Raoul Wallenberg Institute of Human Rights and Humanitarian Law In legal terms the Institute is a charitable trust under Swedish private law, governed by a Board of Directors.

RWI is an independent academic institution based in Lund, Sweden that contributes to a wider understanding of, and respect for, human rights and international humanitarian law. The Raoul Wallenberg Institute of Human Rights and Humanitarian Law is an independent academic institution, founded in 1984 at the Law Faculty at Lund University in Sweden. It is named after Raoul Wallenberg, a Swedish dipl

omat, in order to pay homage to his well known humanitarian work in Hungary at the end of the Second World War. The mission of the Institute is to promote universal respect for human rights and humanitarian law, by means of research, academic education, dissemination of information and institutional development programmes and our vision is to be a centre of excellence promoting the development of societies based on a human rights culture. The Institute is a value driven organisation and our four core values are: Respect, Integrity, Inclusiveness and Inspiration. Hosting one of the largest human rights libraries in northern Europe and engaged in various education, research and publication activities, the Institute provides a conducive environment for studies and research. The Institute combines academic programmes with an extensive international human rights capacity development programme, mainly for academic institutions, law enforcement and criminal justice institutions, and national human rights institutions. This combination provides a unique platform where theory and practice can meet and interact in order to further the development and application of international human rights law. The Institute cooperates with a variety of Swedish and international partners. In addition to the close cooperation with Lund University, the Institute maintains relations with other academic institutions, international organisations, government agencies and civil society organisations in different parts of the world. The Institute is member of several Nordic, European and international networks within the framework of its mandate. The Institute's activities do not involve official reporting on State performance, monitoring of State compliance or other methods of work which could be considered confrontational in character or nature.

The Raoul Wallenberg Institute (RWI) Harare Office 🇿🇼, in cooperation with the Zimbabwe Prisons and Correctional Service (ZPCS), conducted a Peer-Reviewed Training for ZPCS College Facilitators on International Prison Standards from 19 to 22 May 2026.

This training was a build-up to the Training of Trainers (ToT) activities conducted in 2025 which equipped the ZPCS College Facilitators with both theoretical knowledge and practical skills to deliver training on international prison standards to recruits, in-service officers and management.

The training was conducted under the framework of cooperation between RWI and ZPCS under the RWI Zimbabwe Human Rights Capacity Development Programme 2024–2026, funded by the Embassy of Sweden in Zimbabwe.

📢 Press Release: Raoul Wallenberg Institute Launches Somalia Programme Inception Phase to Strengthen National Human Rights System

The Raoul Wallenberg Institute (RWI), together with the Ministry of Family & Human Rights Development of the Federal Government of Somalia and Somalia’s National Independent Human Rights Commission (NIHRC), has officially launched a new Programme in Mogadishu, Somalia.

Supported by the Swedish International Development Cooperation Agency (Sida), the Somalia Programme Inception Phase will run for nine months and aims to contribute to a Somalia where human rights are effectively protected and promoted through a credible, independent and effective national human rights system.

“This marks a historic milestone for us at the Raoul Wallenberg Institute. We are thrilled to have signed these new strategic agreements that will enable us to build a close working relationship in the years ahead, with the shared aim of achieving tangible results in strengthening human rights in Somalia”. – Peter Lundberg, RWI Executive Director.

🤝 The Raoul Wallenberg Institute welcomed a high-level Armenian delegation to our headquarters in Lund, bringing together senior representatives from the Ministry of Internal Affairs, the Office of the Representative on International Legal Matters, and the Court of Cassation.

The roundtable featured insights from Rolf Landgren (Chief Superintendent, Swedish National Police), Amelie Sällfors (Senior Advisor, Swedish Institute for Human Rights), and Karol Nowak (Associate Professor, Faculty of Law, Lund University).

Together, we exchanged on human rights-based policing, accountability in law enforcement, and cross-sector cooperation, which is part of RWI's long-term commitment to strengthening the rule of law and access to justice in Armenia🇦🇲.

