JAPAN INTERNATIONAL COOPERATION AGENCY (JICA) AND HEALTH FOR ALL COALITION – SIERRA LEONE (HFAC-SL) MEET TO STRENGTHEN HEALTH DEVELOPMENT COOPERATION.

The Resident Representative of Japan International Cooperation Agency (JICA) – Sierra Leone Office MR. NORIHTO YONEBAYASHI on Monday 20th April, 2026 paid an official visit to the Head Office of Health For All Coalition – Sierra Leone (HFAC-SL) at 50 Fort Street, Central Freetown.

The JICA Resident Representative was received on arrival by High Powered Health For All Coalition staff led by the Executive Director Mr. Charles Mambu. In his welcome address, Mr. Charles Mambu expressed delight, honour, appreciation and warmly welcome the JICA Resident Representative to HFAC-SL Head Office. The Executive Director went further to give statement on the background and capacity of HFAC-SL.

According to Mr. Mambu, Health For All Coalition was established in the year 2007 with clear mission to campaign for Available, Accessible and Affordable quality Health Care Service for the people of Sierra Leone irrespective of race, tribe, location region of birth etc. Health For All Coalition he went on, had and continue to lead on Civil Society National, Regional and Community Health and Health related Advocacy, Independent Monitoring Community Engagements ect interventions. The organisation he said continue to support the vision and mission of Government of Sierra Leone through the Ministry of Health, Communities and Development Partners.

To date HFAC-SL, he said is highly recognized and appreciated by the Ministry of Health, citizens, partners and Communities whose efforts they are complementing. The Executive Director told his guest that HFAC-SL had Physical Structures and Human presence in all sixteen (16) Districts in the country represented by District Coordinators, five (5) Regional Supervisors and One Hundred and Ninety-One (191) Chiefdom Focal Persons. These officers he went on conduct advocacy, Independent Monitoring and engagement of Communities on Health outcomes.

Mr. Mambu also told his visitor that HFAC-SL had the capacity to undertake activities geared towards complementing the efforts of Ministry of Health and any of their Partners. He called for stronger and sustainable partnership between JICA and HFAC-SL. This he said is to further popularise, monitor and provide feedbacks on JICA Investments in the country. On partnership, the HFAC Executive Director pointed out that their organization works with United Nations Agencies in the country especially World Health Organization (WHO), UNICEF, UNFPA, WFP, UNDP etc. and other Local and International Non- Governmental Organizations.

Mr. Mambu stated further that Health For All Coalition had won many Local and International Awards and recognitions. For instance, from 2011 – 2014, HFAC-SL was rated and awarded as the BEST LOCAL IMPLEMENTING PARTNER FOR UNFPA AND IN 2013, HFAC-SL ATTAINED THE SECOND (2ND) POSITION globally during UNFPA Global competition on Family Planning Promotion and Research. Additionally, in the year 2022, during the first National Health Summit, the Hon. Minister of Health Dr. Austin Demby and the entire Ministry of Health Officers pronounced and awarded HFAC-SL AS THE BEST CIVIL SOCIETY ORGANIZATION IN PROMOTING HEALTH AND WELLBEING IN SIERRA LEONE.

On the Legal status of the organization, Mr. Mambu told the Japanese Envoy that their organization is always in compliance with laws of the Country. HFAC renew it registration with the Ministry of Health, Ministry of Planning and Economic Development (MoPED) and Sierra Leone Association of Non-Governmental Organization (SLANGO) among others.

In his response, the JICA Resident Representative to Sierra Leone MR. NORIHTO YONEBAYASHI firstly thanks the Executive Director and Team for warmly receiving him to their Head Office and secondly expressed his delight that he has the opportunity to visit the Head Quarter Office of a highly rated and respected health and development oriented Civil Society Organization. The Resident Representative said HFAC needs no introduction as their Executive Director and other members are highly vocal, respected and always provide good interventions in high level meetings he had attended during his stay in the country, He told his host that JAPAN is a key reliable development partner to the Government and the people of Sierra Leone.

Good relationship between the two countries had existed for many years and highly appreciate the good people and Government of Sierra Leone MR. YONEBAYASHI opined. On the partnership with HFAC he promised to sustain the engagements after consultations with his colleagues upon his return. Mr. YONEBAYASHI disclosed that Japan will continue to support the development aspiration of the Government and people of Sierra Leone despite the global economic crisis and other unforeseen situations.

