passing of Tun Abdullah Ahmad Badawi. I first met “Pak Lah” in 1995 when I was Finance Minister and he was then the Foreign Minister of Malaysia. Subsequently, we met on many occasions during his term as Prime Minister when I served as Foreign Minister. I admired him greatly for his steady leadership of his country during which Malaysia enjoyed significant progress and prosperity.

Tun Abdullah Ahmad Badawi was indeed a man of great integrity and courage and he brought dignity and respect to the high office of Prime Minister of Malaysia. He was a firm believer in the value of education and knowledge which laid the foundation of Malaysia’s successful economic development.

I was also privileged to have worked with him as a founding member of APRC and one of its leading Council members. He was a strong advocate of the cause of peace and reconciliation as was evident from his contributions to the work of the APRC on the situation in the South China Sea and in the South of Thailand.

He hosted us at his residence to many working lunches and dinners. He was always gracious and insightful in his thinking. I still vividly recall our last meeting at his residence on 3 May 2018.

I have always appreciated his wise counsel and I am sure that his many legacies will long be remembered and cherished by his friends and admirers and by the people of Malaysia.

On 2 April 2025, Ambassador Sihasak Phuangketkeow, Secretary-General of the Asian Peace and Reconciliation Council (APRC), took part in a panel discussion during the “3rd BIMSTEC Dialogue 2025 Theme: The Imperatives and Impediments of BIMSTEC” held in Bangkok. The conference was organized by the BIMSTEC Secretariat in collaboration with The India Study Centre of Chulalongkorn University. There were keynote speakers, former senior officers, and academicians from all over the BIMSTEC member states attending the conference.

In his remarks for the session “Impediments to BIMSTEC:
Challenges and Roadblocks”, he addressed two main challenges that in his view will impact on BIMSTEC cooperation. First, the fact was that most of the member countries instead of looking within BIMSTEC region had been looking outward for trade, investment ties, and economic partnerships.

Second, he underscored that, given the disruption to globalization and multilateralism as well as the rise of unilateralism, particularly under the present US administration, it was imperative for the member states to strengthen regional cooperation and regionalism, especially at a time when Asia has emerged as the center of the global economy.

Therefore, these developments have provided impetus for BIMSTEC to move to a higher plane of cooperation and integration. To this end, it was necessary for the member states to demonstrate political will and for India and Thailand to play a leading role.

Today, Professor Dr. Surakiart Sathirathai, Chairman of the Asian Peace and Reconciliation Council (APRC) sent the following message of condolences over the recent earthquake in Myanmar to Senior General Min Aung Hlaing, Prime Minister and Chairman of the State Administrative Council of Myanmar:

I wish to express my deepest concern and heartfelt condolences
over the severe devastation and the heavy loss of life and injuries caused by the powerful earthquakes that struck many regions in Myanmar. Our thoughts and prayers are with the people of Myanmar, especially the bereaved families, in these trying times. We stand by our Myanmar friends and hope that international assistance can be rapidly mobilized and delivered to meet the urgent humanitarian and rehabilitation needs in the wake of this tragic event.

On 21 March 2025, Ambassador Sihasak Phuangketkeow, Secretary-General of the Asian Peace and Reconciliation Council (APRC), attended and gave a keynote speech at the “Forum on Myanmar Beyond 2025: Challenges and Opportunities in the Multipolar World” held in Naypyidaw, Myanmar. The conference was presided over by the Chairman of the State Administrative Council of Myanmar, Senior General Min Aung Hlaing.

In his remarks, he stressed the importance of achieving peace through dialogue and building mutual understanding and trust and that peace must be constantly nurtured. He also highlighted the major transformations shaping the world at large – intensified geopolitical, geo-economic and geo-technological competition, the decline of multilateralism, the rise of unilateralism as well as global challenges such as climate change, pandemics and migration. Ambassador Sihasak also addressed the impact of new technologies, especially AI and digitalization, both their positive effects and the downsides.

He noted that the emerging new world order was marked by increased multipolarity and that the structures of international peace and security had to accommodate the new realities. In a multipolar world, he highlighted the rise of Asia and the advent of the Asian Century. Ambassador Sihasak expressed the hope that ASEAN would lead the way in enhancing peace, stability and prosperity of Asia. He noted in particular that for ASEAN to be strong, each member state had to be strong and put its house in order. A strong and united ASEAN would enable it to contribute to a vibrant and resilient Asia, contributing our peace and prosperity in a multipolar world for the benefit of all the peoples, said Ambassador Sihasak.