Advancing the right to clean air in Bangkok🌿

The Raoul Wallenberg Institute (RWI), in collaboration with the Bangkok Metropolitan Administration (BMA) and with support from the Australian Embassy Bangkok, convened a workshop to gather feedback on a human rights–based self-assessment toolkit for clean air management on May 14, 2026.

Developed by RWI’s advisory team, the toolkit covers indicators across four core dimensions of rights-based clean air governance:
🔹 Legal recognition of the right to clean air
🔹 Public participation in air quality decision-making
🔹 Access to air quality information and services
🔹 Safety and protection from air pollution

Representatives from key BMA departments shared operational insights to help ground the toolkit in real-world practice, identify areas for refinement, and strengthen its alignment with Bangkok’s context.

This process marks an important step toward building a more transparent, accountable, and rights-based clean air management mechanism for Bangkok’s residents.

Sharing Wartime Experience of Ukrainian Legal Clinics

We’re pleased to share an analytical publication by the Association of Legal Clinics of Ukraine (ALCU), developed under our programme funded by Sida - Styrelsen för Internationellt Utvecklingssamarbete.

Legal clinics are university-based programs where law students, supervised by academic and legal professionals, provide free legal assistance to the public while gaining practical experience. This study explores how legal clinics in Ukraine have demonstrated resilience, continuing to operate and adapt under wartime conditions.

The publication outlines strategic directions for legal clinics in crisis contexts, based on developments from 2014–2025, analysis of current needs and capacities, and interviews with clinic representatives, universities, and partners. It also provides practical recommendations for ALCU, government institutions, law schools, higher education institutions, and legal clinics to strengthen legal education and access to justice in Ukraine’s challenging environment.

The Raoul Wallenberg Institute was pleased to contribute to discussions shaping Team Sweden’s engagement in Eastern Europe at the Forum Östeuropa (Forum on Eastern Europe) conference, organised last week by the Svenska institutet and the Stockholm Centre for Eastern European Studies (SCEEUS), and hosted by the Göteborgs universitet, alongside dozen of representatives from the Swedish government, state agencies, local authorities, civil society, think tanks, academia, and the private sector.

RWI Senior Adviser Zuzana Zalanova, who participated as a panelist in a discussion on engagement in Armenia, reflected on the outcomes:
“Across the panels, a clear message emerged that strongly aligns with RWI’s work: the importance of evidence-based approaches and academic research in countering disinformation, hate speech, and polarisation; sustained support for reforms at both national and local levels; and the need for long-term, stable funding and partnerships. Greater attention to mindsets, alongside knowledge and institutional capacity, was also highlighted as essential for building trust, resilience, and sustainable change in the region. Importantly, the Forum confirmed that Sweden’s relations with the countries of Eastern Europe are a key foreign policy priority-not only in terms of security and prosperity, but also for knowledge development. Despite ongoing challenges, the Forum reaffirmed the importance of Sweden maintaining a values-based approach to strengthening human rights, democracy, and resilience across the region.”

The exchange of experiences, challenges, and opportunities for cooperation with , , , as well as and , will help inform the Swedish government’s strategy in the region and guide concrete steps to realise the potential of the Team Sweden platform.

📖 The Raoul Wallenberg Institute Armenian Research Fellowship Programme offers the opportunity to deepen understanding and foster innovative approaches in human rights research, and is specifically open to scholars from Armenian universities.

Tatevik Azizyan is an Armenian development professional with strong experience working with international organizations, government institutions and NGOs. Her research interests focus on rights-based approaches and the gendered dimensions of governance, democracy promotion, and peace processes in Armenia and the broader South Caucasus region.

The Raoul Wallenberg Institute together with Lund University and Lviv Bureau of European Integration concluded in the final step of their EUcation – Urban Governance for Human Rights and EU Integration programme 🇪🇺🇺🇦

Through workshops, study visits, and collaboration with Polish organisations, the 30 representatives from Lviv’s local government refined their projects and strengthened their ability to translate standards and human rights principles into concrete policies and services.