In closing, JICA and HFAC-SL resolved to undertake frequent engagement to understand each other works, identify partnership areas and endeavour to strengthen and sustain Sierra Leone Japan Relationship.

EXECUTIVE DIRECTOR OF HFAC-SL CALL FOR EFFECTIVE UTILIZATION OF HEALTHCARE VEHICLES IN SIERRA LEONE.

The Executive Director of Health for All Coalition Sierra Leone (HFAC SL)- Mr. Charles Mambu has called on the Ministry of Health and District Health Management Teams (DHMTs) to ensure the appropriate and efficient use of the buses, vehicles, and motorcycles recently commissioned by the Government of Sierra Leone.

These resources according to HFAC SL Executive Director are intended to strengthen healthcare delivery across the country and improve access to essential health services for all citizens.

The Coalition urges all stakeholders to prioritize the maintenance, accountability, and strategic deployment of these assets to maximize their impact on Sierra Leone’s healthcare system.

HFAC SL CALLS FOR PROPER UTILIZATION OF NEWLY COMMISSIONED HEALTHCARE VEHICLES, MOTORCYCLES AND OTHER HEALTHCARE ASSETS.

The Executive Director of Health For All Coalition Sierra Leone who also doubles as Commissioner of the Health Service Commission has applauded the Government of Sierra Leone’s recent commissioning of a fleet of vehicles and motorcycles through the Ministry of Health. This initiative according to him is a significant step toward addressing transportation challenges faced by healthcare workers across the country, ensuring timely and efficient delivery of healthcare services to all citizens.

Director Mambu made this statement during the handover of CT SCAN, Staff Bus, and Vehicle at the Kenema Government Hospital, an occasion that was attended by the Minister of Health- Dr. Austin Demby and other key stakeholders in and outside of Kenema.

While commending this effort, Mr. Charles Mambu urges the Ministry of Health/District Health Management Teams (DHMTs) and all relevant stakeholders to prioritize the proper utilization, maintenance, and safety of these vehicles, motorcycles, buses and other valuable medical assets.

He stated that these resources are critical to improving healthcare access, especially in remote and underserved communities.

Director Mambu added that the durability and effectiveness of these assets depend on responsible usage and regular upkeep.

He called on Ministry of Health/DHMTs to:
- Ensure vehicles, motorcycles and other assets are used solely for healthcare related activities to maximize their impact.
- Implement regular maintenance schedules to prevent breakdowns and extend the lifespan of these assets.
- Train designated drivers and riders on safe driving practices and basic vehicle maintenance.
- Establish accountability mechanisms to monitor usage and address any misuse promptly.

He reaffirmed Health For All Coalition Sierra Leone commitment to supporting the Ministry of Health and DHMTs in achieving Universal Health Coverage.

“We encourage all stakeholders to work together to safeguard these resources, which are vital to the health and well-being of our nation”, he climaxed.

KAMBIA GOVERNMENT HOSPITAL HONORS HEALTH FOR ALL COALITION SIERRA LEONE for FOR OUTSTANDING CONTRIBUTIONS TO HEALTHCARE.

In a heartfelt ceremony held at the Kambia Government Hospital on December 28 2025, the hospital administration presented a Certificate of Appreciation to HEALTH FOR ALL COALITION SIERRA LEONE (HFAC-SL) in recognition of their tireless efforts and significant contributions to improving healthcare services in the region.

The prestigious award was presented during a ceremony held at the Kambia Resource Center, which brought together civil society organizations (CSOs), health professionals, ministries, departments, agencies (MDAs), NGOs and other dignitaries from across the district.

The award highlights the coalition’s dedication to enhancing healthcare access, quality, and delivery at the Kambia Government Hospital. HFAC -SL initiatives have played a crucial role in supporting the hospital’s mission to provide essential medical services to the community.

Speaking at the event, the Medical Superintendent-Dr. Esther Pkakiwa and her Medical Staff or officials expressed their gratitude, stating, “The work of HEALTH FOR ALL COALITION SIERRA LEONE has been instrumental in addressing critical healthcare challenges and improving patient outcomes. Their commitment to the well-being of our community is truly commendable."

