Today, Datuk Dr Habibah Abdul Rahim, Director of the SEAMEO Secretariat, joined Datuk P Kamalanathan, former Deputy Minister of Education of Malaysia, and Gerson Abesamis, Director at the Department of Education of the Philippines, for the panel “𝗠𝗶𝗻𝗶𝘀𝘁𝗲𝗿𝗶𝗮𝗹 𝗣𝗲𝗿𝘀𝗽𝗲𝗰𝘁𝗶𝘃𝗲𝘀: 𝗛𝗼𝘄 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗲𝘀 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 𝗹𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝘄𝗶𝘁𝗵𝗼𝘂𝘁 𝗹𝗶𝗺𝗶𝘁𝘀,” moderated by Jamie Zucker, Regional Higher Education Adviser at the UK Foreign, Commonwealth and Development Office (FCDO).

The discussion explored what helps education strategies move from ambition to implementation, how systems can remain responsive amid rapid change, and where deeper regional cooperation can help learning move more easily across institutions and borders.

SEAMEO also convened a 𝗣𝗼𝗹𝗶𝗰𝘆 𝗟𝗲𝗮𝗱𝗲𝗿𝘀’ 𝗥𝗼𝘂𝗻𝗱𝘁𝗮𝗯𝗹𝗲 𝗮𝗻𝗱 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝘄𝗶𝘁𝗵 𝗜𝗻𝘁𝗲𝗹, opened by Datuk Dr Habibah with a keynote on moving from teacher readiness to system readiness, followed by a futures workshop facilitated by Carlo Fernando of SEAMEO Secretariat. Leaders worked together to imagine the K to 12 teacher, learner and education system of 2035, and then worked backwards to identify how that future could be made possible.

This October, SEAMEO leads a first-of-its-kind regional gathering dedicated to pre-service teacher education — uniting Teacher Education Councils, Ministries of Education, universities, and the SEA Teacher Programme community to examine what it takes to prepare teachers who are ready for Southeast Asia's classrooms, and to strengthen a shared regional identity among the teachers who will lead them.

On the Forum’s final day, SEAMEO Director 𝗗𝗮𝘁𝘂𝗸 𝗗𝗿 𝗛𝗮𝗯𝗶𝗯𝗮𝗵 𝗔𝗯𝗱𝘂𝗹 𝗥𝗮𝗵𝗶𝗺 joined 𝗣𝗶𝗲𝗿𝗿𝗲 𝗚𝗼𝗺𝗲𝘇, Minister of Higher Education, Research, Science and Technology of The Gambia; 𝗜𝗴 𝗜𝗯𝗲𝗿𝘁 𝗕𝗶𝘁𝘁𝗲𝗻𝗰𝗼𝘂𝗿𝘁, UNESCO Chairholder on AI in Education Unplugged; and 𝗡𝗮𝗶𝗹𝗮𝗮 𝗔𝗹𝘁𝘄𝗮𝗶𝗿𝗷𝗶, Advisor to the President for Capacity Building at SDAIA, for the session “𝘚𝘶𝘴𝘵𝘢𝘪𝘯𝘪𝘯𝘨 𝘵𝘩𝘦 𝘗𝘶𝘣𝘭𝘪𝘤 𝘗𝘶𝘳𝘱𝘰𝘴𝘦𝘴 𝘰𝘧 𝘌𝘥𝘶𝘤𝘢𝘵𝘪𝘰𝘯 𝘪𝘯 𝘵𝘩𝘦 𝘈𝘨𝘦 𝘰𝘧 𝘈𝘐: 𝘍𝘰𝘤𝘶𝘴 𝘰𝘯 𝘏𝘪𝘨𝘩𝘦𝘳 𝘌𝘥𝘶𝘤𝘢𝘵𝘪𝘰𝘯,” moderated by 𝗦𝗵𝗮𝗳𝗶𝗸𝗮 𝗜𝘀𝗮𝗮𝗰𝘀, Chief of Section for Technology and AI in Education at UNESCO.

Drawing on PISA 2025 and SEAMEO’s SEA-PLM data, Datuk Dr Habibah highlighted a growing challenge: while AI use among students is accelerating, foundational learning remains a concern. She emphasised the role of universities in helping learners move beyond simply consuming AI-generated answers toward questioning, researching, creating, and shaping technology responsibly.

Asked to name the most vital human capacity higher education should foster in the age of AI, she answered: “𝗜𝗻𝘁𝗲𝗻𝘁𝗶𝗼𝗻. 𝗕𝗲𝗰𝗮𝘂𝘀𝗲 𝗮𝘀 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝗯𝗲𝗰𝗼𝗺𝗲𝘀 𝗯𝗲𝘁𝘁𝗲𝗿 𝗮𝘁 𝗵𝗲𝗹𝗽𝗶𝗻𝗴 𝘂𝘀 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗵𝗼𝘄, 𝗵𝘂𝗺𝗮𝗻 𝗯𝗲𝗶𝗻𝗴𝘀 𝗺𝘂𝘀𝘁 𝗿𝗲𝗺𝗮𝗶𝗻 𝗰𝗹𝗲𝗮𝗿 𝗮𝗯𝗼𝘂𝘁 𝘁𝗵𝗲 𝘄𝗵𝘆.”

PISA 2025 brings encouraging news for Southeast Asia, reflecting a sign of hard-won progress across diverse education systems. 𝗦𝗶𝗻𝗴𝗮𝗽𝗼𝗿𝗲 remains to demonstrate outstanding performance in reading literacy, while 𝗖𝗮𝗺𝗯𝗼𝗱𝗶𝗮, 𝗧𝗵𝗮𝗶𝗹𝗮𝗻𝗱, 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀, 𝗜𝗻𝗱𝗼𝗻𝗲𝘀𝗶𝗮, and 𝗠𝗮𝗹𝗮𝘆𝘀𝗶𝗮 all posted gains in reading scores compared to 2022.

But PISA scores, as any learning metric, should not be viewed merely as a ranking competition. SEAMEO works with the region’s Ministries of Education to celebrate achievements and address challenges that can serve as a foundation for learning and building a more inclusive education system.

The regional education agenda remains to focus on capacity building, the exchange of best practices, and support for countries seeking to expand their participation in international education assessments.
