Mauritius ranks as Africa's top government in the Chandler Good Government Index 2026, and improved its overall score this year.

What sustains that performance? According to Lutchmanah Pentiah, Minister of Public Service and Administrative Reforms, it comes down to embedding reform as a standing institutional commitment rather than a one-off initiative.

Mauritius has established dedicated Reforms and Innovation Units across ministries and departments, launched a whole-of-government Digital Transformation Blueprint, and inaugurated a new Institute of Public Service and Innovation.

"We view our achievements as a motivation to continue improving," Minister Pentiah writes. "We are committed to creating a modern public service that is agile, efficient, transparent, accountable, resilient, and people-centric."

Good government isn’t earned in a single year.

The 2026 Chandler Good Government Index, now in its sixth edition, tracks government capability and effectiveness across 133 countries.

At the top, Singapore leads for the fourth consecutive year, a testament to sustained investment in state capability. But the rest of the top 20 tells a more dynamic story: Norway climbs to 2nd, Australia rises to 11th, and the United Kingdom drops out of the top 20 for the first time.
