Somalia stands at a defining political moment.

There is unresolved controversy over whether the revised Constitution or the Provisional Constitution's four-year term governs the presidential mandate. As this transition unfolds, citizens must be free to access, share, and debate information — without fear.

A Freedom of Information Act would make that right legally enforceable. A Whistleblowers Protection Act would ensure that those who expose wrongdoing during this period are protected, not prosecuted.

Independence House marks this day with urgent calls to the Federal Government of Somalia.

▶ Release Sadia Moalim Ali ("Sadia Bajaj") — a 27-year-old social activist detained since April 12 by NISA without formal charges, for no reason other than criticising the government on social media.

▶ Repeal the Penal Code provisions that criminalise defamation — laws incompatible with Somalia's international human rights obligations and used to silence legitimate dissent.

▶ Enact a Freedom of Information Act to guarantee citizens and journalists the right to access public information and hold institutions to account.

▶ Enact a Whistleblowers Protection Act to shield those who expose corruption and abuse of office from retaliation — because fighting graft requires protecting those brave enough to speak.

These are not extraordinary demands. They are the foundations of accountable governance.

Independence House has released a new electoral assessment report examining Mogadishu’s historic November 2025 local council elections — the first direct vote in over five decades.
