نداء عاجل إلى المنظمات الإنسانية المعنية بحماية المدنيين وتوثيق الانتهاكات.
في محافظة السويداء – جنوب سوريا، لا تمر الساعات دون سقوط ضحية جديدة، مدنيون عُزّل يُقتلون بدم بارد. مجازر تُرتكب أمام مرأى ومسمع الجميع، ولا صوت يصل أعلى من أصوات الرصاص.
على مدار الأيام الماضية، تعرضت أحياء سكنية مكتظة ومشافي ومرافق حيوية للقصف الاتهداف المباشر، وسُجّلت عدة وقائع قتل جماعي بحق مدنيين لم يحملوا سلاحاً، بينهم أطفال ونساء ومسنّون، في ظل غياب شبه كامل لأي آلية حماية أو استجابة فعالة.
نناشد اليوم، أقسام الحماية وحقوق الإنسان في المنظمات الإنسانية وفرق توثيق جرائم الحرب والانتهاكات الجسيمة والجهات التي تراقب تطبيق القانون الدولي الإنساني والقانون الدولي لحقوق الإنسان بمطالبنا الإنسانية العاجلة:
🔴 إدراج محافظة السويداء ضمن خطط الحماية الطارئة والاستجابة الإنسانية العاجلة في سوريا، كمنطقة ذات أولوية عالية لحماية المدنيين.
🔴 إرسال فرق حماية وتوثيق ميدانية محايدة لرصد ما يحدث على الأرض، والاستماع إلى شهادات المدنيين وتوثيق الانتهاكات.
🔴 الضغط على الأطراف الفاعلة للامتثال للقانون الدولي الإنساني، لا سيما ما يتعلق بحظر استهداف المدنيين والمرافق الطبية والحيوية لضرورة استمرار الحياة.
🔴 ضمان وجود آليات شكوى فعالة وآمنة للمدنيين المتضررين، لتمكينهم من إيصال أصواتهم.
🔴 نشر تقارير حقوقية وشفافة حول الوضع في السويداء، تشمل تحليلاً للانتهاكات وتوصيات عملية لحماية السكان.
🔴 تعزيز التنسيق مع المجتمع المحلي ومنظمات المجتمع المدني في السويداء لتأمين وصول المعلومات وتسهيل جهود الحماية والرصد.
إن السكوت عن هذه الجرائم يكرّس ثقافة الإفلات من العقاب، ويمهّد لمزيد من المجازر. إن حماية المدنيين ليست شعاراً، بل مسؤولية قانونية وأخلاقية، تبدأ بتوثيق كل انتهاك، وملاحقة مرتكبيه، وكسر جدار الصمت.
لا يمكن اختزال الحاجات الإنسانية حالياً بالاحتياجات الإغاثية فقط. نعم، الناس هناك بحاجة إلى الماء والخبز والدواء، إلى سرير في المستشفى... لكنهم أيضاً بحاجة إلى من يسمع صوتهم ويوثق معاناتهم.
السويداء تنزف… لكنها لا تطلب الشفقة، بل العدالة.
Urgent Appeal to Humanitarian Organizations Concerned with Civilian Protection and Documentation of Violations
In Suweida Governorate – southern Syria – not a single hour passes without a new victim falling. Unarmed civilians are being cold-bloodedly killed. Massacres are being committed in full view and hearing of everyone, and no voice rises above the sound of gunfire.
Over the past days, densely populated residential neighborhoods, hospitals, and vital facilities have been subjected to direct shelling, with several incidents of mass killings recorded against unarmed civilians, including children, women, and the elderly, amidst a near-total absence of any effective protection or response mechanisms.
We hereby appeal to the protection and human rights departments in humanitarian organizations, to the war crimes documentation teams, and the entities monitoring the implementation of international humanitarian law and international human rights law with our urgent humanitarian demands:
🔴 Include Suweida Governorate in emergency protection plans and rapid humanitarian response efforts in Syria, designating it as a high-priority area for civilian protection.
🔴 Dispatch neutral field protection and documentation teams to monitor the situation on the ground, collect civilian testimonies, and document violations.
🔴 Apply pressure on the relevant actors to comply with international humanitarian law, particularly in prohibiting the targeting of civilians and vital medical and infrastructure facilities necessary for sustaining life.
🔴 Ensure the existence of effective and safe complaint mechanisms for affected civilians to enable them to make their voices heard.
🔴 Publish regular, transparent human rights reports on the situation in Suweida, including analysis of violations and practical recommendations for civilian protection.
🔴 Strengthen coordination with local communities and civil society organizations in Suweida to ensure information flow and facilitate protection and monitoring efforts.
Remaining silent in the face of these crimes only reinforces a culture of impunity and paves the way for further massacres. Civilian protection is not merely a slogan, but a legal and moral obligation that begins with documenting each violation, prosecuting the perpetrators, and breaking the wall of silence.
Humanitarian needs today cannot be reduced to relief alone. Yes, people need water, bread, and medicine, a hospital bed… but they also need someone to hear their voices and document their suffering.
Suweida is bleeding… but it does not seek pity, it seeks justice.
