Today i hosted the Deputy Minister of Planning and Economic Development and the Deputy Minister of Fisheries, Mayor Alie Badara Tarawalie, Hon Abdul Latiff Sesay, Hon Bash of the parliamentary committee on MOPED and many other stakeholders in a District Development Coordination Meeting and Launch of the Medium Term National Development Plan.

WELT HUNGER HILFE ENGAGES TWO SISTERS COUNCILS: PORT LOKO DISTRICT AND PORT LOKO CITY ON A STAKEHOLDERS ENGAGEMENT FOR THE IDENTIFICATION OF PRIORITY NEEDS.
The efforts of the two Councils to partner with Welt Hunger HILFE Sierra Leone for the development of Port Loko District was highly welcomed by all stakeholders present in the engagement meeting held at the Port Loko District Council Hall. WELT HUNGER HILFE is a reputable Organization that focuses on making the World “a no hunger”place for all. In his brief statement as the Country Director for WELT HUNGER HILFE S/L, Emmanuel Octave Banonza said the engagement on the identification of priority needs will be the guiding principle for the two Councils to form partnership with the Organization.

Presenting on behalf of the Port Loko District Council, Chairman Sheku Tejan Saccoh highlighted on the followings as key priority needs for the district:
1. Waste Management
2. ⁠WASH
3. ⁠Revnue Mobilization
4. ⁠Social Infrastructure
5. ⁠Gender and Children’s Affairs
6. ⁠Forestry and Agriculture.
The Chairman said Waste Management is a serious challenge as the Council is constrained with capacity to manage the waste in commercial towns like Lunsar, Lungi and Masiaka. He said those areas need the resources to mobilize the work force, identify Waste Points, availability of waste trucks, tricycles and Waste Bins for the promotion of clean and safe environment . He further explained on the need to promote Green Energy, Recreational Centers, rehabilitation centers for the social wellbeing of youth in drugs mainly KUSH.
On revenue, the Chairman said the Council has potential but poses with huge challenges to tap up to 20% of the revenue. Such challenges range from Capacity Building for revenue collectors, lack of mobility and also the need for training.
Presenting on behalf Civil Society, Mr. Mohamed Kamara who doubles as Chairperson Civil Society Port Loko District highlighted on the importance of advocacy as an inclusive tool for the successful implementation of projects. He said development can only foster in the district and the at large with the proper utilization of Civil Society Organizations.

Today I had the opportunity to host the Minister of Lands Dr. Turad Seniesie and the Minister of Local Government and Rural Development, the Parliamentary Chairman on Lands Hon Quintin and other senior Government Officials in a Nation Wide Stakeholder Consultation and Validation of the reviewed National Country Planning Act, 2024. This gathering constitute Paramount Chiefs, Councilors, Civil Society Groups, Youth and women groups and many other interest group. This reviewed Act would set the pace to influence and ensure good coordination of construction activities and development projects as well as protection of natural resources. This new lawa would help us to make Port Loko District great again.

LET GO REHABILITATE OUR COMMUNITY FEEDER ROAD THAT HAVE BEEN DESTROYED DURING THE RAINS ..... CHAIRMAN SHEKU TEJAN SACCOH

The Port Loko District Council under the Leadership of Chairman Sheku Tejan Saccoh has given support to Councillors with tools for feeder road maintenance. It is evident that most of our community roads have been destroyed due to the heavy downpour of rain and poor drainage network causing flooding, erosion and negative impacts in our community. Councilors during our last Council sitting called on the Governor to give them support with tools and food for work so they can engage youths in their wards to maintenance the community roads. It is indeed crystal clear that Port Loko District Council has the best crop of Councillors. As a talk and do Chairman who believe in service delivery, i have delivered on my promise to the Councilors and the people of Port Loko District by distributing tools for work including shovels, headpins, wheelbarrows, pick axe etc to every Councillor of the Port Loko District Council. We will definitely make Port Loko District great again under the dynamic Leadership of Governor Sheku Tejan Saccoh.

PORT LOKO DISTRICT COUNCIL CONCLUDES BILATERAL BUDGET DISCUSSIONS FOR THE MEDIUM TERM EXPENDITURE FRAMEWORK FOR 2024-2025 FISCAL YEAR.
The move towards ensuring accountability for quality service delivery starts with Budget Preparation. Today, the Port Loko District Council and its devolved sectors presented their activities undertaken for the fiscal year 2024 and projected activities to be implemented in 2025 in a form of deliverables.
The Chairman, Port Loko District Council, Sheku Tejan Saccoh welcomed stakeholders to the process. He maintained that the Bilateral Budget discussion is an annual process that helps the Council and its devolved sectors to explain to the people whose tax monies are given to Councils for development.
In giving the overview of the Bilateral Budget discussions, Mr. Sankoh, the team lead from Fiduciary Decentralization Department, Ministry of Finance stated that the Bilateral Budget hearing is a process and not an event. He emphasized the need for sectors to focus on deliverables that are aligned with the Government Five Game Changers.
Presenting on Administrative activities of the Council, Chief Administrator, Arthur Allieu affirmed that 60% of Council Generated Revenues goes for tangibles. He highlighted on both completed and ongoing projects for 2024. Increasing the confidence and trust of the people, Arthur Allieu promised to do more tangibles in 2025.
Heads of sectors presented on 10 key deliverables, five for 2024 and five for 2025. The leverage to critique and ask questions by CSOs, Non State Actors and other stakeholders was high.
The 10 hours Bilateral Budget Discussion was approved by participants for all sectors.

Today I had a meeting with a team from Scaling Up Nutrition (SUN) at the Office of the Vice President on how we can all work together to reduce malnutrition, increase the dietary support and supplements in our district. My District team from MBSSE, DHMT, MAFF, MOSW and other key staff were part of this. Port Loko District has been selected to host the Vice President and team from Liberia who would be visiting Sierra Leone on an experience sharing to learn how we as a district have successfully implemented SUN activities. What a laurel for Port Loko District.
The drive to make Port Loko District great again is ongoing.

Work in Progress to make Port Loko District great again
I have handed over the contractor to the Paramount Chief and community stakeholders of Maforkie Chiefdom for the construction of a 15km road and bridge at Moforaykankanu. This road and bridge is so significant that it leads to the biggest market Luma in the Chiefdom and also to the famous Late SI Koroma Plantation farm. At the moment no heavy duty truck or jeep can use this bridge bc of its present status. As Chairman of the great Port Loko District Council my aim is to link our communities for development opportunities.
We all can do it together.
Let's make Port Loko District great again with Chairman Sheku Tejan Saccoh.
