🙋 วันนี้ (19 ส.ค.) กิจกรรม "ตามหาสภาจำลอง" (Model Parliament) “Smart Youth Parliament 2026” จัดโดย กลุ่มงานเผยแพร่ประชาธิปไตยและกิจกรรมสภาผู้แทนราษฎร สำนักประชาสัมพันธ์ สำนักงานเลขาธิการสภาผู้แทนราษฎร ร่วมกับมูลนิธิคอนราด อาเดนาวร์ สำนักงานประเทศไทย ได้เปิดพื้นที่ให้เยาวชนได้เรียนรู้ระบบงานรัฐสภาและการประชุมสภาผู้แทนราษฎร โดยเน้นให้ทุกคนได้มีปฏิสัมพันธ์กับองค์ความรู้ (Active Learning) ผ่านการแสดงบทบาทสมมติ หรือจำลองการประชุมสภาผู้แทนราษฎร ในหัวข้อ “การแสดงญัตติ”
กิจกรรมในวันนี้ แต่ละโรงเรียนสามารถเลือกประเภทของญัตติที่จะนำเสนอตามความสนใจ และมีเวลาการแสดงตามหัวข้อที่กำหนดทีมละ 20-30 นาที คณะกรรมการตัดสินโดยพิจารณาจากเนื้อหา องค์ความรู้ กฎระเบียบ ข้อบังคับการประชุมสภาผู้แทนราษฎร ความถูกต้องของกระบวนการ และความเหมาะสมของการเสนอญัตติ ผู้เข้าร่วมแข่งขันเป็นนักเรียนระดับมัธยมศึกษาตอนปลายในพื้นที่กรุงเทพมหานคร จำนวน 4 โรงเรียน ได้แก่ โรงเรียนเซนต์คาเบรียล โรงเรียนเลิร์นสาธิตพัฒนา โรงเรียนสตรีวิทยา และโรงเรียนเตรียมอุดมศึกษา สุวินทวงศ์
🌟 ทั้ง 4 โรงเรียนสามารถจำลองการประชุมสภาออกมาได้อย่างน่าประทับใจ นักเรียนทุกคนแสดงให้เห็นถึงความสามารถในการสื่อสารที่มั่นใจและเป็นธรรมชาติ โดยแต่ละทีมต่างก็มีจุดเด่นที่แตกต่างกัน ไม่ว่าจะเป็นการเปิดประชุมสภา การเสนอญัตติ การขอตั้งคณะกรรมาธิการวิสามัญ การรวมญัตติ การขอพักการประชุม ตลอดจนการชี้แจงข้อมูล ซึ่งสะท้อนให้เห็นถึงความเข้าใจในกระบวนการและบรรยากาศของการประชุมสภาได้เป็นอย่างดี 👏 ทั้งนี้ ขอชื่นชมทุกโรงเรียนสำหรับการเลือกประเด็นญัตติที่นำเสนอ ซึ่งล้วนเป็นประเด็นร่วมสมัยและกำลังได้รับความสนใจจากสังคม ทำให้สภาจำลองครั้งนี้เป็นมากกว่าการจำลองการประชุม แต่ยังเป็นพื้นที่ให้เยาวชนได้แสดงความคิดเห็นและนำเสนอมุมมองของตนเองต่อประเด็นปัญหาที่หลากหลาย พร้อมทั้งได้ฝึกการอภิปรายและแลกเปลี่ยนความคิดเห็นอย่างเป็นระบบตามกระบวนการของสภา ตลอดจนเรียนรู้การรับฟังและเคารพความคิดเห็นที่แตกต่างกัน
📢 ทั้งนี้ สำนักประชาสัมพันธ์ สำนักงานเลขาธิการสภาผู้แทนราษฎร จะมีการนำคลิปวิดีโอไฮไลต์การแสดงออกที่โดดเด่นของเยาวชนไปเผยแพร่ผ่านสื่อสังคมออนไลน์ เพื่อเป็นการกระตุ้นและสร้างแรงบันดาลใจให้แก่เยาวชนในต่างจังหวัดให้เข้ามาร่วมเป็นส่วนหนึ่งของกิจกรรมในอนาคตต่อไป

