Migrantske delavke in delavci imamo ob prihodu v Slovenijo največkrat samo dve možnosti nastanitve: živimo v namestitvi, ki jo zagotavlja zaposlovalec, ali pa posteljo najamemo v enem izmed delavskih domov.
𝐙̌𝐢𝐯𝐥𝐣𝐞𝐧𝐣𝐞 𝐯 𝐧𝐚𝐬𝐭𝐚𝐧𝐢𝐭𝐯𝐢, 𝐤𝐢 𝐣𝐨 𝐳𝐚𝐠𝐨𝐭𝐚𝐯𝐥𝐣𝐚 𝐳𝐚𝐩𝐨𝐬𝐥𝐨𝐯𝐚𝐥𝐞𝐜 𝐩𝐨𝐦𝐞𝐧𝐢, 𝐝𝐚 𝐢𝐦𝐚 𝐭𝐚 𝐩𝐨𝐩𝐨𝐥𝐧 𝐧𝐚𝐝𝐳𝐨𝐫 𝐧𝐚𝐝 𝐳𝐚𝐬𝐞𝐛𝐧𝐨𝐬𝐭𝐣𝐨 𝐢𝐧 𝐤𝐚𝐤𝐨𝐯𝐨𝐬𝐭𝐣𝐨 𝐧𝐚𝐬̌𝐞𝐠𝐚 𝐝𝐨𝐦𝐚. V hišo, stanovanje ali sobo lahko kadarkoli vseli nove sodelavce, ker pa so namestitve, ki jih zagotavljajo zaposlovalci pogosto del infrastrukture, v kateri opravljamo delo, šefi tudi pričakujejo, da bomo ves čas na voljo. 𝐂̌𝐞 𝐬𝐞 𝐨𝐝𝐥𝐨𝐜̌𝐢𝐦𝐨 𝐝𝐚𝐭𝐢 𝐨𝐝𝐩𝐨𝐯𝐞𝐝, 𝐧𝐚𝐬 𝐥𝐚𝐡𝐤𝐨 𝐳𝐚𝐭𝐨 𝐬̌𝐞 𝐢𝐬𝐭𝐞𝐠𝐚 𝐯𝐞𝐜̌𝐞𝐫𝐚 𝐩𝐨𝐬𝐭𝐚𝐯𝐢𝐣𝐨 𝐧𝐚 𝐜𝐞𝐬𝐭𝐨. 𝐂̌𝐞 𝐬𝐞 𝐧𝐞 𝐦𝐨𝐫𝐞𝐦𝐨 𝐢𝐳𝐬𝐞𝐥𝐢𝐭𝐢, 𝐩𝐚 𝐥𝐚𝐡𝐤𝐨 𝐬̌𝐞𝐟, 𝐤𝐢 𝐧𝐚𝐦 “𝐳𝐚𝐦𝐞𝐫𝐢”, 𝐝𝐚 𝐬𝐦𝐨 𝐝𝐚𝐥𝐢 𝐨𝐝𝐩𝐨𝐯𝐞𝐝, 𝐤𝐚𝐝𝐚𝐫𝐤𝐨𝐥𝐢 𝐯𝐬𝐭𝐨𝐩𝐢 𝐯 𝐧𝐚𝐬̌𝐞 𝐬𝐨𝐛𝐞 𝐢𝐧 𝐬𝐞 𝐧𝐞 𝐩𝐨𝐜̌𝐮𝐭𝐢𝐦𝐨 𝐯𝐚𝐫𝐧𝐨. Nastanitve, ki jih zagotavljajo zaposlovalci, za delavce in delavke tudi niso poceni, saj je plačevanje najemnine pogosto urejeno kar tako, da nam zaposlovalec od plače trga pavšalne zneske za namestitev, delavci pa nimamo najemne pogodbe ali vpogleda v višino stroškov. 𝐕𝐬𝐞 𝐭𝐨 𝐣𝐞 𝐬𝐞𝐯𝐞𝐝𝐚 𝐧𝐞𝐳𝐚𝐤𝐨𝐧𝐢𝐭𝐨, 𝐚 𝐣𝐞 𝐤𝐥𝐣𝐮𝐛 𝐭𝐞𝐦𝐮 𝐩𝐨𝐠𝐨𝐬𝐭𝐨 𝐧𝐚𝐬̌𝐚 𝐞𝐝𝐢𝐧𝐚 𝐦𝐨𝐳̌𝐧𝐨𝐬𝐭! 𝐃𝐫𝐮𝐠𝐚 𝐦𝐨𝐳̌𝐧𝐨𝐬𝐭, 𝐤𝐢 𝐣𝐨 𝐢𝐦𝐚𝐣𝐨 𝐨𝐛𝐢𝐜̌𝐚𝐣𝐧𝐨 𝐥𝐞 𝐦𝐢𝐠𝐫𝐚𝐧𝐭𝐬𝐤𝐢 𝐝𝐞𝐥𝐚𝐯𝐜𝐢, 𝐧𝐞 𝐩𝐚 𝐭𝐮𝐝𝐢 𝐝𝐞𝐥𝐚𝐯𝐤𝐞, 𝐣𝐞 𝐧𝐚𝐣𝐞𝐦 𝐩𝐨𝐬𝐭𝐞𝐥𝐣𝐞 𝐯 𝐝𝐞𝐥𝐚𝐯𝐬𝐤𝐞𝐦 𝐝𝐨𝐦𝐮. Ker posteljo najemamo sami in ne preko zaposlovalca, ta tako nima neposrednega dostopa do našega doma in ob izgubi ali zamenjavi zaposlitve se zato ne rabimo bati tudi avtomatske izgube postelje, so pa življenjski pogoji v delavskih domovih neživljenjski. 𝐓𝐚𝐤 𝐩𝐫𝐢𝐦𝐞𝐫 𝐣𝐞 𝐝𝐞𝐥𝐚𝐯𝐬𝐤𝐢 𝐝𝐨𝐦 𝐧𝐚 𝐒𝐤𝐞𝐭𝐨𝐯𝐢 𝐮𝐥𝐢𝐜𝐢 𝐯 𝐋𝐣𝐮𝐛𝐥𝐣𝐚𝐧𝐢. 𝐒𝐭𝐚𝐯𝐛𝐚 𝐝𝐞𝐥𝐚𝐯𝐬𝐤𝐞𝐠𝐚 𝐝𝐨𝐦𝐚 𝐧𝐚 𝐒𝐤𝐞𝐭𝐨𝐯𝐢 𝐣𝐞 𝐨𝐝 𝐥𝐞𝐭𝐚 𝟐𝟎𝟏𝟗 𝐯 𝐥𝐚𝐬𝐭𝐢 𝐩𝐨𝐝𝐣𝐞𝐭𝐣𝐚 𝐓𝐄𝐂 𝐏𝐎𝐈𝐍𝐓 𝐝.𝐨.𝐨. Postelja v triposteljni sobi stane 190 evrov na mesec, v dvoposteljni pa 260 evrov na mesec. Delavski dom pa ima več kot 120 takih sob. Zgodi se, da eden izmed treh sostanovalcev dela v dopoldanski, drugi v popoldanski in tretji v nočni izmeni. Ker vsi živimo v eni majhni sobici, se med seboj nenehno motimo in praktično nemogoče je zaspati in si odpočiti. 𝐕𝐬𝐚𝐤𝐨 𝐧𝐚𝐝𝐬𝐭𝐫𝐨𝐩𝐣𝐞 𝐢𝐦𝐚 𝐥𝐞 𝐞𝐧𝐨 𝐤𝐨𝐩𝐚𝐥𝐧𝐢𝐜𝐨 𝐳 𝐰𝐜-𝐣𝐢. 