CARE Sierra Leone has received financing from the German Government through KfW toward the cost of the projects “Epidemic Control and Reinforcement of Health Services Phases III (ECRHS III)” and intends to apply part of the proceeds toward payments under the contract(s) for the procurement of small works.
CARE Sierra Leone now invites Pre-Qualification sealed Bids from eligible Bidders for Construction and Installation works of a Basic Emergency Obstetric & Neonate Care (BEmONC) Center at Malambay Town, Mambolo Chiefdom, Kambia District in Sierra Leone.

The works will include Construction and Installation works for a New BEmONC centre that includes perimeter fencing with gates and security posts, health facility service buildings, WASH & IPC structures (Waste management unit, internal wash rooms, external VIP latrines, other service structures), staff quarters, water towers, complete electricals, plumbing, fire protection, installation of solar power plant for electrification of the BEmONC centre at Malambay town, Mambolo Chiefdom, Kambia District in Sierra Leone. (See Section VII Scope of works within the pre-qualification Standard Bidding Document).

Bidding will be conducted by means of the National Competitive Bidding (NCB) procedure with a pre-qualification at this point and qualification as specified in the KfW Guidelines for Procurement of Goods, Works, and associated Services in Financial Cooperation with Partner Countries (“KfW Guidelines”).

CARE Sierra Leone and NPHA Join Forces to Strengthen Community Response to Mpox.

As Mpox continues to pose a growing threat in Sierra Leone, CARE International, in collaboration with the National Public Health Agency (NPHA), has led targeted stakeholder engagement across its operational areas—eight communities in Bombali, Port Loko, Tonkolili, and Karene districts.

Through a series of community-level meetings, CARE worked to reactivate chiefdom-level response structures, raise awareness on Mpox prevention, and enhance local surveillance and contact tracing systems. The active participation of traditional leaders, youth groups, religious leaders, and frontline health workers was instrumental in mobilizing grassroots action and fostering community ownership.

With funding support from CARE USA and the START Fund, CARE Sierra Leone implemented a rapid response initiative from January to April 2025, focusing on Health and WASH interventions and
logistics support to NPHA and DHMT(Fuel, airtime & Refreshment for weekly meetings.

Key activities included:
• Orientation and training of frontline health workers (FLHW) and surveillance officers
• Targeted outreach under the “Operation Find Them All” campaign, engaging traditional healers, s*x workers, and community health workers (CHWs)
• Distribution of infection prevention and control (IPC) materials and onsite mentorship and coaching of FLHWs at selected health facilities
• Public education through interactive radio programming and distribution of IEC materials
• NPHA conducted supportive supervision visit to DEOCs
• Support for weekly incident management meetings at district levels

These efforts directly reached over 79,000 programme participants, yielding significant outcomes:
✔️ Enhanced preparedness of FLHWs and Community stakeholders in health emergencies
✔️ Reduced community transmission through improved public awareness
✔️ Strengthened local surveillance and early case detection and reporting

CARE has not only supported communities but has also prioritized internal safety. To protect staff and visitors, handwashing stations have been installed in all CARE offices nationwide, leading by example in the fight against Mpox.

As one of the first INGOs to respond at the onset of the outbreak, CARE’s early partnership with NPHA was critical in raising awareness at a time when public understanding of Mpox was limited. While we’ve seen encouraging results in community engagement, challenges persist—including misinformation, stigma, vaccine accessibility, and gaps in health education. These issues underscore the urgent need for sustained and scaled-up response efforts.

Though Mpox cases continue to rise, especially in the Western Urban Area; CARE remains committed. We will continue to stand with the Ministry of Health and NPHA to fight this outbreak. Together, we are helping to build a more resilient public health system, prepared not only for Mpox, but for future public health emergencies.

CARE Participates in Sierra Leone’s Landmark National Health Summit Advancing Universal Health Coverage by 2030

The Government of Sierra Leone has successfully concluded its landmark National Health Summit, held from May 15–17, 2025, at the Bintumani Conference Centre in Freetown. Centered around the theme “Improving Health Outcomes for All: Every Sierra Leonean Matters,” the three-day event represented a pivotal step in the country’s journey toward achieving Universal Health Coverage (UHC) by 2030.

Organized in collaboration with national and international stakeholders, the summit marked the second national convening of key actors across the health ecosystem, including government officials, public health experts, service providers, community leaders, and advocates. Participants reviewed progress since the previous summit, spotlighted best practices, such as the “One Plan, One Budget, One Report” approach—and reaffirmed alignment with the 2024 Medium-Term National Development Plan (MTNDP).

CARE was honored to participate in this historic dialogue, reaffirming its commitment to driving systemic change and strengthening Sierra Leone’s health landscape. A long-standing partner in the country’s health sector, CARE works in close coordination with the Ministry of Health and other partners to fortify Health Systems Strengthening, with a specific focus on s*xual and reproductive health rights for women and young people.

CARE’s work also includes the provision of essential medical supplies, expanding access to modern contraceptive methods, and building the capacity of health workers to deliver high-quality, respectful care. We also collaborate with communities to challenge and transform harmful gender norms that limit women and girls’ access to health services.
In his opening remarks, Minister of Health, Dr. Austin H. Demby, reaffirmed the government’s unwavering commitment to strong health governance, resilient systems, and equitable service delivery for all.

The summit elevated diverse voices, from maternal health advocates to community leaders tackling the spread of the “Kush” drug crisis, the current Mpox epidemic, underscoring the power of people-centered, community-led health solutions.
As the summit concluded, renewed commitments, and strengthened partnerships signaled a transformative shift in Sierra Leone’s health sector.

The Ministry of Health and Sanitation reiterated its pledge to ensure that no Sierra Leonean is left behind in the quest for affordable, quality, and equitable healthcare.
“Every Sierra Leonean matters. Together, we are building a healthier, more resilient future for all,” said Minister Demby in his closing statement.
