Shabakkadda 2013 (or Network 2013,) is the Association of 19 Radio Stations in Somalia with the purpose of to promoting the principles of a free, independent and professional Somali media dedicated to advancing peace, reconciliation and democratic values, and in particular to strengthen the capacity of radio stations as public service providers for the Somali community, thereby contributing to peace, reconciliation and development. The Network members will:

- Aspire to uphold globally accepted standards of professional media ethics
- Seek to influence the development of policies and laws to promote a conducive environment for media and freedom of expression
- Respect and promote Somali culture and national heritage

Mogadishu, Somalia – 15 July 2026 – The Somali Media Association (SOMA), with support from IMS (International Media Support), today convened the first national consultation workshop on the development of the Police–Media Engagement Protocol and Standard Operating Procedures (SOPs) for Somalia.

The consultation marks a significant milestone in the ongoing efforts to strengthen cooperation between the Somali Police Force and the media through the development of a shared framework that promotes professionalism, mutual trust, accountability, and respect for the distinct mandates of both institutions.

The workshop builds on the outcomes of the Public Order and Public Information: A Professional Framework for Police–Media Engagement in Somalia workshop series held in April 2026, during which police officers and media professionals identified recurring challenges affecting their relationship. The workshops concluded that tensions between the two institutions stem largely from structural gaps, weak communication mechanisms, inconsistent practices, and the absence of clear operational guidance, rather than deliberate institutional hostility. The workshop brought together 40 participants representing district police station commanders, journalists, media house managers, academia, the Ministry of Information, Culture and Tourism, and civil society organizations.

Opening the workshop, SOMA Secretary General Mohamed Abduwahab said the initiative reflects SOMA's long-term commitment to fostering constructive dialogue between journalists and law enforcement institutions.
"Today's consultation is an important milestone in transforming dialogue into a practical framework that will benefit both the media and the police. By jointly developing these documents, we are creating clear standards that promote professionalism, accountability, public safety, and respect for press freedom. Ultimately, the greatest beneficiary will be the Somali public."

The Spokesperson of the Somali Police Force, Abdifitah Adan, praised the role of the media in promoting peace and public awareness through responsible reporting and collaboration with security institutions. He expressed appreciation to SOMA and IMS for their continued support.
"The media remains an important partner in maintaining peace and informing the public. We commend SOMA and IMS for their unwavering commitment to strengthening police–media relations. Their efforts have brought two institutions that previously operated with mistrust into one room to build understanding, cooperation, and confidence."

Representing the Federal Ministry of Information, Culture and Tourism, Director of Strategic Communication Abdishakur Ali reaffirmed the Ministry's support for the initiative.
"The Ministry considers this Protocol and SOP an important national framework. We will work with the relevant government institutions to facilitate its endorsement and implementation so that it becomes a practical reference for both the police and the media across Somalia."
Officially opening the consultation, Deputy Commander of the Benadir Regional Police, Mohamed Abdulkadir (Moshin) described the workshop as a landmark step in institutional reform.
"This is a significant moment for Somalia. The development of a Police–Media Engagement Protocol and SOP demonstrates our collective commitment to professionalism and partnership. These documents will clearly define the respective roles and responsibilities of both institutions, reduce misunderstandings, and improve coordination during security incidents."
He encouraged participants to become advocates for the initiative within their respective institutions.
"The police officers attending this consultation are ambassadors within their commands, and I encourage our colleagues from the media to become ambassadors in their newsrooms by sharing the knowledge and principles developed through this process."

The consultation workshop featured a comprehensive presentation by Dr. Mustafa Mohamed, the lead consultant responsible for developing the Police–Media Engagement Protocol and Standard Operating Procedures (SOPs). The presentation outlined the background and rationale for the initiative, highlighted the findings from the April 2026 Public Order and Public Information workshops, explained the purpose and scope of the proposed Protocol and SOP, and presented the roadmap for developing a common framework to guide engagement between the Somali Police Force and the media.

Following the presentation, participants engaged in constructive group discussions. They were divided into three thematic groups representing the police, the media, and a joint police–media group to examine the key challenges affecting police–media relations, identify practical solutions, and recommend measures to strengthen cooperation, communication, and mutual understanding. Each group later presented its recommendations during a plenary session, providing valuable feedback that will inform the next draft of the Protocol and SOP.

The Spokesperson of the Somali Police Force, Abdifitah Adan, delivered the closing remarks, commending participants for their constructive contributions and reaffirming the Somali Police Force's commitment to strengthening cooperation with the media.
"Today's discussions have demonstrated that both the police and the media share a common goal of serving the public. This Protocol and SOP will provide a clear framework for cooperation, reduce misunderstandings, and strengthen mutual trust. I encourage all participants to champion the implementation of these documents within their respective institutions so that today's dialogue translates into lasting institutional change."

