إدانة شديدة واستغاثة عاجلة للتدخل الفوري لوقف استهداف وحصار مشفى خالد فجر في حيّ الشيخ مقصود – حلب
نحن، المنظمات المدنية الموقّعة أدناه، نُحمل الحكومة السورية الانتقالية كامل المسؤولية عن الاستهداف المستمر والمباشر لمشفى خالد فجر، المشفى الوحيد الذي يقدّم خدمات طبية في حيّ الشيخ مقصود بمدينة حلب، وما يرافق ذلك من حصار كامل للمرفق ووجود عشرات المدنيين داخله من نساء وأطفال وكبار سن، إضافة إلى جرحى ومصابين، في ظروف إنسانية قاسية وتهديدٍ مباشر للحياة.
تشير المعلومات الموثوقة الواردة من داخل المشفى إلى أنّه محاصر حالياً من قبل "الجيش العربي السوري"، ويتعرّض لقصف كثيف بالطائرات المسيّرة والأسلحة الثقيلة، مع استخدام القنابل المسيلة للدموع، في ظل استمرار الاشتباكات في محيط المشفى. ويجري ذلك بينما يفتقر المحاصرون داخل المشفى إلى الحدّ الأدنى من مقوّمات الحياة والرعاية الطبية، بما في ذلك الدواء والماء والكهرباء والتدفئة، ما يضاعف خطر وقوع خسائر بشرية جسيمة في أي لحظة.
إنّ هذه الأفعال ترقى إلى جرائم حرب وتشكل انتهاكاً جسيماً للقانون الدولي الإنساني، الذي يفرض حماية خاصة وغير مشروطة للمستشفيات والمرافق الطبية المدنية، ويحرّم استهدافها أو محاصرتها أو تعطيل عملها تحت أي ذريعة. ولا تُسقط التحذيرات المسبقة أو الادعاءات العسكرية صفة الحماية القانونية عن هذه المرافق، كما لا تُعفي الجهات المنفّذة من المسؤولية القانونية الكاملة عن الآثار الإنسانية الخطيرة المترتبة على تعريضها للخطر أو تعطيلها.
وعليه، نطالب الحكومة السورية الانتقالية بشكل عاجل وواضح بـ:
▪️الوقف الفوري والكامل لجميع أشكال الاستهداف والقصف والحصار المفروض على مشفى خالد فجر ومحيطه.
▪️فتح ممرّ إنساني آمن وفوري لإجلاء الجرحى وتوفير الحماية للمدنيين المحاصرين داخل المشفى.
▪️السماح العاجل بدخول الأدوية والمستلزمات الطبية والوقود والمياه، وضمان استمرارية عمل الطواقم الصحية دون تهديد.
▪️تدخّل فوري وفعّال من قبل الأمم المتحدة، واللجنة الدولية للصليب الأحمر، والجهات الدولية المعنية، للضغط من أجل حماية المشفى وضمان احترام قواعد القانون الدولي الإنساني.
إنّ تأخر التدخل يعرّض حياة المدنيين والمرضى والكوادر الطبية للخطر، ويقوّض أبسط مبادئ الإنسانية. إنقاذ الأرواح واجبٌ عاجل لا يحتمل التأجيل.

Strong Condemnation and Urgent Appeal for Immediate Intervention to Halt the Targeting and Siege of Khaled Fajr Hospital in Sheikh Maqsoud – Aleppo
We, the undersigned civil society organizations, hold the Syrian Transitional Government fully responsible for the ongoing and direct targeting of Khaled Fajr Hospital—the sole medical facility providing healthcare services in the Sheikh Maqsoud neighborhood of Aleppo—and for the complete siege imposed on the hospital.Dozens of civilians, including women, children, and elderly persons, as well as wounded and injured patients, are currently trapped inside the facility under extremely harsh humanitarian conditions and face an immediate and grave threat to their lives.
Credible and verified information received from inside the hospital confirms that it is currently besieged by the “Syrian Arab Army” and subjected to intense attacks using drones and heavy weaponry, in addition to the use of tear gas, amid ongoing clashes in the immediate vicinity of the hospital. At the same time, those trapped inside are deprived of the minimum essentials necessary for survival and medical care, including medicines, water, electricity, and heating, significantly increasing the risk of mass civilian casualties at any moment.
These actions constitute war crimes and represent grave violations of International Humanitarian Law (IHL), which affords special and unconditional protection to civilian hospitals and medical facilities and strictly prohibits their targeting, besiegement, or obstruction under any circumstances. Prior warnings or alleged military justifications do not negate this legal protection, nor do they absolve the perpetrators of full legal responsibility for the severe humanitarian consequences resulting from endangering or disabling medical facilities.
Accordingly, we urgently and unequivocally call on the Syrian Transitional Government to:
▪️Immediately and fully cease all forms of targeting, shelling, and siege imposed on Khaled Fajr Hospital and its surroundings.
▪️Open a safe and immediate humanitarian corridor to evacuate the wounded and ensure the protection of civilians trapped inside the hospital.
▪️Allow the immediate entry of medicines, medical supplies, fuel, and water, and guarantee the continuous and safe operation of medical personnel without threat or intimidation.
▪️Ensure urgent and effective intervention by the United Nations, the International Committee of the Red Cross (ICRC), and all relevant international actors to exert pressure to protect the hospital and ensure full respect for international humanitarian law.
Any delay in intervention places the lives of civilians, patients, and medical personnel at extreme risk and undermines the most fundamental principles of humanity. Saving lives is an urgent obligation that cannot be postponed.
