We are an independent, multi-disciplinary, policy-oriented research team. Our experience within governments, among donors and civil society ensures our partners and client’s access to quality data, timely, rich analysis and excellent onsite training and workshops. Our independence enables us to take an unbiased, flexible and long-term view of issues.

We adopt a catalytic and transformative role in driving forward institutional reform, and we work with a wide variety of partners in government, civil society and media to maximize the value of the reforms we advocate. IGR has a readily available team of research professionals from all ethnic groups and regions of Sierra Leone.

Major reforms are urgently needed for all bulk procurement and distribution of rice and other food items within GoSL’s system.
This novel report by IGR reveals that at least 80 precent of the NLe211,301,884 (equivalent to USD17.8m) allocated for the procurement of rice for prisoners from 2016 to 2023 was a wasteful expenditure.
On paper, each prisoner was allocated an average of 10.2 cups of rice daily, and nearly the same amount was spent on what they described as regular and special diets (referring to fish, meat, ‘plasas’, and other condiments).

A new report by the Institute for Governance Reform (IGR) shows that on average USD21m is raised from the Wellington-Masiaka toll road every year, which amounts to an estimated USD172m that should have been collected over the last nine years. However, only USD one million has been paid to the GoSL’s Revenue over the same time period. The total amount paid for this contract is undisclosed, and the Sierra Leone Roads Authority (SLRA) has acknowledged that it has not conducted any vehicle counts since the toll road was constructed. It is baffling why public officials under successive governments are so willing to break their own rules in awarding contracts that primarily favour business elites living the country in poverty.