Korambai Kamara, the Kambia District Coordinator for HFAC SL, expressed profound gratitude to the organizers of the event. In his remarks, Kamara stated that the award would serve as a motivation for HFAC SL to continue its mission of ensuring that Universal Health Coverage (Health For All) is achieved in Sierra Leone.

The coalition’s efforts have included the monitoring of Free Health Care Service Delivery, Supporting the District Health Service Delivery, Positive Innovations to push the Health Service Delivery, Relentless and Tireless Advocacy to promote Transparency, Accountability and equity in the Health Service Delivery of the District.

This recognition shows the importance of partnerships between local healthcare providers and organizations dedicated to public health. The Kambia Government Hospital looks forward to continued collaboration with HEALTH FOR ALL COALITION SIERRA LEONE to further advance healthcare in the region.

HFAC-SL SUPPORTS IMMUNIZATION ACTIVITIES IN 5 DISTRICTS.

Health For All Coalition Sierra Leone with fund from GAVI through the Ministry of Health and the Expanded Program on Immunization, has provided support to Facility Management Committees attached to eight PHUs in 5 districts. These districts includes; Western Area Urban, Kailahun, Kono, Koinadugu and Falaba.

This support, under the “Covid-19 Delivery Services project”, is strengthening routine immunization and vaccination programs at community levels, all focused on increasing the demand for lifesaving vaccines in these areas.

The support enables these committees to hold monthly meetings where they develop and review scorecards and action plans, tracking progress to increase demand for routine immunization in their districts.

This initiative is part of HFAC -SL commitment to push CommunityPower to action and ensure that local leaders use the tools and support they have to drive incredible change and protect every child.

Together, we are ensuring that every child and community member has access to life-saving vaccines.

HFAC SL HOLDS DISTRICT-LEVEL PARTNERSHIP ENGAGEMENT MEETING IN FREETOWN

Health For All Coalition Sierra Leone (HFAC-SL), with funding support from the Global Alliance on Vaccine and Immunization (GAVI), has conducted a district-level partnership engagement meeting in Freetown. The meeting took place at the Sierra Leone Association of Journalists (SLAJ) headquarters and brought together Faith-Based Organizations, Religious Leaders, Disability Organizations, the Western Area Urban District Health Management Team (DHMT), representative from Health Education Department and other Civil Society Organizations (CSOs).

The engagement was held under the theme “Strengthening Community Partnerships for Improved Routine Immunization & Primary Health Care (PHC)”, reflecting a shared commitment toward improving immunization services and promoting better health outcomes in Sierra Leone.

In his opening address, Mr. Charles Mambu, Executive Director of HFAC-SL and Chairman of the meeting, welcomed participants and commended them for honoring the invitation. He described the gathering as an important step toward protecting the lives of children across the country.

Mr. Mambu explained that the primary objective of the engagement was to strengthen partnerships between HFAC-SL, inter-religious groups, and persons with disabilities. He highlighted that these groups are highly influential within communities, and their involvement is essential in increasing demand for vaccines.

He stressed the importance of vaccines for both children and adults, noting that immunization remains one of the most effective ways to protect communities from preventable diseases. Mr. Mambu further informed participants that HFAC-SL is implementing a GAVI-funded program titled “COVID-19 Delivery Services” across five districts—Western Area Urban, Kono, Kailahun, Koinadugu, and Falaba—with a specific focus on increasing demand for HPV and routine vaccines.

He encouraged parents and guardians to allow their girls to take the HPV vaccine, emphasizing that it is safe, free, and effective in protecting against cervical cancer.

Representing FOCUS 1000, Patrick Fayia Mansaray commended HFAC-SL for bringing together diverse and influential groups to support community health interventions. He highlighted several structured approaches used by FOCUS 1000 to drive behavior change, including the well-established Kombra Media Network, which he said plays a vital role in community engagement nationwide. Mr. Mansaray reaffirmed FOCUS 1000’s commitment to working closely with HFAC-SL to achieve shared goals in strengthening routine immunization and primary health care.

Dr. Saffa Smart, GAVI-CSO Consultant, underscored the important role of Community Health Workers (CHWs), noting that they are closely linked to local health facilities and are instrumental in improving primary health care delivery and facilitating timely referrals. He urged all stakeholders to support efforts aimed at ensuring no child is left behind in receiving life-saving vaccines.

