Info Graphic: What to do when you suspect a child 'rights are being violented

#ทำอย่างไรเมื่อพบเด็กถูกละเมิดสิทธิ
หากสงสัยว่าเด็กถูกทำร้าย ไม่ว่าจะเป็นการทำร้ายทางด้านร่างกาย จิตใจ ทางเพศ หรือ ได้รับการเลี้ยงดูที่ไม่เหมาะสม สามารถแจ้งและรายงานเหตุไปยังเจ้าหน้าที่ได้
พระราชบัญญัติคุ้มครองเด็ก มาตรา 29 “ผู้ใดพบเห็นเด็กที่จำต้องอยู่ในการสงเคราะห์หรือคุ้มครองสวัสดิภาพ จะต้องให้การช่วยเหลือเบื้องต้น และแจ้งต่อพนักงานเจ้าหน้าที่ พนักงานฝ่ายปกครองหรือตำรวจ หรือผู้มีหน้าที่คุ้มครองสวัสดิภาพเด็กตามมาตรา 24 โดยมิชักช้า”
การแจ้งหรือการรายงานตามมาตรานี้ เมื่อได้กระทำโดยสุจริตย่อมได้รับการคุ้มครองและไม่ต้องรับผิดทั้งทางแพ่ง ทางอาญาหรือทางปกครอง

พนักงานเจ้าหน้าที่ ตามที่ระบุไว้ใน พ.ร.บ.คุ้มครองเด็ก คือใคร?
1.พนักงานเจ้าหน้าที่โดยตำแหน่ง หมายถึง ปลัดกระทรวง ผู้ว่าราชการจังหวัด นายอำเภอ ปลัดอำเภอ หรือผู้บริหารองค์กรปกครองส่วนท้องถิ่น มีหน้าที่คุ้มครองสวัสดิภาพเด็กในพื้นที่ของตนเอง ไม่ว่าเด็กจะมีผู้ปกครองหรือไม่มีผู้ปกครองก็ตาม
กรุงเทพมหานครจะแตกต่างจากที่อื่น คือ พนักงานเจ้าหน้าที่โดยตำแหน่งของกรุงเทพมหานคร หมายถึง ผู้ว่าราชการกรุงเทพมหานครและผู้อำนวยการเขตต่าง ๆ
2.พนักงานเจ้าหน้าที่ที่ผ่านการอบรมและขึ้นทะเบียน เป็นพนักงานเจ้าหน้าที่ฯ มีหน้าที่ในการสงเคราะห์และคุ้มครองสวัสดิภาพเด็ก ซึ่งต้องผ่านการอบรม ขึ้นทะเบียน และมีการประเมินสุขภาพจิต

3.พนักงานเจ้าหน้าที่ส่งเสริมความประพฤตินักเรียน นักศึกษา จะทำหน้าที่ดูแลเรื่องความประพฤติของนักเรียน นักศึกษา หากมีปัญหาเกินกว่าที่พนักงานเจ้าหน้าที่ในส่วนที่ 3 นี้จัดการได้ จะมีการส่งต่อพนักงานเจ้าหน้าที่ในส่วนที่ 1 และส่วนที่ 2

ข้อมูลที่ควรแจ้งเหตุเพื่อขอความช่วยเหลือ
หากสงสัยหรือพบเห็นเด็ก..มีรอยฟกช้ำ มีบาดแผล หรือร้องไห้ด้วยความเจ็บปวดเป็นประจำ สามารถช่วยเหลือเด็กได้ด้วยการโทรศัพท์แจ้งไปยังหน่วยงานที่เกี่ยว โดยแจ้งข้อมูลดังนี้
-เด็กที่ถูกทำร้ายเป็นใคร บ้านอยู่ที่ไหน ใครเป็นคนทำร้าย (ใคร? ทำอะไร? ที่ไหน? อย่างไร?)
-แจ้งชื่อและเบอร์ติดต่อของผู้แจ้ง เพื่อเจ้าหน้าที่ขอรายละเอียดเพิ่มเติม (ข้อมูลของผู้แจ้งจะถูกปิดเป็นความลับเพื่อความปลอดภัย)

