SEAMEO RIHED is the South-East Asian Ministers of Education Organization Centre specializing in higher education development. It is hosted by the Thai Government, located at the fifth floor of the Office of the Higher Education Commission building, Ministry of Education in Bangkok, Thailand. Objectives

To assist the Member States in fostering efficiency and effectiveness of higher education in th

eir respective countries, with a focus on policy and planning processes, administrative and management systems through professional training and policyoriented research, taking into consideration the special needs and pressing problems together with the cultural factors of individual Member States for integrated human resource development

To serve as the regional centre and clearing-house for higher education information and documentation, promoting the exchange and dissemination of information and research findings on higher education planning and management, both within and outside the region

To promote collaboration among Member States for establishing institutional linkages, and to assist them in strengthening institution building and development. Its main activities, in line with other SEAMEO centers, includes training, research, and information dissemination with the special focus on fostering efficiency and effectiveness of higher education policy and planning, management, and administration in SEAMEO Member Countries.

SEAMEO RIHED was pleased to co-host the SEAMEO RIHED–AKEPT Seminar under the Ministry of Higher Education Malaysia’s Telaah initiative, held at the Senate Chamber, Chancellor’s Building, Universiti Kebangsaan Malaysia.

The seminar brought together senior leaders, policymakers, and experts for a thought-provoking dialogue discussing the book titled “Higher Education: Democratisation, Commercialisation, and Internationalisation,” by Qasim Ahmad, the discussion explored critical issues including expanding access, market-driven approaches, and the growing importance of internationalisation and cross-border collaboration.

On 9 March 2026, Dr. Choltis Dhirathiti, Centre Director of SEAMEO RIHED, delivered a talk on “Regional Higher Education Collaboration in Southeast Asia/ASEAN: Trends, Challenges and Lessons Learned” for the Japanese University Network in Thailand (JUNThai) at the Embassy of Japan in Thailand.

During the session, Dr. Choltis shared insights on the latest developments in regional higher education collaboration, highlighting SEAMEO RIHED’s work through the Asian International Mobility for Students (AIMS) Programme. These efforts aim to support universities in nurturing talent across the region, promoting AIMS Unique Competences, and expanding regional networks beyond traditional bilateral exchanges by encouraging communication among key stakeholders.

We sincerely appreciate the opportunity to engage with the JUNThai community and look forward to continued collaboration in advancing higher education cooperation in the region.

Strengthening Leadership with Gender Equity, Diversity and Inclusivity (GEDI) in Higher Education Institutions in Southeast Asia (Phase II End-Phase Activities)

SEAMEO RIHED, in partnership with the British Council, is pleased to launch a call for a consultant to support the end-phase activities of Phase II of the Strengthening Leadership with Gender Equity, Diversity and Inclusivity (GEDI) in Higher Education Institutions in Southeast Asia Project.

This regional initiative engages universities and policymakers across 11 Southeast Asian countries and the UK higher education institutions to advance gender equity, diversity and inclusivity within higher education systems. As Phase II progresses, the Project seeks to consolidate key evidence and insights to inform future regional directions.

The selected consultant will be responsible for:
- Conducting a regional baseline study on gender equity, diversity and inclusivity in Southeast Asian higher education
- Undertaking a comparative analysis of selected research projects addressing GEDI in higher education
- Developing a contextualised glossary of key GEDI concepts for the Southeast Asian higher education sector

We wish to convey our deepest condolences on the passing of Atty. Lily Freida C. Macabangun-Milla, Director of the International Affairs Service of the Commission on Higher Education.

We are deeply saddened by this loss. Atty. Milla was a committed and respected leader whose dedication to international cooperation and higher education development made a lasting contribution to the Philippines and to the region. Her professionalism, warmth, and unwavering commitment will be remembered by colleagues and partners across Southeast Asia and beyond. Throughout the years of collaboration between CHED and SEAMEO RIHED, she was a constant source of support, encouragement, and guidance.

Beyond her professional excellence, Atty. Milla will be remembered for her compassion, kindness, and the genuine care she extended to those around her. She had a rare ability to make collaboration feel human, to offer reassurance in difficult moments and to quietly uplift others through her presence. Her impact touched lives and made the work we do feel more meaningful.

Our thoughts are with her family, loved ones, and the entire Commission on Higher Education(CHED) community. We join you in mourning the loss and honour the life, service, and legacy of an exceptional lady who we regard as our beloved friend.

May her memory continue to inspire the work we carry forward together.