📚 👥 “Model Parliament”: Learning about Parliament and Democracy through simulated House of Representatives proceedings
🙋 Today (19 August), the “Model Parliament” activity under the Smart Youth Parliament 2026, organised by the Secretariat of the House of Representatives, through the Democracy and the House Activities Dissemination Division of the Public Relations Bureau, with the support of , provided young people with an opportunity to learn about the parliamentary system and the proceedings of the House of Representatives. The activity emphasised Active Learning through simulated parliamentary session on the topic of “Parliamentary Motions.”
During today’s activity, each school selected a type of motion to present based on their interests. Each team was given 20-30 minutes to perform its simulation. The judging criteria included the content and knowledge presented, understanding of parliamentary rules and regulations, accuracy of the parliamentary procedures, and the appropriateness of the proposed motion. Four schools from Bangkok participated in the competition: Saint Gabriel’s College, Learn Satit Pattana School, Satriwithaya School, and Triamudom Suksa Suwinthawong School.
🌟 All four schools delivered highly impressive simulations of parliamentary proceedings. The students demonstrated clear and natural communication skills, with each team showcasing its own unique strengths. These included calling the meeting to order, moving motions, requesting the establishment of an ad hoc committee, combining motions, requesting recess, and providing clarifications. Their performances reflected a strong understanding of parliamentary procedures and the dynamics of a parliamentary session. 👏 We would also like to commend all participating schools for selecting timely and relevant motions that address issues currently receiving public attention. This made the Model Parliament more than just a simulation. It became a platform for young people to express their views on a range of social issues, while practising how to debate and exchange opinions in a structured manner following parliamentary procedures, and learning to listen to and respect different perspectives.
📢 The Public Relations Bureau of the Secretariat of the House of Representatives will also share highlight videos featuring outstanding moments through social media to encourage young people across Thailand to take part in similar activities in the future. Stay tuned!

☁️ เมื่ออากาศสะอาดไม่ใช่เพียงเรื่องของปัญหาสิ่งแวดล้อม แต่เป็นเรื่องของคุณภาพชีวิตที่ดีและสิทธิที่ทุกคนพึงมี การทำความเข้าใจถึงสิทธิและบทบาทที่เรามี คู่ขนานไปกับการผลักดัน พ.ร.บ. อากาศสะอาดจึงเป็นเรื่องสำคัญ
เมื่อวันที่ 6 ส.ค. ที่ผ่านมา มูลนิธิคอนราด อาเดนาวร์ สำนักงานประเทศไทย ร่วมกับ ศูนย์สร้างสรรค์เมือง (The Creative Urban Solution Center: CUSC) จัดสัมมนาภายใต้โครงการ “เสริมสร้างความรู้ความเข้าใจเกี่ยวกับร่างพระราชบัญญัติอากาศสะอาดและบทบาทของประชาชนในการเข้าถึงความยุติธรรมทางสิ่งแวดล้อม (ระยะที่ 1)” ณ จังหวัดแม่ฮ่องสอน
⛰ แม่ฮ่องสอนเป็นหนึ่งในจังหวัดทางภาคเหนือที่เผชิญกับปัญหามลพิษทางอากาศอย่างต่อเนื่อง กิจกรรมครั้งนี้จึงเปิดพื้นที่ให้คนในท้องถิ่นได้ทำความเข้าใจถึงที่มาและความสำคัญของร่าง พ.ร.บ. อากาศสะอาด รวมถึงแลกเปลี่ยนว่า กฎหมายฉบับนี้จะนำมาปรับใช้กับบริบทของพื้นที่ได้อย่างไร และจะส่งผลต่อสิทธิและหน้าที่ของประชาชนอย่างไรบ้าง
จากกิจกรรมสัมมนา สาระสำคัญของ ร่าง พ.ร.บ. อากาศสะอาด มีดังนี้
🔹 รับรองสิทธิในอากาศสะอาดของประชาชน ซึ่งหมายความว่า รัฐมีหน้าที่ต้องรับรองและคุ้มครองให้ประชาชนสามารถเข้าถึงอากาศสะอาดได้ ทั้งยังเปิดโอกาสให้ประชาชนมีสิทธิในการเข้ามามีส่วนร่วมในกระบวนการตัดสินใจมากขึ้น
🔹 บูรณาการอย่างเป็นระบบโดยอาศัยความร่วมมือจากทุกภาคส่วนและมีการแลกเปลี่ยนข้อมูลระหว่างกัน รวมถึงการจัดตั้งกลไกคณะกรรมการทั้งระดับชาติ ระดับจังหวัด และระดับวิชาการ เพื่อวางแผนจัดการมลพิษจากแหล่งกำเนิดที่หลากหลาย และให้แต่ละพื้นที่สามารถออกแบบแนวทางที่สอดคล้องกับบริบทของตนเองได้
🔹 สร้างทั้งมาตรการทางกฎหมาย เช่น การปรับหรือบทลงโทษตามหลักหลักการผู้ก่อมลพิษเป็นผู้จ่าย (Polluter Pays Principle: PPP) และมาตรการทางเศรษฐศาสตร์ เช่น แนวคิดเรื่องกองทุนหรือสิทธิประโยชน์ทางภาษีสำหรับผู้ประกอบการที่ดำเนินการโดยลดการปล่อยมลพิษ เพื่อสร้างแรงจูงใจให้ลดการปล่อยฝุ่นและมลพิษ
👥💬 ตลอดกิจกรรม เยาวชน ผู้นำชุมชน ตัวแทนกลุ่มชาติพันธุ์ และเจ้าหน้าที่รัฐท้องถิ่น ได้ร่วมกันระดมความคิดเห็นและสะท้อนปัญหาสิ่งแวดล้อมจากประสบการณ์จริงในพื้นที่ รวมถึงเสนอมุมมองที่มีต่อร่าง พ.ร.บ. ดังกล่าว ซึ่งจะนำไปสู่การพัฒนาข้อเสนอ แนวทาง หรือแผนปฏิบัติการเพื่อแก้ไขปัญหาสิ่งแวดล้อมในระดับท้องถิ่นได้ดีมากยิ่งขึ้น
🔴 ปัจจุบัน ร่าง พ.ร.บ. อากาศสะอาดอยู่ในขั้นพิจารณารอบ 2 ของคณะกรรมาธิการวิสามัญ สภาผู้แทนราษฎร โดยภาคประชาชนยังคงติดตามสาระสำคัญของร่างกฎหมายอย่างต่อเนื่อง โดยเฉพาะหลักผู้สร้างมลพิษต้องรับผิดชอบ พร้อมเน้นย้ำว่าการพิจารณาร่างกฎหมายควรคำนึงถึงประโยชน์ด้านสุขภาพของประชาชนและการคุ้มครองสิ่งแวดล้อมเป็นสำคัญ