𝐂𝐞𝐥 𝐝𝐞𝐥𝐚𝐯𝐬𝐤𝐢 𝐝𝐨𝐦 𝐩𝐚 𝐢𝐦𝐚 𝐥𝐞 𝐝𝐯𝐞 𝐤𝐮𝐡𝐢𝐧𝐣𝐢, 𝐤𝐢 𝐣𝐮 𝐥𝐚𝐡𝐤𝐨 𝐮𝐩𝐨𝐫𝐚𝐛𝐥𝐣𝐚𝐦𝐨 𝐨𝐝 𝐨𝐬𝐦𝐢𝐡 𝐳𝐣𝐮𝐭𝐫𝐚𝐣 𝐝𝐨 𝐝𝐞𝐬𝐞𝐭𝐢𝐡 𝐳𝐯𝐞𝐜̌𝐞𝐫. Ker večina prebivalcev delavskega doma izmene začenja ob istih urah in si vsak izmed nas želi kaj pojesti pred odhodom v službo, moramo v kuhinji pogosto čakati v vrsti. Ko se iz popoldanske izmene vrnemo domov, pa kuhinje sploh ne smemo več uporabljati. Stene so plesnive, v lanskem letu so v delavskem domu razsajale ošpice. V delavskem domu ni niti enega pralnega ali pomivalnega stroja - svojo posodo in obleke moramo prati na roke. 𝐕 𝐭𝐚𝐤𝐢𝐡 𝐫𝐚𝐳𝐦𝐞𝐫𝐚𝐡 𝐳̌𝐢𝐯𝐢 𝐯𝐞𝐜̌𝐢𝐧𝐚 𝐝𝐞𝐥𝐚𝐯𝐜𝐞𝐯, 𝐳𝐚𝐩𝐨𝐬𝐥𝐞𝐧𝐢𝐡 𝐯 𝐒𝐩𝐚𝐫𝐨𝐯𝐞𝐦 𝐜𝐞𝐧𝐭𝐫𝐚𝐥𝐧𝐞𝐦 𝐬𝐤𝐥𝐚𝐝𝐢𝐬̌𝐜̌𝐮, 𝐤𝐢 𝐬𝐞 𝐧𝐚𝐡𝐚𝐣𝐚 𝐧𝐚 𝐨𝐛𝐦𝐨𝐜̌𝐣𝐮 𝐁𝐓𝐂-𝐣𝐚. LIVING CONDITIONS IN THE WORKERS’ DORMITORY ON SKETOVA STREET IN LJUBLJANA
As migrant workers, when we arrive in Slovenia we usually have only two options for accommodation: either we live in housing provided by the employer, or we rent a bed in one of the workers’ dormitories.
🚩Living in employer-provided accommodation means that the employer has complete control over our privacy and the quality of our home. They can move new colleagues into the house, apartment, or room at any time, and because this type of housing is often part of the infrastructure where we also work, the bosses expect us to be available at all times. If we decide to quit our job, they can throw us out onto the street the very same evening. If we cannot move out, then the boss, who ‘is angry with us’ for resigning, can enter our rooms at any time, and we don’t feel safe. Employer-provided accommodation is not cheap either, since rent is often arranged so that the employer simply deducts a flat amount from our salary. Workers have no rental contract and no insight into the actual costs. All of this is, of course, illegal, but it is still often our only option! For women in particular, employer-provided housing is the only option in Slovenia, since most workers’ dormitories refuse to rent beds to women, or they reserve only a very small number of rooms for us, which are permanently occupied.