‘a Communicator for Ending Violence against Children’

6 – 7 February, 44 students from Ban Na Khamluang School and Ban Mak Tum School, Udon Thani Province join the 3-day-workshop of ‘a Communicator for Ending Violence against Children’. CPCR team educates them on the impact of violence against children and child bullying prevention. CPCR also invites Mr. Yingpong Munsap, the Director of Panta Creation to give them a lecture of clay animation. Children have a chance to create their clay cartoon characters. 44 characters are gathered together. Then, children are asked to develop their storyboard and start their film production.

6 – 7 February, CPCR, Ban Na Khamluang School and Ban Mak Tum School, Udon Thani Province conduct a 3-Day-workshop of ‘‘a Communicator for Ending Violence against Children’ for secondary school students.

This activity is part of CPCR project ‘End Violence against Children in Thailand and ASEAN’ which is supported by German Federal Ministry for Economic Cooperation and Development (BMZ) and terre des Hommes Germany.

‘a Communicator for Ending Violence against Children’

CPCR and Dhurakit Pundit University, Faculty of Communication Arts, Major of Film and Digital Media conduct a workshop of ‘‘a Communicator for Ending Violence against Children’ for senior students. The workshop aims to educate university students on the impact of violence against children and how to create a public awareness of violence against children. All students have completed the workshop and they are divided into 7 groups to product of short film. All of them would like all parents and other caregivers of children to build a safe place and promote well-being in children.

Children at Ban Naka School in Nan Province join CPCR, PARTAGE, association française de solidarité internationale and Partage RISE to celebrate the 35th anniversary of the International Convention of the Rights of the Children on 20 November 2024.

‘Children Rights – What I want to tell the World’ is the children art exhibition to promote children’s rights in accordance with UNCRC. Before preparing the art gallery, all students have reviewed children rights. When children are asked what is children’s right, some children share that it is a special privilege for children. Some also share that it is rights to be themselves while others share that it is the child protection and the freedom to imagine and create. Then, they learn about their own rights and what type of children rights come after they were born. There also are rights that adults need to provide and promote for them. Later, children select children’s rights that they like and create a picture to tell the world.

CPCR and Nan Primary Educational Service Area Office 2 conduct the workshop of ‘Child Safeguarding School’ for school management teams and teachers from 25 schools. ‘Child Safeguarding Policy’, ‘Child Bullying Prevention’, ‘Feeling YES, Feeling NO’ and ‘Child Sexual Abuse Prevention’ are topics that all participants are interested in. They want to implement activities in their schools so that their students are happy and live in a safe environment.

End Corporal Punishment in Thailand

On 30 October, the Thai House of Representatives vote to approve a draft amendment to the Civil and Commercial Code, Section 1567 (2) in the third reading. 391 members, with one opposing, support the recommendation from the committee of CRC Coalition Thailand. We know that physical discipline has affected child development and, nowadays, many child organization, including CPCR, has promoted the positive discipline in the home.

‘A Communicator for Ending Violence against Children’

“…I would show my short movie that I have made to people in my community…”

This is feedback from one of university students who has joined CPCR program of ‘a Communicator for Ending Violence against Children’. This is the program that CPCR works with Dhurakij Pundit University, the Faculty of Communication Arts (CA), the Program of Film and Digital Media and there are 60 senior students who join the program. All university students have a chance to learn about social issues, especially the topic of violence against children. After they understand root caused and impacts of violence against children, they can create a short film and share to the general public.

At this stage, all students have developed storyboards and presented them to specialists. There are also feedbacks so that they can improve their short films.

This activity is part of CPCR project ‘End Violence against Children in Thailand and ASEAN’ which is supported by German Federal Ministry for Economic Cooperation and Development (BMZ) and terre des Hommes Germany.