🌿 Why does the Clean Air Act matter, and how does it affect our everyday lives?

☁️ Clean air is more than an environmental issue. It is closely connected to our rights to life, health, and well-being. That is why understanding our rights and roles in this issue is essential, alongside continued efforts to advance the Clean Air Act.
On 6 August, , in collaboration with the Creative Urban Solution Center ( ), organised a seminar under the project “Enhancing Understanding of the Draft Clean Air Act and Role of Citizens in Accessing Environmental Justice (Phase 1)” in Mae Hong Son Province.
⛰ Mae Hong Son is one of Thailand’s northern provinces that has been continuously and severely affected by air pollution. The seminar, therefore, provided a space for local communities to learn more about the background and importance of the Draft Clean Air Act, while discussing how the proposed legislation could be applied to the local context and what it could mean for citizens’ rights and responsibilities.
Based on the seminar, the draft Clean Air Act focuses on:
🔹 Recognising clean air as a fundamental right, meaning that the state has a duty to ensure and protect people’s access to clean air, and also gives citizens greater opportunities to participate in decision-making processes.
🔹 Taking a systematic approach to tackling air pollution through cooperation and information sharing among all sectors. This includes establishing mechanisms at the national, provincial, and academic levels to address pollution from various sources and allow each area to develop approaches suited to its own context.
🔹 Combining penalties and incentives to drive change, including legal measures such as fines and other penalties according to Polluter Pays Principle (PPP), as well as economic measures such as funds or tax incentives for businesses that reduce their emissions. These measures aim to encourage reductions in particulate matter and other forms of pollution.
👥 💬 Throughout the activity, young generation, community leaders, representatives of ethnic communities and local government officials came together to exchange their views on the draft and share environmental challenges based on their experiences in Mae Hong Son, contributing to the development of proposals, approaches and local action plans to address environmental challenges more effectively.
🔴 The draft Clean Air Act is currently undergoing its second-round review by the ad hoc committee of the House of Representatives. Civil society continues to monitor the process, particularly the Polluter Pays Principle, while emphasising that public health and environmental protection should be the primary considerations.

