Following two significant milestones—the launch of the Ministry of Water Resources and Sanitation (MOWRS) and the unveiling of the National Water Resources Management Agency 's strategic plan, the Sierra Leone Water Company (SALWACO) has taken another important step forward. Yesterday, at the Miatta Conference Hall, SALWACO officially launched its five-year Strategic Development Plan.
The strategy outlines a clear call for increased investment, stronger partnerships, and sustained service delivery to expand access to water services across the country.
Representing civil society at the event, Team Lead Musa Ansumana Soko used the platform to encourage greater collaboration in implementing the strategy. He highlighted both regional and global opportunities that can be leveraged to deliver practical solutions to communities that remain underserved and unreached. Big Steps for Sierra Leone’s WASH Sector.
On Saturday in Bo city, the Ministry of Water and Sanitation launched its highly anticipated Strategic Plan (2026-2035), setting the roadmap for the next decade of water and sanitation delivery in the country.

It was an important gathering of sector leaders, partners, and stakeholders all committed to ensuring sustainable WASH services for all. WASHNet was proud to be at this grand event.

Our Team Lead, Musa Ansumana Soko, shared his reflections from the launch:

“Agreeing with the Minister of Water Resources and Sanitation that this strategic plan is not just a document, but a promise to our communities, WASHNet welcomes this forward-looking vision and stands ready to engage while holding accountable to ensure these ambitious targets translate into clean water and safe sanitation for every Sierra Leonean, especially the most vulnerable. Sector collaboration, backed by the needed financing and coordinated actions are the ways forward.”

Together, we can make 2026-2035 a decade of real transformation for WASH in Sierra Leone.

WASH-Net conclude a day of meaningful engagement and collaboration, bringing critical stakeholders together for an Inter-District Learning Exchange in Makeni.

The event convened representatives from District and City Councils, the Ministry of Health (MoH), the Ministry of Water Resources and Sanitation (MoWRS), and Civil Society Organizations from Kenema, Kono, Bombali, Kambia, Moyamba, and Freetown to reflect on strengthening WASH systems across Sierra Leone.

The platform fostered open dialogue, peer learning, and collective reflection on progress made, particularly in advancing WASH systems strengthening and improving service delivery in health care facilities through WASH FIT.

Through interactive discussions, shared district experiences, a review of WASH FIT trends, and structured problem-solving sessions, participants critically examined system performance, financing flows, coordination mechanisms, and accountability gaps affecting service delivery. Districts documented practical good practices, assessed progress in implementing WASH FIT improvement plans, and identified root causes of systemic bottlenecks using structured analysis.

The engagement strengthened alignment between ministries, councils, and CSOs, reinforced the importance of evidence-based planning and monitoring, and renewed commitment to coordinated action at both national and subnational levels. Participants concluded the exchange with clearer priorities, stronger partnerships, and a shared determination to improve the effectiveness, sustainability, and health impact of WASH services across their districts.

WASH-Net successfully concluded its Two-Day Training on Evidence-Based WASH Advocacy and Influencing for Civil Society Organizations (CSOs), held on 12th–13th February 2026 under the Global WASH Programme (GWP) Phase II Project, “Strengthening Governance for WASH System Delivery.” This project is delivered jointly with MOPADA through supports from Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) and Welthungerhilfe. The training provided civil society leaders with practical knowledge and hands-on skills to deepen their understanding of WASH governance in Sierra Leone and to more effectively influence policy, planning, and budgeting processes at both district and national levels. A key highlight of the training was the introduction of diverse data collection tools and methodologies that will enable participants to generate credible, reliable evidence to strengthen their advocacy initiatives. Through interactive sessions, group discussions, and practical exercises, CSOs enhanced their ability to collect, analyze, and apply data to promote transparency and accountability within the WASH sector.

As a result, participating organizations are now better positioned to develop strong, evidence-driven advocacy strategies, engage constructively with decision-makers, and drive meaningful improvements in WASH service delivery. The training also strengthened collaboration among CSOs, reinforcing a coordinated and action-oriented movement committed to advancing inclusive, sustainable, and accountable WASH systems across Sierra Leone.

As Sierra Leone reviews the 1991 Constitution, WASHNet has submitted a formal position statement calling for the explicit recognition of the human rights to safe water and adequate sanitation.

Our country has experienced war, Ebola, cholera outbreaks, and ongoing service gaps. These realities remind us that access to clean water and proper sanitation is essential for life, dignity, public health, gender equality, and economic progress.

This constitutional review is a defining moment. We must ensure that water and sanitation are legally guaranteed for every Sierra Leonean.

WASH-Net, in partnership with BudgIT, through the WASH Systems Strengthening for Health Project, is driving evidence-based advocacy by empowering civil society organizations across Kambia, Moyamba, Kenema, Bombali, and Kono districts to actively promote transparency and accountability in the WASH sector.

Yesterday in Kenema, a broad spectrum of CSOs were trained and actively engaged on the WASH social accountability tool, equipping them with practical skills to demand better planning, financing, and delivery of WASH services at the community level.

This training marks a critical step in the rollout of a community-level budget tracking and monitoring app, enabling CSOs to track public WASH investments, generate real-time evidence, and amplify community voices through data-driven advocacy. By strengthening the technical and practical capacity of WASH CSOs to use the M-Water Platform as a tracking and feedback mechanism, the initiative empowers local actors to take action, hold duty bearers accountable, and drive measurable improvements in WASH service delivery across the districts.
