هل آن الأوان لإنقاذ اقتصاد السودان؟

وسط تراجع حاد في الصادرات وعجز متصاعد في الميزان التجاري، بحث فريق العمل الاقتصادي برئاسة وزير المالية د. جبريل إبراهيم معالجات عاجلة، في مقدمتها تفعيل سياسات تشجيعية للمصدرين لضمان انسياب عائدات الصادرات عبر القنوات الرسمية، في خطوة تعكس إدراكًا متزايدًا بأن استقرار سعر الصرف يمر عبر بوابة الإنتاج الحقيقي وتنظيم التجارة الخارجية.
فجوة تجارية غير مسبوقة… والأرقام تؤكد حجم التحدي

بلغ إجمالي الصادرات السودانية في عام 2025 نحو 2.64 مليار دولار مقابل واردات تجاوزت 6.49 مليار دولار مسجلة عجزًا تجاريًا فادحًا قدره 3.86 مليار دولار

الذهب في الصدارة:
يهيمن الذهب على هيكل الصادرات بنسبة تزيد عن 58% بقيمة 1.536 مليار دولار

الثروة الحيوانية والزراعية:
تلتها الحيوانات الحية بـ 466 مليون دولار
والسمسم بـ 333 مليون دولار

توصيات الغرفة القومية للمصدرين.. بين التنظير والتنفيذ

في هذا السياق، تبرز الغرفة القومية للمصدرين، المنضوية تحت مظلة اتحاد الغرف التجارية السودانية، كصوت القطاع الخاص المطالب بترقية الصادر. فعلى مر السنوات، ظلت الغرفة تعقد الملتقيات والورش المتخصصة، كان آخرها ملتقى الصادرات في بورتسودان برعاية وزارات القطاع الاقتصادي ، وقدمت الورقة العلمية للملتقى تشخيصًا دقيقًا لأسباب تراجع الصادرات، وحددت روشتة علاج بأرقام دقيقة مستمدة من بنك السودان المركزي. ومع ذلك، يظل السؤال المطروح: لماذا تبقى غالبية هذه التوصيات حبيسة الأدراج؟فقد أكد أمين مال الغرفة، مأمون قيلي، في تصريحات سابقة "ضعف إنتاجية الأراضي الزراعية والجبايات المفرطة هما العائقان الأكبر أمام تنافسية الصادرات السودانية، في تناقض صارخ مع حديث الحكومة عن تشجيع المصدرين."

عبء الجبايات وسياسات مشوهة

ويكشف واقع الحال أن الحكومة، بدلاً من تحفيز المصدرين، تفرض رسومًا وإتاوات تثقل كاهلهم، حتى على السلع الأساسية مثل الوقود - حيث تصل الرسوم على كل باخرة وقود إلى 28%- مما يرفع تكاليف الإنتاج ويقوض القدرة التنافسية للصادرات السودانية في الأسواق العالمية.

ارقام صادمة

= تراجعت صادرات الفول السوداني إلى حوالي مليوني دولارفقط في 2025.
= خسر السودان عرشه في سوق السمسم العالمي، حيث تراجعت صادراته إلى 26,618 طنًا فقط من أصل 1.46 مليون طن استوردتها الصين.

ماذا بعد؟

شدد اجتماع فريق العمل على ضرورة التحول من تصدير المواد الخام إلى زيادة القيمة المضافة، وإحلال الواردات، وتفعيل سياسات تشجيعية حقيقية للمصدرين. لكن التحدي الأكبر يكمن في ترجمة هذه الرؤى إلى إجراءات ملموسة:

1. هل ستجرؤ الحكومة على خفض الجبايات وإلغاء الرسوم المعيقة؟
2. هل ستتمكن من إحكام الرقابة على مستوردي المشتقات البترولية ؟

في النهاية، يظن كثيرون أن استقرار سعر الصرف لن يتحقق بالاجتماعات الطارئة فقط بتنفيذ ما تقدمه ورش العمل والملتقيات من توصيات مستمدة من خبرات ممارسة للنشاط ،وحكومة تضع مصلحة الاقتصاد الوطني فوق حسابات الإيرادات.