เมื่อวันที่ 7 ส.ค. ที่ผ่านมา สำนักงานศาลปกครองเชียงใหม่ ด้วยการสนับสนุนจาก จัดกิจกรรมอบรมเพื่อสร้างความรู้ความเข้าใจเกี่ยวกับการดำเนินคดีปกครองด้วยวิธีการทางอิเล็กทรอนิกส์ ณ คณะนิติศาสตร์ มหาวิทยาลัยเชียงใหม่ โดยมีเจ้าหน้าที่ของรัฐในเขตอำนาจศาลปกครองเชียงใหม่เข้าร่วมการอบรม
กิจกรรมอบรมได้รับการออกแบบมาเพื่อเสริมสร้างเครื่องมือและองค์ความรู้ที่จำเป็นให้แก่เจ้าหน้าที่ในการปรับตัวสู่กระบวนการยุติธรรมดิจิทัล ผู้เข้าร่วมจะได้รับการฝึกอบรมภาคปฏิบัติผ่านผ่านกิจกรรมเชิงโต้ตอบที่เปิดโอกาสให้ผู้เข้าร่วมได้แลกเปลี่ยนความคิดเห็นและประสบการณ์เกี่ยวกับกระบวนการดำเนินคดีตั้งแต่ต้นจนจบ โดยครอบคลุมกระบวนการดำเนินคดีทางอิเล็กทรอนิกส์ทั้งหมด ตั้งแต่การลงทะเบียนเข้าสู่ระบบ การจัดเตรียมและยื่นเอกสารคำฟ้อง การยื่นคำให้การและคำคัดค้าน การยื่นเอกสารเพิ่มเติม ตลอดจนกระบวนการไกล่เกลี่ยข้อพิพาททางอิเล็กทรอนิกส์

⚖️📱 Strengthening Public Officials' Capacity in Using the Electronic Administrative Court System (e-AdminCourt) at the Chiang Mai Administrative Court
On 7 August, the Chiang Mai Administrative Court, with the support of , organised a training workshop at the Faculty of Law, Chiang Mai University, to enhance participants' understanding of administrative litigation through e-AdminCourt. The workshop brought together government agencies within the jurisdiction of the Chiang Mai Administrative Court.
The programme is designed to equip officials with the necessary tools and knowledge to successfully navigate the judiciary's transition to digital platforms. Through this project, participants will receive hands-on training using simulated case scenarios that mirror actual administrative court proceedings. The training covers the complete process of electronic litigation, including system registration, preparation and submission of case documents, filing answers and objections, supplementary submissions, and electronic mediation procedures.
📲 This training programme will be implemented through all 14 regional Administrative Court Offices nationwide. Follow our page for updates on this and other initiatives supported by KAS Thailand.

เดินหน้าต่อกับกิจกรรม “เวทีแลกเปลี่ยนชุมชน x Experts” ที่จะพาไอเดียจากวันนี้ไปต่อสู่การลงมือทำ ผ่านการทดลองใช้เครื่องมือดิจิทัล ร่วมกันเสนอนโยบาย และระบุหน่วยงานและภาคีที่เกี่ยวข้อง เพื่อเชื่อมโยงการทำงานระหว่างภาคส่วนและขับเคลื่อนการพัฒนาบางกะเจ้าอย่างเป็นรูปธรรม

🌱 Shaping the Future Together: 5th OpenGov for Citizen Activity, under the “Listening to Bang Kachao” Community Dialogue
🏝️ On 9 August, the Office of the Public Sector Development Commission ( ), in collaboration with , Samut Prakan Province, and partners including RUBEA, Faculty of Architecture, Chulalongkorn University, LANDPROCESS, and many other organisations, organised “Share the Vision, Shape the Future Kachao.” The event brought together Bang Kachao community members, civil society organisations, local entrepreneurs, local administrative authorities, and national government agencies to exchange experiences, pain points, and expectations of the future of Bang Kachao.
📍 Bang Kachao, a green oasis on an island in the Chao Phraya River just across from Bangkok, faces an important challenge: how can the area balance tourism and development with the preservation of its local economy, agricultural way of life, and unique green spaces?
💡 So, what kind of future do local communities want to see?
Following discussions and a vote among participants, the vision that received the strongest support was “From Diversity to Sustainable Income.” One of the ideas proposed was to further develop Bang Kachao’s green spaces and explore carbon credits as a mechanism for generating sustainable income for local communities.
🌿 Every idea and vision shared by participants matters. Together, they will contribute to the development of Thailand’s National Action Plan (NAP) as part of the country’s commitment to the Open Government Partnership (OGP).
🚀📅 The journey continues on 14 September 2026!
The next “Community x Experts” forum will take the ideas generated today a step further, introducing digital tools, developing policy proposals, and identifying relevant government agencies and partners. By connecting different sectors and strengthening collaboration, the forum aims to turn shared ideas into concrete action for the future of Bang Kachao.
