How do you decide what to measure when assessing government effectiveness?

You go to the source. The CGGI’s 35 indicators were developed through direct engagement with government leaders and practitioners, grounded in academic research -and validated by an Advisory Panel of eight practitioners and scholars across governance, public policy, institutional reform, and development.

The result is a framework that reflects how governments actually work.

Stories of good governance are everywhere – in every region, at every income level, across every dimension of what makes governments effective.

The 2026 Chandler Good Government Index tracks 133 governments across 35 indicators. Alongside the global rankings, it identifies leaders by region, income group, and each of the seven pillars of government effectiveness. From regional frontrunners to income group leaders to pillar-specific standouts, the full picture of the governance competition is richer than any single number can capture.

Good government isn’t earned in a single year.

The 2026 Chandler Good Government Index, now in its sixth edition, tracks government capability and effectiveness across 133 countries.

At the top, Singapore leads for the fourth consecutive year, a testament to sustained investment in state capability. But the rest of the top 20 tells a more dynamic story: Norway climbs to 2nd, Australia rises to 11th, and the United Kingdom drops out of the top 20 for the first time.

In the Governance Competition, the leaders aren't just those who perform well today – they're the ones who keep improving.

Over the coming weeks, we will be unpacking the data: which countries improved, where pressures persist, and what the six-year trend reveals about governance trajectories. Follow us for the full picture.
