Animal Welfare Groups Urge Overhaul of Thailand’s 12-Year-Old Protection Law
Twelve animal welfare organizations have petitioned Parliament through the Democrat Party to urgently amend Thailand’s Prevention of Animal Cruelty and Provision of Animal Welfare Act, citing unclear provisions, weak enforcement, and inadequate funding and specialist staff.
The groups want broader legal protection for animals, clearer powers for officials to investigate cruelty and rescue abandoned animals, and improved support for pets during disasters. They also called for clearer rules on practices such as ear cropping, tail docking, tusk removal, and traditional animal fighting.
Democrat Party representatives said they would seek support from MPs to advance the amendments. The groups also urged lawmakers to review the current maximum two-year prison sentence, arguing that the lack of a minimum penalty may fail to deter repeat offenders.
