CASE - Clean, Affordable and Secure Energy for Southeast Asia

CASE - Clean, Affordable and Secure Energy for Southeast Asia The project CASE aims to drive change in the Southeast Asian power sector towards an increased ambition with regard to climate change mitigation.

The programme focuses on 4 countries Indonesia, Viet Nam, Thailand, and the Philippines. The CASE programme objective is to propose evidence-based solutions to the challenges that decision-makers are facing and to build societal support around those solutions in the region by applying a joint fact-finding approach to narrow areas of disagreement through the involvement of expert analysis and dialogue. CASE furthermore aims at supporting coordination in the SEA power sector by providing technical and policy support and facilitating dialogue concerning energy issues.

⚡ Connecting regional ambition with national action on the ASEAN Power Grid 🌏

At the ASEAN Energy Business Forum (AEBF) 2026, Maximilian Heil, Regional Project Coordinator at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH for Clean, Affordable and Secure Energy for Southeast Asia (CASE), joined a panel discussion at the EU FORA booth to discuss how ASEAN Power Grid (APG) cooperation can support national energy priorities and advance cross-border electricity trade.

Drawing on CASE’s ongoing work, key takeaways included:

🔎 Understanding benefits country by country. CASE’s ongoing national-benefits studies for Indonesia, the Philippines, Thailand and Viet Nam examine how APG participation could support energy security, affordability and renewable energy integration, alongside each country’s challenges and priorities.

🤝 Making gains, costs and risks clear. Exporting, importing and transit countries have different interests and responsibilities. Understanding these perspectives helps countries assess their participation and identify arrangements that work for all involved.

📋 Turning regional commitments into national action. Regional cooperation needs to be reflected in national power development plans, regulation, grid planning and investment decisions.

🔗 Building integration step by step. Concrete projects can build experience and trust, supporting progress from bilateral to sub-regional and multilateral power trade. Europe’s experience offers lessons on developing compatible rules, standards and institutions that ASEAN can adapt to its own context.

Through research and dialogue with regional and national partners, CASE supports informed decisions on the APG and its contribution to clean, affordable and secure energy in Southeast Asia.

⚡ Bringing energy planning to life at Bangkok Climate Action Week 2026 🎲

The Clean, Affordable and Secure Energy for Southeast Asia (CASE) team in Thailand was pleased to join GIZ Thailand Exposition at One Bangkok, held as part of Bangkok Climate Action Week (BKKCAW) 2026, where we showcased The Power Jungle: Pathway to Sustainable Energy board game and engaged with participants on energy planning.

Developed by the Energy Research Institute (ERI), Chulalongkorn University, under CASE, the educational board game introduces players to the realities of energy planning through hands-on decision-making. It offers an accessible way to explore the choices and trade-offs involved in building a secure, affordable and sustainable electricity system.

💡 As Thailand advances its energy transition, strengthening public understanding of how electricity systems work is increasingly important. Interactive learning experiences such as The Power Jungle can help bring complex energy issues into everyday conversations, enabling more people to understand policy choices and contribute to discussions about Thailand’s energy future.

⚡ Strengthening ASEAN’s energy data ecosystem through collaboration

On 6 October 2026, Sascha Oppowa, GIZ Project Director of Clean, Affordable and Secure Energy for Southeast Asia (CASE), joined the panel “Powering ASEAN’s Energy Transition: Building a Smarter Energy Data Ecosystem” co-hosted by the World Bank at the ASEAN Energy Business Forum 2026.

🤝 At the centre of the discussion was the importance of collaboration in building and strengthening energy knowledge and data platforms across the region.

A key milestone highlighted during the discussion was the transfer of the Southeast Asia Information Platform for the Energy Transition - SIPET to the ASEAN Energy Data System (AEDS). The integration brings together regional knowledge, data and expertise, creating new opportunities to strengthen access to energy information across ASEAN.

💡 Drawing on the development of SIPET, Sascha highlighted the value of keeping knowledge platforms collaborative, modular and purpose-driven — connecting different sources of knowledge while creating the flexibility to grow and respond to the region’s evolving needs.

🌏 The integration of SIPET into AEDS marks an exciting step towards a more connected and accessible energy data ecosystem for , built through regional collaboration and shared knowledge.