He thanked SOMA and International Media Support (IMS) for spearheading the initiative and expressed confidence that the finalized Protocol and SOP would contribute to more professional engagement, improved information sharing, and enhanced public confidence in both the Somali Police Force and the media.

The recommendations generated during the first consultation workshop will be incorporated into the next draft of the Police–Media Engagement Protocol and Standard Operating Procedures (SOPs). SOMA will continue engaging stakeholders through subsequent consultations to ensure the framework reflects shared priorities and practical realities. Once finalized, the Protocol and SOPs are expected to strengthen cooperation, professionalism, and mutual trust between the Somali Police Force and the media.

Somali Media Association (SOMA) Concludes First Two-Day Workshop on Police-Media Engagement in Somalia.

Mogadishu, Somalia, 4 April 2026: The Somali Media Association (SOMA) has successfully concluded the first of a series of three two-day workshops aimed at strengthening collaboration between district-level police commanders and media professionals on public order and public information. The workshop, titled “A Professional Framework for Police-Media Engagement in Somalia,” was held on 1–2 April 2026 at the Jazeera Palace Hotel in Mogadishu, with support from International Media Support (IMS).

A total of 35 participants attended the workshop, including district police station commanders, investigators, checkpoint commanders, media managers, civil society representatives, and journalists.

The workshop was officially opened by Mohamed Abdulkadir, widely known as Moshin, Deputy Regional Police Commander of the Benadir region. In his opening remarks, he emphasized the importance of collaboration between the police and the media, stating:

“This workshop is crucial because the police and the media must work together in the public interest. The media plays a significant role in informing the public across Somalia.”

He encouraged participants to actively engage in the sessions and apply the knowledge gained in their daily work.

Also speaking during the opening session, Mohamed Abduwahab, Secretary General of SOMA, noted that similar workshops had previously been conducted in Jowhar and Baidoa, bringing together police and media professionals. He emphasized that the experiences and lessons from those workshops informed the design of the current workshop.

He also expressed appreciation to the police leadership, stating:

“We sincerely thank the police commanders for accepting to participate in this workshop. Their engagement demonstrates a strong commitment to improving cooperation with the media.”

During the opening session, Police Spokesperson Abdifitah highlighted the importance of partnership, noting:

“I believe the police are key partners of the media, despite existing challenges. I hope this workshop will contribute to ending impunity for crimes against journalists and encourage initiatives such as friendly football matches to promote cooperation rather than confrontation.”

The workshop was facilitated by Abukar Albadri, a media and communication expert. The legal session was led by Muse Moallim Mohamed, a lawyer and former Chief of the Benadir Regional Court. Farhiya Keyrta, Chairperson of SWJO, led the gender session, focusing on the challenges faced by women in the media, including detention, arrest, and mistreatment by police.

The training covered key topics, including public interest mandates, areas of friction between the police and the media in Somalia, high-risk responsibilities, and effective police-media engagement.

During the discussion session, Hamda, a journalist from Risaala TV, shared her personal experience of being detained for seven hours without due legal process while carrying out her professional duties. Her account highlighted the challenges journalists face in the line of duty.

In response, Jamila, a police commander at Gubta Police Station, issued an apology on behalf of the Somali Police Force and acknowledged that the incident constituted mistreatment. She emphasized the importance of adhering to legal procedures and respecting journalists’ rights, particularly when they are performing their professional duties.

Abdulkadir Mahamud, an investigator from Howl Wadag District, encouraged civil society organizations to play a more active role in advocating for media freedom. He stressed the importance of conducting regular visits to police stations, especially in cases where journalists are detained without due legal process. He also urged that police commanders be consistently reminded to uphold media laws and respect journalists’ rights.

In his closing remarks, Osman Muhudin Shatax, Chairperson of SONSA, commended the active participation of all stakeholders and reaffirmed SOMA’s commitment to strengthening cooperation between the media and law enforcement institutions. He emphasized that improved police-media relations are essential for promoting transparency, accountability, and public trust in Somalia.

He also expressed sincere appreciation to International Media Support (IMS) for their continued support in making the workshop possible, emphasizing the importance of their partnership in advancing media development and journalist safety in the country. He further recalled that in 2008, IMS organized a workshop in Nairobi for 28 Somali journalists who had been forced to flee the country due to insecurity, noting that he was at the time involved in human rights initiatives.

Also speaking at the closing, Mohamed Abduwahab, Secretary General of SOMA, noted that:

“At the beginning, some people did not believe that a workshop like this—bringing together police and media in an open and constructive dialogue—could take place. However, this achievement shows that progress is possible when there is willingness and commitment from all sides.”

He reaffirmed SOMA’s continued commitment to expanding such initiatives across Somalia.

The workshop concluded with all participants receiving certificates of attendance in recognition of their active participation. Participating police commanders reaffirmed their commitment to upholding media laws and improving engagement with the media by applying the knowledge and skills gained throughout the workshop in their daily operations.