🚩The other option, which is usually available only to migrant men and not to women, is renting a bed in a workers’ dormitory. Because we rent the bed ourselves and not through the employer, the employer does not have direct access to our home, and if we lose or change our job, we do not automatically lose our bed. However, the living conditions in workers’ dormitories are unbearable. A case in point is the workers’ dormitory on Sketova Street in Ljubljana. Since 2019, the workers' dormitory building on Sketova Street has been owned by the company TEC POINT d.o.o. In the past five years, the company has received around 23,000 euros of public money, mostly from the Public Agency for Investment Promotion, Entrepreneurship and Internationalization (https://erar.si/podjetje/5790247000/profil/transakcije/odhodki).
🚩A bed in a three-bed room costs €190 per month and in a two-bed room € 260 per month., The dormitory has more than 120 such rooms. It often happens that one of the three roommates works in the morning shift, another in the afternoon shift, and the third in the night shift. Since we all live together in one small room, we constantly disturb each other, and it is practically impossible to get any rest or sleep. Each floor has only one bathroom with toilets. The entire dormitory has only two kitchens, and they can only be used from eight in the morning until ten in the evening. Because most residents start their shifts at the same time and everyone wants to eat before going to work, we often have to wait in line in the kitchen. When we come back from the afternoon shift, we are not allowed to use the kitchen at all. The walls are moldy, and last year there was a measles outbreak in the dormitory. In the workers' dormitory, there isn’t a single washing machine or dishwasher – we have to wash our clothes and dishes by hand.
🚩These are the conditions in which most of the workers employed in Spar’s central warehouse, located in the BTC area, are living. Spar Slovenia is a company that had more than one billion euros in revenue in 2023. With 13.6% growth, they recorded the highest revenue growth among all retailers. The photos below show how we, the workers who generate this revenue for Spar Slovenia, are forced to live.
