CSOs Coalition meeting with the Right To Access Information Commission ( )
It was a snap meeting convened by Dr. Ibrahim Seaga Shaw, Chairman and Information Commissioner of the Right to Access Information Commission (RAIC), with six lead Civil Society Organizations (CSOs): Transparency International (TI-SL), Budget Advocacy Network (BAN), Centre for Human Rights and Development International (CHRDI), Network Movement for Youth and Children’s Welfare (NMYCW), FORWARD-SIERRA LEONE and Campaign for Good Governance (CGG).
The primary objective was to revive and formalize a partnership between RAIC and these CSOs in order to support the Commission’s workload and deepen collaboration on access to information across Sierra Leone.
Key outcomes of the meeting:
1. Agreement on Partnership Structure – The six CSOs will form an independent coalition, retaining autonomy over their leadership, membership, and work, while partnering with RAIC on access-to information activities.
2. Adoption of Terms of Reference (ToR) – The meeting endorsed the ToR, which outlines six core areas of collaboration:
• Popularisation, awareness raising and media sensitization on the RAI law
• Capacity building on the RAI law
• Fund raising drive, collaboration on project proposals and projects,
• Collaboration on events/events hosting
• Collaboration on implementation of the RAI
• Collaboration on enforcement of Proactive Disclosure of Information (PDI) and Freedom of Information in accordance with the provisions of the RAI Act of 2013
3. Membership Scope – For effectiveness, the coalition will remain limited to the six named CSOs for the time being, with the possibility of expansion to provincial CSOs as needed.
4. Joint Programming – RAIC and the coalition will jointly identify, design, and implement programmes and activities to promote a healthy, sustained partnership.
Rather than finalising the partnership immediately, the meeting was adjourned to allow the CSOs to engage internally among themselves. The CSOs were tasked with reviewing the draft ToR, identifying areas for improvement, and developing better solutions regarding the structure, and scope of the proposed coalition. A subsequent joint meeting with RAIC is expected once the CSOs conclude their internal consultations.
Thus, no final adoption of the ToR occurred at this session. The meeting served as an initial convening, with decisions deferred pending the CSOs’ collective input.
