With a population of 39,000, the area is bounded by Jalan Toa Payoh to the North, Kallang Bahru to the South, Jalan Kolam Ayer to the East and the CTE to the West. Right up to the mid seventies, greater part of the present day Kolam Ayer is made up entirely of public housing unit and some terraced factories. The constituency has a population of about 39,000 living in HDB flats, which total 41 bloc

ks (9,705 units). Kolam Ayer has undergone through many changes since its establishment as a constituency in 1976. Through the leaderships of the MPs, and the co-operation of the grassroots leaders, the Town Council, the police, other public institutions and the involvement of residents, have made Kolam Ayer a more progressive, happier and harmonious society. On the physical and environment feature, residents are enjoying better-upgraded facilities and new amenities. The improvement works included an amphitheatre covered walkways, tiled pedestrian mall, children playground, jogging track along the beautiful river banks of Kallang River, bird singing corner and landscaping.