Delivering the keynote address, Dr. Maada Kangbai commended HFAC-SL, FOCUS 1000, the Red Cross, NMDHR, and other partners for their continued contributions to health service delivery. He applauded the strong participation of persons with disabilities, noting that their presence demonstrates a clear commitment to supporting vaccine demand creation in Sierra Leone.

Other speakers including representatives from disability
organizations and inter-religious councils expressed their solidarity and pledged their support toward strengthening collaboration with HFAC-SL, the Ministry of Health, and development partners.

The engagement concluded with key presentations from the Western Area Urban DHMT on current vaccination statistics, a presentation from a Health Education representative, and focus group discussions aimed at identifying community-driven solutions to boost vaccine uptake.

FREE HEALTH CARE INITIATIVE COMMODITIES DISTRIBUTED ACROSS 16 DISTRICTS IN SIERRA LEONE

In a significant boost to primary healthcare delivery, the nationwide last-mile distribution of Free Healthcare Initiative (FHCI) commodities for the third and fourth quarters of 2025 has been successfully completed across all 16 districts of Sierra Leone. This critical exercise ensures essential medicines and medical supplies reach the front lines of the country's healthcare system.

District Health Management Teams (DHMTs) have officially received and are now dispatching the commodities to peripheral health units, including community health centres and clinics. This final leg of the supply chain is vital for guaranteeing that life-saving resources are available to citizens, particularly women, children, and the elderly, who are the primary beneficiaries of the government's flagship Free Healthcare Initiative.

Ensuring transparency and accountability in the process, Health For All Coalition (HFAC) Sierra Leone, a leading health advocacy group, played a pivotal monitoring role. HFAC district coordinators were physically present at distribution points in each district to witness and verify the offloading and documentation of the health commodities.

Mr. Charles Mambu, Executive Director of Health For All Coalition Sierra Leone, emphasized the coalition's commitment to public oversight. "Our presence is a safeguard for the people of Sierra Leone," he stated. "We monitored the offloading to ensure the quantities received match the quantities dispatched. Our work, however, does not end here. We assure the general public of our thorough monitoring during and after the distribution to health facilities. We will track these commodities to ensure they are used for their intended purposes and reach the right beneficiaries (the vulnerable populations) who depend on free healthcare."

The successful last-mile distribution marks a crucial step in preventing stock-outs at the community level, a challenge that has historically hampered healthcare service delivery. The consistent availability of free commodities is expected to improve treatment outcomes, increase public trust in the health system, and reduce out-of-pocket expenses for families.

The Ministry of Health and Sanitation has hailed the collaboration with civil society as a model for improving governance in the health sector. This transparent approach aims to strengthen the integrity of the FHCI, a policy instrumental in reducing maternal and child mortality rates since its inception.

Health For All Coalition Sierra Leone has urged community members to utilize the services and report any irregularities or shortages at their local health units, reinforcing a shared responsibility for a robust and accountable healthcare system for all.

HFAC SL INSTITUTE DOOR-TO-DOOR CAMPAIGN TO BOOST HPV VACCINATION UPTAKE.

Demonstrating its continued dedication to the development of the health sector in Sierra Leone, Health For All Coalition Sierra Leone (HFAC SL) has initiated a comprehensive door-to-door sensitization exercise in support of the Ministry of Health’s (MoH) and Expanded Program on Immunization- National HPV MAC Campaign.

Funded by GAVI—the Vaccine Alliance and executed in partnership with District Health Management Teams (DHMTs) under the Ministry of Health/Expanded Program on Immunization, this initiative covers eight districts: Western Area Urban, Kono, Kenema, Kailahun, Bo, Pujehun, Bonthe, and Moyamba.

The primary objective is to consciously inform communities about the efficacy and safety of the HPV vaccine. The campaign specifically targets young girls between the ages of 11 and 18, ensuring they are protected against the future risk of cervical cancer.

Concurrently, HFAC SL teams are using this direct engagement to counteract misinformation and disinformation. By providing clear, evidence-based explanations at the household level, the Coalition aims to build trust and increase vaccine acceptance across the region.

Parents and Guardians, the vaccine is safe, effective, and free. Please allow your daughters to be vaccinated. Let’s close the door on cervical cancer!
