PBF Project title: Women's Leadership and Political Participation During South Sudan-s Transitional Period
Impact Story: From Silence to Leadership – Victoria Jakor’s Transformation in Greater Pibor Administrative Area (GPAA)
Victoria Jakor, Secretary General of the GPAA Women’s Union, exemplifies how the project empowered women to break entrenched cultural norms and claim leadership space. Previously, women in GPAA were expected to remain silent during community decision-making, their voices dismissed in public forums dominated by men.
Through the project’s Women Political Organizers (WPO) training workshop supported by the PBF, Victoria gained knowledge of governance, human rights, and the R-ARCSS transitional framework. The skills in public speaking, negotiation, and advocacy gave her the confidence to participate actively.
Today, she engages community leaders, legislators, and ministers on critical issues like girls’ education, child marriage, and women’s access to services. Her visibility has inspired other women, especially younger generations, and even shifted male attitudes—chiefs now urge women to speak during meetings. The structured dialogues with chiefs, religious leaders and male politicians led to visible attitude shifts about women’s leadership.
Some male chiefs began publicly endorsing women candidates at community meetings, while party officials agreed to establish internal “women’s desks” and to review their nomination rules so they no longer automatically side-lined women to “mobilization” roles only.
Her words:
"This PBF training opened the door for us women. Before, we could only listen when men made decisions. Today, we are speaking, contributing, and shaping the future of our community. I now speak with courage about matters that affect us... I know my voice matters, and I know I am not alone."
This story illustrates the project’s outcome: shifting attitudes and behaviours at community level, creating a new generation of vocal women leaders driving inclusive peacebuilding and governance in GPAA.
